Prayers.

Blackham's Claim of Turkey Company.

A PETITION of Richard Blackham, Citizen and Merchant of London, was presented to the House, and read; setting forth, That the Petitioner is a Freeman of London; and finding that, by reason of the present War, our Woollen Manufacturers, for the Generality, were forced, for want of Vent of their Commodities, to turn off Thousands of their Workmen; though, at the same time, such Manufactures were very much wanted in Turky, and other Parts bordering on the Mediterranean Seas, very few being exported thither,; that the Petitioner, notwithstanding the War, hath exported of the English Manufactures far greater Quantities than any other Merchant hath done since May 1692; which, as he believes, hath given so much Offence to the Turkey Company, that they seek to deprive him of his Right, as he is, and for some Years past, hath been, a mere Merchant: That the Petitioner hath applied himself to the said Company, to be admitted a Member thereof, being duly qualified; notwithstanding which they have denied the Petitioner his Freedom, contrary to the Charter, and usual Customs, of the said Company: And praying, That the said Company may shew Cause, if they can, why the Petitioner should not be admitted a Freeman of the said Company.

Ordered, That the Examination and Consideration of the said Petition be referred to the Committee, to whom the Petition of divers Gentlemen and Clothiers of the County of Gloucester was referred: And that the Committee have Power to send for Persons, Papers, and Records.

Relief against Sheriffs in Escapes.

Ordered, That Leave be given to bring in a Bill for Relief against Sheriffs and Gaolers, for Escapes of Prisoners for Debt; and for preventing the Abuses by Writs of Habeas Corpus, and Day-Rules, for such Prisoners; and for the better regulating the Prisons of the King'sBench and Fleet.

Resolved, That it be referred to Mr. Dolben, Sir John Barker, Mr. Bowyer, Sir Gervas Elwes, Mr. Waller, Mr. England, Mr. Lutterell, Mr. Gee, Sir Fra. Molineux, Sir Tho. Pope Blount, Mr. Slater, Sir Jos. Tredenham, Mr. Hutchinson, Colonel Lee, Mr. Arnold, Colonel Deane, Sir Ri. Hart, Mr. Cocks, Mr. Staines, Sir Herbert Crofts, Sir John Guise, Lord Ranelagh, Sir Robert Davers, Mr. Newport, Mr. Thornhagh, Mr. Blofeild, Mr. Kenyon, Mr. Vaughan, Mr. Brewer, Lord Coningsby, Mr. Burdet, Mr. Chetwynd, Lord Norries, Sir Jonat. Jennings, Mr. Bedding feild, Sir Fra. Massam, Mr. Gwyn, Mr. Fuller, Mr. Christie, Mr. Mayne, Sir Cha. Bloys, Mr. Neale, Sir Sam. Barnardiston, Mr. S. Smith, Sir John Kay, Mr. Colt, Lord Wm. Pawlet, Mr. Tilney, Sir Cha. Raleigh, Mr. Stonehouse, Sir Robert Edon, Sir Wm. Cooper, to prepare, and bring in, the said Bill: And they are to meet To-morrow at Four a Clock, in the Afternoon, in the Speaker's Chamber: And they are to have Power to send for Persons, Papers, and Records.

Supply.

Sir Thomas Littleton, according to the Order of the Day, reported, from the Committee of the whole House, to whom it was referred to consider further of the Supply to be granted to their Majesties, the Resolution of the said Committee; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same was read; and is as followeth; viz.

Resolved, That it is the Opinion of this Committee, That the Sum of Two Millions Five hundred thousand Pounds be granted to their Majesties, for Maintenance of the Land-Forces, for the Service of the Year 1695, for carrying on the War against France with Vigour.

A Motion being made, and the Question being put, That the said Resolution be re-committed;

It passed in the Negative.

Resolved, That this House doth agree with the Committee in the said Resolution, That the Sum of Two Millions Five hundred thousand Pounds be granted to their Majesties, for Maintenance of the Land-Forces, for the Service of the Year 1695, for carrying on the War against France with Vigour.

Ways and Means.

Resolved, That this House will, upon Friday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of Ways and Means for raising the Supply to be granted to their Majesties, for carrying on the War against France with Vigour.

Free Proceedings in Parliament.

Resolved, That this House will, upon Monday Morning next, after the Report of the Bill for frequent Meeting and Calling of Parliaments is over, resolve itself into a Committee of the whole House, to consider of the Bill touching free and impartial Proceedings in Parliament.

Committee of Privileges.

Ordered, That Colonel Granvile, Sir Tho. Mompesson, Mr. Waller, Mr. Blofeild, Sir Richard Hart, Mr. Christie, Mr. Slater, Mr. Brereton, Sir Ra. Dutton, Mr. Pollen, Mr. White, Mr. Hopkins, Sir Tho. Dyke, Mr. England, Mr. Freke, Mr. Hawtry, Mr. Ash, Mr. Fuller, Sir John Key, Mr. Jeffryes, Lord Cornbury, Mr. Arnold, Mr. Thornhagh, Mr. Dawney, Mr. How, Mr. Stokes, Sir Wm. Strickland, Mr. Lowther, be added to the Committee of Privileges and Elections.

And then the House adjourned till To-morrow Morning, Eight a Clock.
