Message from the H. C. to expedite the Propositions.
A Message was brought from the House of Commons,
by Mr. Alderman Atkins:
To desire their Lordships would please to give a speedy
Dispatch to the Propositions for Peace.
The Answer returned was:
Answer.
That their Lordships are in Consideration of the Propositions for a safe and well-grounded Peace, and will
give as speedy a Dispatch to them as possibly may be.
Message from there, with Ordinances.
A Message was brought from the House of Commons,
by Sir John Evelyn Senior;
To desire their Lordships Concurrence in several Particulars:
1. An Ordinance for the Judges to go Circuits.

Read, and Agreed to.
2. An Ordinance for Colonel Glyn to be Governor of
Carnarvan.
3. An Ordinance concerning Robert Exton Gentleman.
4. An Ordinance concerning Prichard, Allen, and
Bovill.
The Answer returned was:
Answer.
That this House agrees to the Ordinance concerning
the Judges riding Circuit; and to the rest of the Particulars, this House will send an Answer by Messengers
of their own.
Expedient for settling the Militia.
Next, the House (fn. *) took into further Consideration the
Expedient for the Militia of this Kingdom.
And these Lords following were appointed to draw up
somewhat to offer to the House concerning this Business,
and to present the same to this House:

These Lords withdrew presently; and the Earl of
Manchester reported a Draught, which was read:
"That the whole Militia of this Kingdom and Dominion of Wales, by Sea and Land, the Isles of Guernsey
and Jernsey, and the Town of Barwicke upon Tweede,
shall be in the Two Houses of Parliament for Twenty
Years.
"That, after the Expiration of the Time limited, the
Militia shall be in the King and the Two Houses of
Parliament; and in all Cases wherein the Two Houses
shall declare the Safety of the Kingdom to be concerned, if the King shall not agree to have the Militia exercised according to the Desire and Advice of
both Houses, then the Two Houses shall act in the
Militia what they shall think fit and expedient for the
Safety of the Kingdom."
Resolved, upon the Question, That this House agrees
to this Paper now read, as it was brought in by the
Committee.
Protest against it.
Memorandum, Before the putting of the Question,
the Earl of Lyncolne desired Leave of the House to
enter his Dissent to this Question, if it were carried
against his Vote; which being granted, he did accordingly enter his Dissent and Protestation.

City Militia.
Next, this House drew up a Proposition concerning
the Militia of the City of London, in Pursuance of the
Vote the 4th of June.
"That no Citizens of the City of London, nor any of
the Forces of the said City, shall (fn. *) be drawn forth,
or compelled to go out of the said City, or Liberties
thereof, for Military Service, without their own free
Consent."
Which being read, this House Agreed to it; and
Ordered to be sent to the House of Commons, for
their Concurrence.
Message to the H. C. about the Propositions; and that the Lords have passed the Ordinance for Church Government.
A Message was sent to the House of Commons, by
Sir Edw. Leech and Mr. Page, to let them know:
1. That this House agrees with them in the Alteration to the Introduction to the First Proposition; and
to the Proposition concerning the Power of the disposing
the Militia of the City of London to be in the Two
Houses of Parliament.
2. To let them know, that this House hath passed a
Proposition in Pursuance of the Vote of the 4th June,
and to desire their Concurrence therein.
3. To communicate the Expedient concerning the
Militia to them, and desire their Concurrence therein.
4. To acquaint them, that this House hath passed the
Ordinance concerning the Church Government.
5. To let them know, that this House agrees with
them in the Names of the Delinquents to be added and
left out in the Proposition for Delinquents.
Ordinance for the Judges to go the Circuits.
"The Lords and Commons in Parliament assembled
do Order and Ordain, and by the Authority of the
same it is Ordered and Ordained, That, for this
Summer's Circuit, Sir Thomas Trevor Knight One of
the Barons of the Exchequer, and Peter Phesant
One of the Justices of the Common Pleas, shall be
the Justices of Assize, Nisi Prius, Oyer and Terminer, and Gaol Delivery, for Norffolke Circuit; and
that Sir Edmond Reeve Knight One other of the
Justices of the Common Pleas, and Henry Clarke
Serjeant at Law, shall be the Justices of Assize, Nisi
Prius, Oyer and Perminer, and Gaol Delivery, for
Northampton Circuit, called The Midland Circuit;
and that Francis Bacon One of the Justices of the
King's Bench, and Arthur Turner Serjeant at Law,
shall be Justices of Assize, Nisi Prius, Oyer and
Terminer, and Gaol Delivery, for Kent Circuit; and
that Edward Atkins One other of the Barons of
the Exchequer, and John Greene Serjeant at Law,
shall be Justices of Assize and Nisi Prius, Oyer and
Terminer, and Gaol Delivery, for the Northern
Circuit; and that Henry Roll One other of the
Justices of the King's Bench, and John Godbold Serjeant at Law, shall be Justices of Assize, Nisi Prius,
Oyer and Terminer, and Gaol Delivery, for the
Western Circuit: And shall execute the several Commissions in such Counties and Places where the said
Justices may go with Safety.
And it is further Ordained, That the Commissioners
of the Great Seal of England shall pass all Manner
of Commissions, Patents, and Writs under the said
Great Seal, usually granted for the several and respective Circuits, to the said several Persons, to be
directed accordingly, such Commissions of Association
and other Commissions as have been heretofore usually
granted for that Purpose."
