Answer from the H. C.

Mr. Serjeant Fynch and Mr. Page, sent on Wednesday last to the House of Commons with a Message, return with this Answer:

That they agree to the Alteration in the Ordinance concerning Hertfordshire. (Here enter it.)

2. That they agree that their Committee shall meet with the Lords Committee, concerning the Reception of the French Resident.

3. They agree to Two Lords to be added to the Committee of Sequestrations of Lords and Commons; concerning the Third Lord, they will send an Answer by Messengers of their own.

Sotherton, a Pass.

Ordered, That Mr. John Sotherton shall have a Pass, to travel into Lyncolneshire and Norff. and return again to London without Interruption; taking with him such Horses and other Necessaries as are necessary for himself and his Servants that go with him.

Petition of the Inferior Officers of St. Paul's, for their Salaries to be continued to them for their Lives.

(fn. 1) The Petition of the inferior Officers of Paule's Church, in London, was read; shewing, "That whereas, all the Means of the said Church being sequestered, they are utterly deprived thereby of their only Livelihood; therefore they humbly desire their Lordships to commiserate their sad Condition, that they may receive such Portions and Dues from the Sequestrators as they usually received from the Dean and Chapter, during their Lives; and to give Order to the Lord Mayor and Court of Aldermen of the City of London, into whose Hands the Revenues of the said Church are sequestered, to do and see the same to be done accordingly."

Hereupon this House Ordered, To communicate this Petition to the House of Commons by the next Message; and to let them know, that this House thinks the Prayer of this (fn. 2) Petition fit and reasonable to be granted.

Paper from The States Ambassadors.

The Speaker acquainted this House, "That he received from The States Ambassadors a Paper of further Demands of Reparation for Ships which have been taken since they delivered in their former Demands:" Which were read. (Here enter it.)

And it is Ordered, To be referred to the former Committee of both Houses, upon the same Terms.

Message to the H. C. with it; and for Committees to meet about the Reception of the French Minister;

A Message was sent to the House of Commons, by Sir Edward Leech and Mr. Page:

To desire that the Committee for to consider of the Reception of the French Resident may meet To-morrow Morning, at Nine of the Clock, in the Prince's Lodgings.

2. To communicate unto them the Paper this Day received from The States Ambassadors, being a further Complaint of Ships belonging to Dutch Merchants that have been taken by English Ships; which Paper this House thinks it fit to be referred to the same Committee as the other Complaints are, upon the same Terms.

and with the Petitions from Guernsey and the Officers of St. Paul's.

3. To recommend to them the Petition of the Governor and others of the Isle of Guernsey; and also the Petition of the inferior Officers of Paule's Church in London; which this House thinks fit and reasonable to be granted.

Ordinance for due Payment of Tithes.

Next, the Ordinance for due Payments of Tithes and other Duties was read Twice; and the House was adjourned into a Committee during Pleasure, to consider of the same.

The House being resumed;

It is Ordered, That the further Consideration of this Ordinance be referred to these Lords Committees following:

Message from the H. C. for a Public Fast.

A Message was brought from the House of Commons, by Mr. Rous;

To desire their Lordships Concurrence as followeth:

That there shall be a public solemn Fast kept on Tuesday next, in Six Churches within the Line of Communication, whereof One to be at St. Margarett's Westminster, and One in Southwarke, to desire a Blessing from God upon my Lord General, and the Forces under his Command in the West, and that it be referred to the Assembly of Divines, to provide the Ministers that shall perform this Duty in those Six Churches, and to make Choice of the Churches; and that this Fast may be kept in such other Churches as shall desire it.

Agreed to.

The Answer returned was:

That this House agrees to the Order now brought up.

Abernethy, a Pass.

Ordered, That George Abernethy shall have a Pass, to go into Scotland, he being a Servant to the Earl of Argyle.

Dr. Burges and others of the Assembly presented this Day a Message from the Assembly of Divines.

Message from the Assembly of Divines, for a Fast, for the Success of the Earl of Essex in the West;

Dr. Burges said, "He was commanded from them, to let their Lordships know, That the Assembly of Divines, taking into Consideration the present Calamity of the Western Parts, and the great Streights and Danger the Lord General and his Forces are in those Parts; therefore they humbly offer to their Lordships Consideration, that some short Day may be kept as a Day of Humiliation, for the good Success of the Lord General and his Forces (fn. 4) in the Western Parts."

and to stop the Growth of the Antinomian and Anabaptist Sects.

Also Mr. Marshall delivered, by Order of the Assembly of Divines, "That they have been informed of the great Growth and Increase of Anabaptists and Antinomians, and other Sects; and that some Anabaptists have delivered in private Houses some blasphemous Passages and dangerous Opinions: They have acquainted the House of Commons therewith; and the Assembly humbly desires their Lordships would be pleased to take these Things into Consideration, and consider of some Course to prevent the ill Consequences which will ensue else; and, if their Lordships will command the Assembly of Divines, they will be ready to give their Lordships the best Information and Assistance they can, for discovering of them."

The Answer returned was:

Answer.

That this House hath already appointed a Day of Humiliation for the Western Parts and the Lord General, as they shall perceive by the Order which (fn. 5) will be delivered to them.

And concerning the Second Part of their Message, this House will be ready to receive whatsoever Information the Assembly of Divines shall present to this House in Writing; and will be forward to give the best Remedies they can, to prevent the Evils as may ensue by those Sects.

Answer from the H. C.

Sir Edward Leech, &c. return this Answer from the House of Commons:

That they did concur in the Particulars sent down to them by this Message.

Ordered, That the Cause of the poor Almsmen of East Ham shall be heard To-morrow Morning, at this Bar.

Letters and Declarations from Munster.

Ordered, That the Letter and Declaration from the Protestants in the Province of Munster shall be forthwith printed and published.

"An Ordinance for continuing the Ordinance, intituled, An Ordinance of the Lords and Commons in Parliament, for the further Addition of Power to the Committee for the County of Hertford, with the Names of the Knights, Gentlemen, and Officers, which are of the said Committee, during the Pleasure of both Houses.

Ordinance concerning Hertfordshire.

"It is Ordered and Ordained, by the Lords and Commons in Parliament assembled, That the Ordinance made the 18th of December last, for a further Addition of Power to the Committee for the County of Hartford, enabling them to raise and maintain Forces, for the Defence and Preservation of the said County, shall be and is hereby continued, and shall be of Force and Effect, to the Intents and Purposes therein mentioned, until both Houses of Parliament shall give Order to the contrary: Provided always, and be it hereby Ordered and Ordained, That the Committee mentioned in the said Ordinance have full Power to raise Money within the said County of Hartford, as by the said Ordinance is appointed, so as the same do not exceed Three Hundred Pounds per Week: And it is further Ordered and Ordained, That the Treasurers mentioned in the said Ordinance shall present a true and just Accompt under their Hands Quarterly, of all Monies by them received and disbursed, unto the Deputy Lieutenants of the said County of Hartford, or any Four of them, being thereunto required by the said Deputies: Provided, and it is further Ordained, That no Man shall meddle as One of the Committee, till he take the Vow and Covenant of the 29th of June, 1643, and the National Covenant; neither shall any be Commanders or Officers of the Forces there raised, or to be raised, that shall refuse or neglect, being tendered, to take the said Covenants."
