PRAYERS.

Privilege.

RESOLVED, &c. That Francis d' Alicant and Benedict Stafford, who are arrested at the Suit of John Linbery, Andrew Kinge, and Francis Bernardi, being within the Privilege of this House, and protected against the Ne exeat Regnum, upon which they were arrested, be forthwith released, and discharged: And that the Sheriffs be required to give Order for their present Discharge and Release; the Business, upon which the Ne exeat Regnum was obtained, yet depending before a Committee of this House.

Resolved, That Jo. Linbery, Andrew Kinge, and Francis Bernardi, be forthwith sent for, as Delinquents, for their Contempt in causing Francis d' Alicant and Benedict Stafford to be arrested, contrary to the Privilege of this House, they well knowing, that the said Francis d' Alicant and Benedict Stafford were within the Privilege of this House, and the Business, upon which the Ne exeat Regnum was obtained, depending before a Committee of this House.

Payment to Moore.

Ordered, That the Committee for the Safety of the Kingdom do grant their Warrants to the Treasurer at Wars, forthwith to pay, unto Colonel Moore, Ten Pounds, upon Account, for the Discharge of the Horses, and Convoy of divers Prisoners to my Lord General, that are run from their Colours.

Affairs of Nottingham.

This House being informed, that one Lieutenant Colonel Hutchinson was at the Door, who desired to present a Petition from the Committee at Nottingham; he was called in; and did present the Petition; The which was read, expressing what they desire, what they stand in Need of, and the Consequences of the Place, and the Necessities they are in. And it is

Ordered, That it be referred to the Committee for the Safety of the Kingdom, to appoint and dispatch away a Commander in chief, such as the Gentlemen of Nottinghamshire, upon Perusal of the List of Reformado Officers with the Clerk of that Committee, shall make choice of: And that the said Gentlemen do attend the Committee at London, on Friday Morning, to see, by what Means they can furnish them with Arms.

Ordered, That Mr. Millington do prepare Letters, to be sent unto the Lord Grey, the Son of the Earl of Stamford; to Sir Jo. Gell; and to the Committee at Lincolne, respectively; to desire them to send what Aid and Assistance they can, to the Town of Nottingham; the House having an especial Regard of that Place, as a Place of great Importance to be preserved.

Lieutenant Colonel Hutchinson was called in, and Mr. Speaker acquainted him with the Opinion which this House had of that Place, and of the Services done by himself, and the Committee there; and what Care and Order the House had taken in their Affairs: And, by the Command of the House, gave him Thanks: And desired him to return the Thanks of this House to the rest of the Gentlemen at Nottingham.

Absent Members.

Upon the Report from the Committee for absent Members, concerning the Absence of Mr. Harris, Mr. Exton, and Mr. Gallop, the Reasons for their Absence were approved of; and the Members admitted.

Army Affairs.

Ordered, That Mr. Nicoll, Sir Fr. Knollis jun. and Mr. Buller do forthwith repair to my Lord General, to carry the Respects of this House unto him; and to express the Care this House has, that his Excellency might want nothing, that they may furnish him with; and to know in what State his Army is in, and if it want any Provisions or Necessaries; and to give them all the Encouragement from this House, that the House can afford, for advance of the Design they are now upon.

Milford Haven.

A Letter to Mr. White, a Member of this House, dated 5 April was read; expressive of the Inconvenience the Parliament may receive by permitting the King's Forces to raise a Fort at Milford Haven.

Ordered, That it be referred to the Committee for the Navy either to continue that Ship that now is in Milford Haven; or to appoint some other Ship, of good Force, to ride there.

Apprehending Delinquents.

Resolved, &c. That Mr. Roger Lorte, and Archdeacon Rudd, be forthwith sent for, as Delinquents; and for being active upon all Occasions, in the Service against the Parliament; and that the Deputy Lieutenants, and Justices of Peace of the County of Pembroke, be aiding and assisting to the apprehending of them; and that they require the Aid and Assistance of the Ship and Company riding there, for the apprehending of them.

Ordered, That in all Counties, where there are any Ships riding, and that any Delinquents are sent for, that the Deputy Lieutenants and Justices of Peace, shall have Power to require the Ship's Company to give them Assistance for the apprehending of such Delinquents.

Earl of Carbery's Impeachment.

Resolved, &c. That the Earl of Carbery be impeached of High Treason, for actual levying War against the King and Parliament.

Mr. White is appointed to prepare this Impeachment.

Member disabled to sit.

Resolved, &c. That Baronet Stepncy be forthwith disabled for continuing or sitting any longer a Member of this House, during this Parliament.

Prisoner discharged.

Resolved, &c. That Sir Fred. Cornewallis be forthwith discharged from any further Restraint; and that he depart the Town this Afternoon; and that he have Mr. Speaker's Warrant, as formerly was ordered.

Conference with Lords.

The House, according to the Order of Yesterday, went up to the Conference desired by the Lords.

Mr. Glyn, Sir H. Vane jun. Mr. Holles, are appointed Reporters of this Conference.

Countess of Rivers.

Ordered, That the Consideration of the Five hundred Pounds, to be paid by certain Persons, well affected, to the Countess of Rivers, a Papist, for certain Timber in the County of Essex, be referred to the Consideration of the Committee for sequestring the Estates of Papists, and notorious Delinquents, &c. to take some Order in it.

Army Affairs.

Ordered, That the Committee, for the State of the Receipts and Disbursements concerning the Army, do meet this Afternoon at Three of Clock.

Privilege.

Mr. Hollis reports the Conference with the Lords, concerning the Passage that has happened between the Earl of Northumberland, and Mr. Martyn, a Member of this House; and a Narration of the whole Matter; and their Lordships Sense thereupon; complaining of a Breach of their Privileges by Mr. Martyn, in opening the Earl of Northumberland's Packet; and expressing an earnest Desire of good Correspondency with this House, which they had often expressed, by declining their own Opinions: Which Narration was at large expressed in the Writing out of which Mr. Hollis made his Report:- After the reading of which Paper the Lord Mandevile desired this House to take into their Thoughts the Story of Hippocrates Twins.

Resolved, &c. That it be referred to a Committee of both Houses, to consider of the Report of the Conference now made; and, likewise, to consider what Reparation ought to be given to both Houses.

Resolved, That the Lords be desired to join herein.

Message from Lords.

A Message from the Lords, by Dr. Bennett and Dr. Aylett;

The Lords have sent down the Bill for paying the Remainder of Subscriptions; with some Amendments: They have likewise sent a Letter, lately received from the Earl of Stamford: They likewise desire this House would take the Answer to his Majesty's two last Messages, with what convenient Speed they can.
