Paper concerning Provisions for the Scots Forces.
The Earl of Essex reported a Paper from the Committee of both Kingdoms:
"Die Veneris, 9 Januarii, 1645.
"At the Committee of both Kingdoms, at Derby
House.
"Ordered, That the Report of Yesterday, concerning Provisions for the Scotts, be renewed Tomorrow to both Houses."
Ordered, To be sent to the House of Commons,
that a Dispatch may be given in this Business.
Ordinance for Martial Law.
Ordered, That the Ordinance for Martial Law
shall be taken into Consideration on Monday Morning
next.

Sir Edw. Leech and Mr. Page return with this Answer from the House of Commons:
That they agree to the Business of Sir Trevor Williams and Captain Anthony Morgan; and as to the Remonstrance of Colonel Pointz, they will send an Answer
by Messengers of their own.

A Message was sent to the House of Commons, by
Sir Edw. Leech and Mr. Page:
To communicate to them the Report this Day from
the Committee of both Kingdoms, concerning an Answer to the Scotch Paper; and desire their Expedition,
that an Answer may be given therein.
Ordinance concerning the King's Revenues.
An Ordinance concerning the King's Revenues was
read the First Time.
Ordinances concerning the London Militia.
An Ordinance concerning the Militia of London was
read Twice, and Ordered to be committed to a Committee of the whole House on Monday Morning next.
Villequiers, to export Horses.
Ordered, That Monsieur De Villequeiers, Governor
of Boulin, for his good Service to the Parliament, in
restoring the Packet Boat, with all the Letters therein,
shall have Liberty to transport Nine Horses or Geldings
into France, Custom-free.
Report of the Conference on the Ordinance for continuing the Committee for the Army, and the Treasurers at War.
The Lord Robertes reported the Matter of the Conference Yesterday with the House of Commons:
"That they adhere to the 1. 2. 3. 4. 5. 6. Alterations, and do agree to the 7. and 8. Alteration
in the Ordinance. Concerning the continuing of the
Treasurers of War, they adhere for these Reasons
following:
"1. That, by adding the Quorum in the First Clause,
their Lordships do altogether destroy the Power remaining by the Ordinance of the 28th of March
last, which was for the Benefit of the Lenders, of
whom great Sums of Money are still due.
"2. That, by all the other additional Quorum desired, the Committee cannot act without the Presence
of One Lord, which cannot but be destructive to the
Affairs of the Army, in regard the Committee sits
so daily, the Service requiring it, and many Times
upon emergent Occasions are sent forth of the House
of Commons, to make Dispatches for the Supply of
that Army, as also for removing Obstructions, and
for bringing in of Money the Sinews of War, and
Once a Week are constrained to sit in London.
"3. That the like Quorum have been made in other
Affairs; but, being found by Experience to be to
the Disservice of the Public, their Lordships have
been pleased to make the Quorum to a certain Number only of the Persons, and not of the Houses.
"4. That your Lordships may upon all Occasions
act with the Committee, and are specially desired to
afford (fn. *) your Presence and Assistance in so needful
and important Affairs of the Kingdoms.
"5. The Quorum of Four Members of the House
of Commons was in the 1st Ordinance of the 28th
of March, and now continued, because the Treasurers
and Lenders are of that Committee as they were
before; and it was then thought fit to restrain any
Act to be done without Four of the House of Commons, and is (fn. †) most fit that the Quorum be of any,
of both or either House of Parliament.
About the coming in of Delinquents on the Declaration.
"The Second Part of the Conference was concerning
the Votes concerning the coming in of Delinquents;
they agree with their Lordships in all the Alterations,
excepting to Two; (videlicet,)
"In the Alteration of these Words ["from the
Speakers of both Houses, or either of them"], they
desire that these Words ["or either of them"] may
be left out, and made to both Speakers.
"And in these Words in the Clause of those that
shall not wear Swords, ["not being Peers of this
Realm"], they desire that such Peers as have been
in Arms against the Parliament may not be permitted to wear Swords."
Committee to report the Alterations.
The House taking into Consideration this Report;
Ordered, That the Earl of Manchester, Lord Viscount Say & Seale, Lord Wharton, and the Lord Robertes, shall draw up something concerning the Alteration of the Peers wearing their Swords, and give an
Account of that, and the Business of the Earl of Carlile, on Monday Morning, to the House.
Conference to be had about them.
Ordered, To have a Conference with the House
of Commons on Monday Morning, concerning this Conference.
E. of Devon's Ordinance.
The Ordinance concerning Five Thousand Pounds for
the Earl of Devon' Composition, was read, and Agreed
to, with an Alteration, wherein the Concurrence of the
House of Commons is desired.
