Lord Coventry's Petition.
Ordered, That the Petition of the Lord Coventry is
hereby referred to the Committee for Sequestrations,
with the Orders of this House annexed.

Ordered, That Steven Spratt shall be forthwith released from his Imprisonment in Newgate.
Message from the H. C. to expedite the Ordinance sent up from them, concerning the Committees of both Kingdoms.
A Message was brought from the House of Commons, by Mr. Strode and others:
To desire their Lordships would give Expedition to
the Ordinance concerning the joining of the Counsels
of both Kingdoms, which concerns so nearly the Safety
and Preservation of both Kingdoms, which will admit
of no Delay.
Answer.
The Answer returned was:
That their Lordships will take this Message into
Consideration, and send an Answer by Messengers of
their own.
The House took the said Ordinance into Consideration; and this House unanimously agreed to it, as it
came from the House of Commons. (Here enter it.)
Message to them, that the Lords have agreed to it;
A Message was sent to the House of Commons, by
Sir Rob't Rich and Mr. Page:
To let them know, that this House agrees to the Ordinance for joining the Counsels of both Kingdoms, as
it was brought up to them.
and for the Sequestration of the Earl of Westmorland's Estate to be taken off.
And also to deliver them the Petition of the Earl of
Westmerland; and to acquaint them, that he hath taken
the Covenant, and hath promised to be constant to the
Proceedings of Parliament: Therefore to desire them
to join with this House, that the Sequestration of his
Lordship's Estate may be taken off, he coming upon the
Invitation of the Declaration of both Kingdoms, and
desiring to receive the Benefit thereof.
Church Government to be settled.
Ordered, To send to the House of Commons, to
join with this House, to send to the Assembly, to desire
that they would hasten the settling of Church Government in this Kingdom: And further it is Ordered, To
have a Conference with the House of Commons, that,
in the mean Time, some Expedient may be found to
prevent Tumults; and that none may be suffered to
preach in the Churches in London, but such as shall be
with the Consent of the Ministers of the Parish.
Message to the H. C. for a Conference about it.
The Messengers aforesaid are to further desire a Conference, as soon as may stand with their Conveniency,
touching the settling of Church Government.

Ordinance for raising Forces in Middlesex.
The Lord Admiral reported, "That the Committee
have considered of the Ordinance concerning the raising of Forces in the County of Midd. and they think
it fit to pass, with a Proviso, that the Rates set upon
Peers, and Assistants and Attendants on this House,
shall be presented to this House to be approved of,
before they be levied:" To which Ordinance this
House (fn. *) Agreed, with the said Proviso.
Order for 200 l. to Major Lidcott.
The Order (fn. †) which came from the House of Commons, for paying Two Hundred Pounds to Major Lidcott
and Captain Vivers, was this (fn. †) Day read, and Agreed
to. (Here enter it.)
Excise at Hull to be appropriated to the Garrison there.
Also an Order was read, which came from the House
of Commons, for allowing the Excise of the Town of
Hull towards the Payment of the Garrison at Hull: And
this House agreed to (fn. †) it. (Here enter it.)
Covenant to be tendered to Peers who have Leave to be beyond Sea.
Ordered, That these Lords following are appointed
to consider what Course shall be taken, how the Covenant shall be tendered to such Peers as have Leave from
this House to travel beyond the Seas.

Trinity House Petition, about their Assessment.
Upon reading the Petition of the Master, Wardens,
and Society of The Trinity House, (fn. *) desiring to be eased
for the Rates of their Twentieth Parts: It is Ordered,
That the said Petition is hereby referred to the Committee at Habberdashers Hall, to give such Relief to them
herein as they shall find agreeable to Justice.
Answer from the H. C.
The Messengers sent to the House of Commons return
with this Answer:
That they will take the Petition of the Earl of
Westm'land into their speedy Consideration, and send an
Answer by Messengers of their own; and that they will
give a present Conference, as is desired.
Clotworthies and Middleton.
Ordered, That the Cause between the Clattworthies
and Symon Middleton is hereby dismissed this House, and
left to the ordinary Course in Law.
The Earl of Manchester reported what the Committee
hath thought (fn. †) fit to be spoken at the next Conference;
which being read, this House approved thereof; videlicet,
Heads for the Conference about settling Church Government.
"That, considering the many urgent Reasons of
having the Government of the Church speedily settled, the Lords desire the House of Commons to join
with them, in sending to the Assembly, to hasten
and speed their Advice to the Houses of Parliament,
for the settling of all Things that concern the present Discipline of the Church; and that, in the mean
Time, till such a Settlement be agreed on, that an
Order be sent unto the Lord Mayor, to require all the
Ministers of the several Churches in London, and the
Liberties thereof, that they suffer none to preach in
the Places whereof they have their Charge but such
as they will be answerable for."
The House was adjourned during Pleasure, and the
Lords went to the Conference; which being ended, the
House was resumed.
Order for 200 l. to Major Lidcott, &c.
"Ordered, by the Lords and Commons in Parliament assembled, That the Committee at Habberdashers
Hall do forthwith pay Two (fn. ‡) Hundred Pounds to
the Treasurers at Guildhall, to be by them paid to
Sir Gilbert Gerrard, and by him paid to Serjeant
Major Lidcoate and Captain Vivers, and to be deducted out of the Arrears of their Pay."
Order for allowing the Excise of the Town of Hull, towards Payment of the Garrison there.
"The Lords and Commons assembled in Parliament
do Order, Ordain, and Appoint, That all such Monies
as are raised (and not already paid in to the Office for
Excise), or which shall be raised, upon any Ordinance
or Ordinances for Excise, in the Town and County
of Hull, shall be paid over upon Accompt (by the
Officer or Officers there appointed to collect the
same) unto the Right Honourable Ferdinando Lord
Fairefax, for and towards the Payment of the Garrison at Hull, until both Houses take further Order;
and also, that all Monies which are collected for or
upon the Customs, in or for the Town or Port of
Hull (remaining in the Hands of the Officer or Officers there appointed to receive the same), or which
shall be raised or collected for the said Customs, shall
be paid over by the said Officer or Officers likewise
upon Accompt to the said Lord Fairefax, for Pay
ment of the said Garrison, until both Houses take
further Order; and that the Treasurer at Wars do repay the same to the Treasurer for the Navy."
"An Ordinance for the appointing a Committee
of both Houses of Parliament, to join with
the Committees and Commissioners of Scotland, for the better managing the Affairs of
both Nations, in the Common Cause, according
to the Ends expressed in the late Covenant
and Treaty between the Two Nations of England and Scotland.
Ordinance concerning the Committees of both Kingdoms.
"Whereas, by the Covenant and Treaty ratified and
established between the Two Kingdoms, both Nations
are engaged in one common Cause, against the Enemies of their Religion and Liberties, and, by the late
Entrance of the Scottish Forces into this Kingdom in
Pursuance hereof, are firmly united in a joint Posture
of Arms, for their own necessary Defence, and for the
attaining the Ends expressed in the Covenant and
Treaty.
"And whereas both Kingdoms have thought it necessary that they should be joined in their Counsels as
well as in their Forces, and, in Pursuance thereof, the
Convention of the Estates of Scotland have appointed
Committees, residing in Scotland and in the Scottish
Army, and have sent some of the said Committees as
Commissioners, for the Purposes aforesaid, to repair
unto and to reside near the Parliament, who, since
their Arrival, have presented their Commission and
Powers, with their earnest Desire that the Parliament
would lay down some speedy and constant Way of
communicating the Desires and joining the Counsels
of both Kingdoms, in Pursuance of the Covenant,
Treaty, and common Interest of His Majesty's Dominions.
"In Consideration hereof, the Lords and Commons
do nominate, ordain, and appoint, Algernon Earl of
Northumberland, Robert Earl of Essex Lord General,
Robert Earl of Warwick Lord Admiral, Edward Earl
of Manchester, William Viscount Say & Seale, Phillip
Lord Wharton, John Lord Roberts, William Perpoint,
Sir Henry Vane Senior, Sir Phillip Stapleton, Sir Will'm
Waller, Sir Gilbert Gerrard, Sir William Armyne, Sir
Arthur Haslerigg, Sir Henry Vane Junior, John Crewe,
Robert Wallopp, Oliver St. John Solicitor General,
Oliver Cromwell, Samuell Browne, and John Glynn
Recorder, or any Six of them, whereof One Lord and
Two Commoners, to treat with the Committees and
Commissioners appointed by our Brethren of Scotland,
in such Things as shall by them be propounded from
and in the Name of the Kingdom of Scotland for the
Ends aforesaid; as likewise to propound to the Committees and Commissioners of Scotland whatever they
shall receive in Charge from both Houses, and, from
Time to Time, to advise and consult concerning the
same, and report the Results to both Houses.
"And further Power and Authority is hereby given
to them, or any Six of them, whereof One Lord and
Two Commoners as a joint Committee with the
Committee and Commissioners of Scotland, to advise,
consult, order, and direct, concerning the carrying
on and managing of the War for the best Advantage
of the Three Kingdoms, and the keeping a good Intelligence between the Three Kingdoms, their Forces,
Committees, and Counsels; and likewise with Power
to hold good Correspondency and Intelligence with
Foreign States; and further to advise and consult of
all Things in Pursuance of the Ends expressed in
the late Covenant and Treaty.
"Provided always, That nothing in this Ordinance
shall authorize the Committee hereby appointed to
advise, treat, or consult, concerning any Cessation of
Arms, or making Peace, without express Directions
from both Houses of Parliament.
"And lastly, the said Committee are to observe such
Orders and Directions as they, from Time to Time,
shall receive from both Houses of Parliament. Provided also, That this Ordinance shall continue for
Three Months, and no longer."
