PRAYERS.

Bp. of London's Privilege:

Whereas, by Order of this House on Friday last, Mr. Salkeld, an Attorney, was required to attend this House To-morrow, to shew Cause why he should not stand committed, for proceeding against the Tenants of the Lord Bishop of London during the Time of Privilege of Parliament:

Order for Salkeld's Attendance discharged.

The House being this Day informed, "That the said Salkeld had made his Submission to the said Lord Bishop, and that his Lordship therefore (fn. 1) desiring the said Order might be discharged;" the same was ordered accordingly.

Babers' Petition referred to Judges.

Upon reading the Petition of Margaret Baber Widow, and of John, Francis, Margaret, Mary, Macrina, and Katherine Baber, Sons and Daughters of the said Margaret Baber Widow, and of Charles Martyn Gentleman (Administrator of the Goods and Chattels of Elizabeth his late Wife, deceased, who was another Daughter of the said Margaret Baber Widow), and of Catherine Tanner, Julyan Tanner, and Susanna Tanner, Spinsters, Coheirs of John Tanner deceased; praying Leave to bring in a Bill, for vesting the Estate late of the said John Tanner the Elder and of John Tanner his Son in Trustees, to be sold, for Payment of a Debt in the Petition mentioned, and for other Purposes therein expressed:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition be referred to the Consideration of Mr. Justice Blencowe and Mr. Justice Tracy; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

E. of Clanriccard's Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for explaining and better executing the Intentions of a former Act, intituled, An Act for making Provision for the Protestant Children of the Earl of Clanriccard and Lord Bophin; and for Sale of further Part of the said Earl's Estate, for Payment of the Debts and Portions remaining chargeable upon the same."

Ordered, That the said Bill be committed to the Consideration of the Lords following:

Gardiner, in Custody, for not paying Fees.

Upon reading the Petition of John Gardiner, now One of the Under-marshals of His Majesty's Household, in Custody of the Gentleman Usher of the Black Rod, for Non-payment of Fees, upon his being formerly in Custody for a Breach of Privilege, in arresting the Lord Bellendine; praying, "That, in regard his great Family and Misfortunes makes him uncapable to pay the same, he may be discharged out of Custody; otherwise he and his Family must inevitably starve and perish:"

It is Ordered, That the said Petition do lie on the Table, till there be a Certificate from the Officers that the Fees payable by the Petitioner are satisfied.

Blackburn & al. to continue the Imprisonment of, Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for continuing the Imprisonment of Robert Blackburn and others, for the horrid Conspiracy to assassinate the Person of His late Sacred Majesty King William the Third."

Ordered, That the said Bill be committed to a Committee of the whole House, presently.

Then the House was adjourned during Pleasure, and put into a Committee thereupon.

And, after some Time spent therein, the House was resumed.

And the Lord Delawar reported from the said Committee, "That they had gone through the Bill; and directed him to report the same to the House, without any Amendment."

Clauses relating to Incapacities on Foreigners considered:

The House (according to Order) proceeded to take into Consideration the Clauses relating to Incapacities on Foreigners.

And the Clause in the Act of the Twelfth and Thirteenth Years of the Reign of King William the Third, intituled, "An Act for the further Limitation of the Crown, and better securing the Rights and Liberties of the Subject," was read; as was also the 30th Section in the Act of the Sixth Year of the Reign of the late Queen Anne, intituled, "An Act for the Security of Her Majesty's Person and Government, and of the Succession to the Crown of Great Britain in the Protestant Line."

Then it was moved, "That Leave be given to bring in a Bill, to declare and enact, That the Clause relating to Foreigners, in the said Act of the Twelfth and Thirteenth Years of King William the Third, does not extend to Persons naturalized before His Majesty's Accession to the Crown."

And it being also moved, "That the Opinions of the Judges be asked, Whether the Clause now read, in the said Act of the Twelfth and Thirteenth Years of King William the Third, has any Retrospect to Persons naturalized before His Majesty's Accession to the Throne, except the Peers of Great Britain;"

And a Question stated thereupon:

The Question was put, "Whether that Question shall be now proposed to the Judges, for their Opinions?"

It was Resolved in the Negative.

Judges to prepare a Bill to explain them.

Ordered, That a Bill be brought in, to declare and enact, "That the Clause relating to Foreigners, in the aforementioned Act of the Twelfth and Thirteenth Years of the Reign of the late King William the Third, does not extend to Persons naturalized before His Majesty's Accession to the Crown;" and that the Judges do prepare, and bring in, the same.

Quakers Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for making perpetual an Act of the Seventh and Eighth Years of the Reign of His late Majesty King William the Third, intituled, An Act that the solemn Affirmation and Declaration of the People called Quakers shall be accepted, instead of an Oath in the usual Form; and for explaining and enforcing the said Act, in relation to the Payment of Tithes and Church Rates; and for appointing the Form of an Affirmation of the People called Quakers, instead of the Oath of Abjuration."

Ordered, That the said Bill be committed to a Committee of the whole House, To-morrow.

E. of Clanriccard versus Stewart.

Upon reading the Petition of Lieutenant General William Stewart and Katherine Lady Grandison his Wife; praying, "That the Time for the Petitioners answering the Earl of Clanriccard's Appeal may be enlarged, until they can send for, and have transmitted to them, their Papers, Decrees, and Evidence, from Ireland; they having not till lately had Notice of the said Appeal:"

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Petitioners have hereby Time allowed for answering the said Appeal, until Thursday the Thirtieth Day of this Instant June.

Adjourn.
