PRAYERS.

Committee of Safety.

ORDERED, That the Committee for the Safety of the Kingdom do meet this Afternoon, at Three of Clock; and that a Message be sent to the Lords to that Purpose.

Charge on Commodities.

An Ordinance, made by both Houses of Parliament, for the speedy raising and levying of Monies by way of Charge, or new Impost, set upon several Commodities, was this Day read; and every particular Clause read particularly; and, by Vote, upon the Question, assented unto; and ordered, that it be referred to the former Committee, to consider of a Master of the Office, Treasurers, and other Officers, and of an Allowance to be made unto them; and further to perfect the Business, and to present it to the House.

Intercepted Letters.

Divers Letters, intercepted at Wicomb, sent from Oxon to the Lady Spencer; and Three Letters from Sir Wm. Parsons; were all this Day read: And Ordered, that they be reserved here, until the Report be made from the Committee of Examinations in London; and that then they be referred to the Committee appointed for the Declaration of the Matters of Ireland.

Irish Rebels.

Ordered, That it be referred to Mr. Reynolds and Mr. Rob. Goodwyn, to prepare the Evidences and Proofs against the Rebels of Ireland in Newgate; to the end that they may be brought to a Trial this Term.

Ordered, That the Clerk of the King's Bench do furnish Mr. Reynold and Mr. Rob. Goodwyn with all the Proceedings in the Trial of Orve the Rebel, in Ireland, in the Queen's time.

Committee of Accounts.

Ordered, That the Committee for the Accounts of the Monies received and issued, do meet this Afternoon, at Two of Clock, in the Exchequer Chamber: And do bring in their Report on Monday next peremptorily: And Mr. Pelham and Mr. Holles are added to this Committee: And Mr. Pelham is to take care, that this Committee: do meet this Afternoon.

Message to Lords.

Sir Rob. Pye is appointed to desire a free Conference, concerning the Matter of the last Conference touching Newcastle; the Prisoners at Oxon; Saltpetre; and likewise, concerning the Ordinance to Sir Tho. Middleton: He is likewise to desire the Lords to give their Answer to the Ordinance for Sir Wm. Waller, concerning the mortgaging Delinquents Houses; and to the Ordinance for securing the Five thousand Pounds to Sir Tho. Middleton.

Answer.

Sir Rob. Pye brings Answer, that, as to the Ordinance concerning Sir Wm. Waller, for mortgaging the Houses of Delinquents, they will take it into a speedy Consideration; and send Answer by Messengers of their own: And, as to the Ordinance concerning Sir Tho. Middleton's Five thousand Pounds, they have agreed unto it; and will give a present Meeting . . a Conference, as is desired.

Conference reported.

Mr. Reynolds reports the Conference concerning the Ordinance for reducing Newcastle: And

It is Ordered, That it shall be declared unto the Lords, that the House intends, by the Committee of Ten Commoners and Ten of the City mentioned in the Ordinance, that it should be a Committee of Adventurers only.

That this House doth agree with the Lords, that only Two Parts of such Papists Estates shall be sequestred, as are not Delinquents; but that the whole Estates of such Papists shall be sequestred, and employed by this Ordinance, as are declared Delinquents by the Ordinance of Sequestrations.

That they do adhere to the Clause, as it was in the Ordinance, for the Committee to manage the levying of Forces to be employed by the Direction of the Lord General, and the Earl of Warwick.

That the Receivers shall be accountable to such Persons as shall be appointed by both Houses: And, as to the Lords Desire to appoint a Committee of both Houses to draw this Ordinance into Form; it will be a great Delay of the Business; and therefore they cannot assent unto it.

Gunpowder.-The Lords desire the Times and Places may be appointed.-The House resolves to adhere to the Ordinance, as it went from hence.

Prisoners.-The House adheres to the Ordinance, as it went from hence.

Mr. Reynolds, Mr. Serjeant Wilde, Mr. Green, are appointed Managers of all the Points of this Conference.

Lady Cholmeley's Pass, &c.

Ordered, That the Whitby Ship, upon which the Lady Cholmeley is, with an Intention to pass, with Two Children, Five Men Servants, Three Maid Servants, and their Wearing Apparel, and other Necessaries, be forthwith discharged; and that the said Lady Cholmeley, with her Children and Servants, and Things afore-mentioned, shall have Mr. Speaker's Warrant to pass freely to Whitby.

Warrant to Harbye.

Ordered, That Sir Job Harbye shall have Mr. Speaker's Warrant to bring a Herse and Six Horses, with Four Servants, to bring Sir Jo. Harbye's Son's Corpse from Oxon to London; the Horses and Servants to remain here, and to return no more to Oxon.

Committee of Accounts.

Whereas divers Acts have been made, this present Parliament, for raising of Treasure for the great Affairs of the Kingdom; and sundry Ordinances have passed for Advance of Monies, and other Necessaries, for the Army, and for and towards the Payment of such Debts and Sums of Money, for which this Kingdom doth or shall stand engaged by publick Faith; and divers Orders have been made for the more effectual Execution of them; yet, nevertheless, all or most of them remain, in great Part, fruitless, partly through Negligence of inferior Ministers, but chiefly for want of a select Committee for Accounts to take Notice of all the said Acts, Ordinances, and Orders, and of all the Proceedings thereupon; as, likewise, to discover the Obstructions thereof; and to find out, and apply apt Remedies to them; and to report the same to this House, or to the Committee of Lords and Commons for Advance of Monies, as the Cause shall require: It is this Day Ordered, by the Commons House of Parliament, That Mr. Trenchard, Mr. Prideaux, Mr. Glynn, Mr. Rose, Mr. Cage, and Mr. Alexander Bence, or any Three of them, shall be Committees; and shall hereby have Power, and be required, to perform this Service; and to use their utmost Care and Diligence to promote the due Execution of all Acts of Parliament, Ordinances, and Orders, touching Monies, with all possible Expedition, in manner following; that is to say, the said Committee, or any Three of them, shall sit when and where they please, and require and take weekly the Accounts of all Receivers, Treasurers, Collectors, Solicitors, and Agents (who are hereby required to pass the same unto them) upon any Acts or Ordinances made, or from henceforth to be made, touching Monies: In which Accounts it shall be distinctly set forth, what is received, what in Arrear, who make Default of Payment, or collecting of Monies, and for what Cause; as also, what hath been disbursed, to whom, when, and by what Order, and in whose Hands the Residue remaineth: Every Account to be attested under the Hands of Two or more of the particular Committee appointed for the executing of any of the said Acts, Ordinances, or Orders, in the City, County, Town, or Division, wherein and for which such Account shall be made, beside the Hands of the Accomptants; that, together with the said Accompts the Accomptants shall weekly send, in Writing, to the said Committee, a Narrative (attested as aforesaid) of every Particular (if any be) that doth or may retard or prejudice this Service; as also, how often, and in what Places, the said Committees, trusted to execute the aforesaid Acts or Ordinances, in any Part of the Kingdom, do meet; and who make Default or hinder the Service, being met: That if any Collectors, Solicitor, Treasurers, or other Ministers and Agents employed in this Work, shall refuse, or neglect, by the Space of one Week, to pass such Accompts, and to give in such a Narrative, as before is ordered to be given, being required thereunto by the said Committee for Accompts, or by any Three of them, under their Hands; or shall otherwise abuse the Trust reposed in them; the said Committee shall send for the Offenders, and commit them to safe Custody; where they shall be kept, till the said Committee shall see Cause to release them: And the said Committee shall hereby be authorized further, to remove them, and put others in their Rooms, as they shall find Cause: And if any Members of the House, or any Committee, being not Members of the House, shall be negligent, or otherwise fail, in their Trust and Duties herein, the said Committee for Accompts shall inform this House thereof with Speed, that such Course may be taken as the Offences shall require. And the said Committee shall take care to prevent and remedy all Crossings and Thwartings of the several Sub Committees, and their Agents employed in and about Monies; and that they diligently pursue the several Orders given them in Charge, without confounding their Receipts, Disbursements, or Accompts, or encroaching upon any other Committee, Order, or Ordinance whatsoever: And for the better enabling of the said Committee, hereby constituted, to perfrom this Work with Effect; it is further Ordered, That they shall assume unto them such Assistants, as shall be necessary to act under them; which Assistants shall hereby be authorized to execute all their Orders and Directions from time to time given them: Out of which the said Committee shall appoint and constitute one to be present at all Committees for Advance or Dispose of Monies by any Act or Ordinance whatsoever; to peruse all Accompts, and to take Extracts of them, if he shall find Cause; to receive all Letters and Dispatches directed to the said Committee; and to sent abroad their Orders and Directions, and to take Account of the Return and Execution of them, by all or any other Agents, Accomptants, Solicitors, Collectors, Treasurers, Clerks, or Messengers; who are to observe and obey the same: And, lastly, it is Ordered, That Twelve-pence in every Twenty Shillings raised, or to be raised, upon or by virtue of any of the said Acts or Ordinances, and not already paid in to the several Collectors, Receivers, or respective Treasurers, appointed and trusted to receive the same, excepting such Monies as shall come in within this Month of June upon the Ordinance for the weekly Assessments, shall be allowed, issued, and paid, by the said Treasurers respectively, upon Demand thereof, to such Person or Persons as the said Committee for Accompts, or any Three of them, shall authorize to receive it: Which Allowance is for the Support and Satisfaction of all Charges and Expences incident unto the said Service, and for the Pains and Labour of all the said Agents, Assistants, Accomptants, Clerks, and Messengers, appointed and employed by the said Committee therein, as the said Committee, or any Three of them, shall apportion and order, with respect had to the several Ranks and Employments of the said Agents and Ministers: And whatsoever shall be so issued and paid by the said Treasurers, they shall defalk it upon their Accompts: And for so doing this shall be their sufficient Warrant.

Coal Trade.

A Message from the Lords, by Sir Rob. Riche and Mr. Page;

The Lords have agreed to the Ordinance concerning Coals, with those Alterations, as were delivered at the last Conference.

Reducing Newcastle.

Mr. Reynolds, Mr. Blakiston, Mr. Vassall, Mr. Spurstoe, Mr. Alex. Bence, Mr. Cage, Mr. Corbett, Mr. Serjeant Wilde, Mr. Squire Bence, Sir Hen. Anderson;

This Committee is appointed to be the Committee of Adventurers mentioned in the Ordinance for reducing Newcastle.

Martial Law.

Whereas the House of Commons was this Day informed, by some of the Deputy Lieutenants of the County of Essex, and Members of this House, that divers of their associated Forces have lately withdrawn themselves from the Army; and that some of them are taken notice of to be more mutinous than the rest, and to have been active in persuading of others to desert the Service, and not to yield Obedience to the Lord General the Earl of Essex his Officers, who have lately summoned them to return to their Quarters: It is therefore Ordered, That the Deputy Lieutenants of the said County, or any Two of them, do cause such of the said Soldiers who are known to be the principal Actors in this Mutiny, to be apprehended, and punished, as disorderly Persons, by imprisoning them, or else to send them to the Lord General, as they shall think fit in their Discretions; there to be proceeded against according to Martial Law. And it is further Ordered, That the said Deputy Lieutenants, or any One of them, do forthwith cause all such other Soldiers, now being within their said County, and belonging to the said Army, to be sent thither; and to recruit the Companies of their associated Forces, now under the Command of the Lord Gray of Wark, with all the Speed that may be; being a Service, at this time, which much concerns the Safety of the whole Kingdom.
