PRAYERS.

Papers from the Secretary at War, concerning the Forces, delivered.

The House being informed, "That a Person attended from the Office of the Secretary at War:"

He was called in; and, at the Bar, presented to the House, in Pursuance of their Lordships Address to His Majesty, several Papers.

And then he withdrew.

And the Titles of the said Papers were read, as follow:

1. "An Account how the Forces at present kept up are constituted, and the Number of Regiments; distinguishing the Horse, Foot, and Dragoons, with the Number of Officers and Private Men in each Regiment, Troop, and Company, in Great Britain, and the Garrisons Abroad."

2. "An Account of what Number of Forces, distinguishing the Horse, Foot, and Dragoons, were kept up in the Beginning of April 1715, in Great Britain and Abroad."

3. "An Account of the last Reduction of the Forces in Great Britain, in November 1717, and in what Manner the same was effected."

4. "1. Copy of a Letter to the Commissary General, relating to the Five Men a Troop and Company, 11th August 1716.

"2. Extract of Mr. Pulteney's Letter to Colonel Cotton Lieutenant Governor of Gibraltar, and Colonel Kane Lieutenant Governor of Minorca, concerning the Five Men per Troop and Company.

"3. Copy of a Letter to the Earl of Lincoln, relating to the Five Men a Troop and Company, 1st February 171 6/7.

"4. Warrant for the Pay of the Five Men a Troop and Company, discontinued upon the Muster Rolls of the Forces, from the 25th of August 1716, to the 24th of June following, both inclusive."

5. "Copy of the Articles of War."

6. "Rules and Articles for the better Government of His Majesty's Land Forces.

7. "A Lift of Half Pay Officers reduced upon the British Establishment, as they stood when the Estimate of Half Pay for the Year 1718 was presented to the House of Commons the 28th of November last."

8. "A List of such Officers as have been displaced, either with Leave to sell or otherwise, since His Majesty's Accession to the Throne; as also of such Officers as have succeeded in their Places."

Proceedings against Ensign Gore, delivered.

The House being informed, "That the Judge Advocate attended:"

He was called in; and presented to the House, at the Bar, pursuant to their Lordships Address aforementioned, a Paper, intituled, "A Copy of His Majesty's Warrant for a Court Martial, to inquire into the Misbehaviour of Ensign John Gore, of the First Regiment of Foot Guards; with the Proceedings thereupon."

And then he withdrew.

Mutiny Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for punishing Mutiny and Desertion; and for the better Payment of the Army and their Quarters."

Ordered, That the said Bill be committed to a Committee of the whole House, on Thursday next, and the Lords to be summoned.

Address for the Treaty with the Emperor, and an Account of Invalids.

Ordered, That an humble Address be presented to His Majesty, "That His Majesty will be pleased to give Order, that the late Treaty between His Majesty and the Emperor may be laid before this House; and also, that His Majesty will be pleased to order the proper Officers to lay before this House, an Account of the Number of Invalids at present in Pay, and in what Places they are employed."

Ordered, That the said Address be presented to His Majesty by the Lords with White Staves.

E. Burlington's Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to enable Richard Earl of Burlington to make Leases of a Piece of Ground behind Burlington House."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

Message to H. C. with it.

A Message was sent to the House of Commons, by Mr. Lovibond and Mr. Bennet:

To carry down the said Bill, and desire their Concurrence thereunto.

Tunbridge Road Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for repairing the Highways, leading from The Stones-end of Kent-street, in the Parish of St. George's Southwark, in the County of Surrey, to The Lime Kilns in East Greenwich, near Black-heath, and to Lewisham Church, being the Tunbridge Road, in the County of Kent."

Ordered, That the said Bill be committed to a Committee of the whole House, on Saturday next.

Message from H. C. with a Bill.

A Message from the House of Commons, by Mr. Morice and others:

With a Bill, intituled, "An Act for making the Divident of Subscribed Lottery Annuities, and other Annuities, established by several Acts of Parliament, payable Half-yearly at the Bank of England;" to which they desire the Concurrence of this House.

Newcastle Hospital Bill.

Hodie 3a vice lecta est Billa, intituled, "An Act for vesting of several Lands, belonging to the Master, Brethren, and Sisters, of the Hospital of The Holy Jesus, in Newcastle upon Tyne, in Trustees, to be sold; and for settling on the said Master, Brethren, and Sisters, a perpetual Yearly Rent of One Hundred Eighty-five Pounds, in clear Money, in Lieu of the said Lands."

Then it was proposed, "That a Question be put, for the passing of this Bill."

And a Debate arising thereupon:

Ordered, That the said Debate be adjourned till Saturday next; and that the Agents for the said Bill do, by that Time, lay before this House what they have to satisfy their Lordships of the Title or Faculty they have to make such Purchase as is mentioned in the Bill to have been by them made.

Draycot's Petition for Writings, withdrawn.

A Petition of Edward Draycot Gentleman, was presented to the House, and read; praying, "That the Respondents to his Appeal may lodge with the Clerk a pretended Deed of Settlement, suggested to have been executed by the Petitioner's Father, and a Writing, purporting to be his last Will and Testament, so as the Petitioner and his Counsel may peruse the same, and have Copies thereof."

And, after Debate;

The said Petition was, by Leave of the House, withdrawn; it not appearing that the said Writings were made Use of in the Court of Exchequer in Ireland, from whence the said Appeal is brought.

Basingstoke Highway Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for repairing the Highways from Crown Corner, in the Town of Reading, (leading by and through the several Parishes of Shinfield and Heckfield, in the several Counties of Berks, Wilts, and South'ton,) to Basingstoke, in the said County of Southampton."

Ordered, That the said Bill be committed to a Committee of the whole House, on Saturday next.
