Message from H. C. with a Bill; and to return Prendergast's Bill.

A Message was brought from the House of Commons, by Mr. Medlicote and others:

To return the Bill, intituled, "An Act to enable Sir Thomas Prendergast Baronet, an Infant, to sell Part of his Estate, lying in the County of Waterford, in the Kingdom of Ireland, for the Payment of his Father's Debts, and other Purposes therein mentioned;" and to acquaint this House, that they have agreed to the same, without any Amendment.

A Message was brought from the House of Commons, by Sir Willoughby Hickman and others:

With a Bill, intituled, "An Act for raising the Militia for the Year 1714, although the Month's Pay formerly advanced be not re-paid; and for rectifying a Mistake in an Act passed in this present Session of Parliament, intituled, An Act for the regulating the Forces to be continued in Her Majesty's Service; and for Payment of the said Forces, and their Quarters;" to which they desire the Concurrence of this House.

The Earl of Yarmouth reported from the Lords Committees, to whom the Bill, intituled, "An Act for naturalizing Daniel Burr," was committed: "That they had gone through the said Bill; and directed him to report the same to the House, without any Amendment."

Hodie 2a vice lecta est Billa, intituled, "An Act to explain and make more effectual an Act passed in the Tenth Year of Her Majesty's Reign, for preventing Abuses in making Linen Cloth; and regulating the Lengths and Breadths, and equal sorting of Yarn, in each Piece made in Scotland; and for whitening the same."

Ordered, That the said Bill be committed to a Committee of the whole House, To-morrow.

With a Bill, intituled, "An Act to appoint Commissioners, to inquire into the Value of the Rents and Revenues which belonged to the Archbishops and Bishops in that Part of Great Britain called Scotland; and into the Value of all Grants and Alienations of the same, since the Year 1689; and to what Uses, and upon what Considerations, the same have been granted;" to which they desire the Concurrence of this House.

E. Abingdon and L. Haversham, Injunction to prevent a Quarrel.

The House being informed, "That, from some Words which passed between the Earl of Abingdon and the Lord Haversham, there is Reason to believe a Quarrel may ensue:"

The Lord Chancellor thereupon (by Order of the House) enjoined their Lordships, "not to proceed any further in this Matter."

To which they severally declared their Submission.

Information concerning the Paper delivered by Mr. Monkton.

The Lord Guilford acquainted the House, "That the Paper laid before the House by Mr. Monkton was not a Minute of the Board of Trade, nor had he the Direction of the Board to lay it before their Lordships; and that Mr. Pit and Mr. Vernon desired him to give the House this Information."

Queen's Answer concerning the Method of proposing and agreeing on Three of the Articles of the Treaty of Commerce with Spain.

The Lord Viscount Bolingbroke (by Her Majesty's Command) presented to the House a Paper, in Answer to their Lordships Address of Friday last.

Which was read, as follows:

" In Answer to the Address of this House, "That Her Majesty would be graciously pleased to order an Account to be laid before this House, in what Method the Third, Fifth, and Eighth Articles, which are ratified and substituted in the Room of the Third, Fifth, and Eighth Articles of the Treaty of Commerce concluded at Utrecht, were proposed, treated, and agreed, in order to the Ratification of them; Her Majesty thinks fit to acquaint this House, "That the Ratification of the Treaty of Commerce with Spain being returned from Madrid, with an Exception to the Third, Fifth, and Eighth Articles; in the room whereof, Three other Articles had been there substituted; the Differences between the aforesaid Articles, as they were signed at Utrecht, and as they came ratified from Madrid, were fully considered: After which, Her Majesty, judging that these Differences were not so material as to deserve that the Treaty of Commerce should be any longer kept open, ordered a Warrant, in the usual Form, to be prepared, for the immediate Ratification of the Treaty, with the Alterations made at Madrid."

A Message was brought from the House of Commons, by Mr. Finch and others:

To acquaint this House, that such Members of their House, who are Commissioners for Trade and Plantations, have Leave to go to the Lords, if they think fit.

Trade with Spain.

The House (according to Order) proceeded to take into further Consideration the State of the Trade of this Kingdom with Spain and The West Indies.

And the 3d, 5th, and 8th Articles of the Treaty of Commerce with Spain, signed at Utrecht, as also the Three explanatory Articles, were severally read:

And, after Debate;

It being proposed,

Representation to the Queen, concerning the Difficulties which attend carrying on the Trade according to the Treaty as it stands ratified with the Three explanatory Articles:

"That an humble Representation be presented to Her Majesty, to lay before Her Majesty the insuperable Difficulties which attend the carrying on the Trade between Her Majesty's Dominions and Spain, on the Foot of the present Treaty of Commerce, as it stands ratified, with the Three explanatory Articles; and humbly to pray Her Majesty, to use effectual Means for procuring such Alterations to be made in the same, as may render the said Trade beneficial to this Kingdom."

The Question was put, "That such a Representation be presented to Her Majesty?"

It was Resolved in the Affirmative.

Then the Lords following were appointed a Committee, to prepare a Representation pursuant to the said Resolution; and report to the House; (videlicet,)

And the Lord Cowper reported from the said Committee, "That they had prepared a Representation, upon the said Resolution."

Which was read, and agreed to, as follows:

"Most Gracious Sovereign,

"We, Your Majesty's most dutiful and loyal Subjects, the Lords Spiritual and Temporal in Parliament assembled, having taken into our serious Consideration the present State of the Trade between Your Majesty's Subjects and Spain, do beg Leave humbly to represent to Your Majesty, That, upon the Examination of Merchants at our Bar, and perusing and considering several Representations and Papers laid before us by Your Commissioners of Trade, it appears to us, that the carrying on the Trade between Your Majesty's Dominions and Spain, on the Foot of the present Treaty of Commerce, as it stands ratified, with the Three explanatory Articles, is attended with insuperable Difficulties: And therefore we do very earnestly beseech Your Majesty, to use effectual Means for procuring such Alterations to be made in the same, as may render the said Trade practicable and beneficial to Your Majesty's People."

To be presented by the whole House.

Ordered, That the said Representation be presented to Her Majesty by the whole House.

Ordered, That the Lords with White Staves do wait on Her Majesty, humbly to know what Time Her Majesty will please to appoint, for this House to attend Her therewith.

Trade with Spain; and the Queen's Answer about the Three explanatory Articles of the Treaty.

Ordered, That To-morrow this House will take into further Consideration the State of the Trade of this Kingdom, in relation to Spain and The West Indies; and also consider Her Majesty's Answer, delivered this Day, to the Address of this House of Friday last; and the Lords to be summoned.

Ordered, That such of the Commissioners for Trade who are Members of the House of Commons, be desired to attend this House, To-morrow.

Message from H. C. with a Bill.

A Message was brought from the House of Commons, by Mr. Conyers and others:

With a Bill, intituled, "An Act for laying additional Duties on Soap and Paper, and upon certain Linens, Silks, Callicoes, and Stuffs, and upon Starch, and exported Coals, and upon stamped Vellum, Parchment, and Paper, for raising One Million Four Hundred Thousand Pounds, by Way of a Lottery, for Her Majesty's Supply; and for Allowances on exporting Made Wares, of Leather, Sheep Skins, and Lamb Skins; and for Distribution of Four Thousand Pounds, due to the Officers and Sea-men for Gunmoney; and to adjust the Property of Tickets in former Lotteries; and touching certain Shares of Stock in the Capital of the South-Sea Company; and for appropriating the Monies granted to Her Majesty;" to which they desire the Concurrence of this House.

Ordered, That the said Bill be read the First Time, To morrow Morning.

Ordered, That the House be put into a Committee, upon the Bill, intituled, "An Act for making more effectual an Act of the 10th and 11th Years of the Reign of King William, intituled, An Act for making and keeping the River Trent, in the Counties of Leicester, Derby, and Stafford, navigable," on this Day Sevennight.
