PRAYERS.
Restraining Bishops and others from meddling in Secular Affairs.
The House was adjourned into a Committee during
Pleasure, to debate the Bill concerning Bishops. The
Bill was read, intituled, "An Act to restrain Bishops,
and others in Holy Orders, from intermeddling with
Secular Affairs."
The House was resumed, and the Debate was interrupted by a Message sent from the House of Commons,
by Mr. Secretary Vane:
Message from the H. C. about disbanding the Armies.
To let their Lordships know, that the select Committee
of their House have reported what was Yesterday done
at the Meeting with the select Committee of Lords.
Hereupon the House of Commons, taking the Business
into Consideration, have Resolved, upon the Question,
Orders of the H. C. concerning paying the Arrears due to the Scots, and disbanding the Armies.
That the whole Arrear of One Hundred and Twenty
Thousand Pounds be presently paid to the Scots, out
of which the due Debts of the Counties are to be deducted; and for the Brotherly Assistance of Three
Hundred Thousand Pounds, it shall be settled and secured
by the Kingdom to them.
Resolved, upon the Question,
If the Deduction may withdraw more Monies than the
Scotts can spare from the disbanding, then the whole
Hundred and Twenty Thousand Pounds shall be allowed
them for the disbanding; and the Debt of the Counties
be taken upon the Kingdom for the present, and be first
paid out of the Brotherly Assistance.
Resolved, upon the Question,
That, when the Treaty shall be fully concluded, and
Public Faith given for Peace and Security for Money,
both the Armies may be disbanded by Degrees, as
Money shall come in.
Resolved, upon the Question,
That the Committee shall have Power to present these
Heads to the Lords Commissioners to treat upon with
the Scotts.
The Commissioners on both Sides to meet about this.
Likewise the House of Commons desired, That a Meeting might be, between the Lords Commissioners, with
the Scotts Commissioners, this Afternoon, at Four a Clock,
and propound these Resolutions unto them; and that a
Time may be appointed, that the select Committee of
Lords may meet with the select Committee of the Commons, at such Time as their Lordships shall please.
Resolutions of the H. C. on this Head agreed to.
This House, taking this Message into Consideration,
Ordered, That this House doth approve and assent to the
Paper of Resolves sent up from the House of Commons;
and that the Lords Commissioners have Power from this
House to meet with the Scotts Commissioners this Afternoon, at Four a Clock, to treat with them concerning these
Resolutions of the Commons; and lastly, that the select
Committee of this House shall give Intimation to the select
Committee of the House of Commons when to meet.

The Messengers from the House of Commons being
called in; the Speaker signified unto them what this
House Ordered concerning their Message.
