Prayers.
Preventing Export of Wool.
A PETITION of the Cloth-Packers in and about
the City of London was presented to the House, and
read; setting forth, That a Bill is now depending in this
House, for the better preventing the Exportation of Wool,
by altering the Penalty; and for the Preservation of the
Publick Market at Blackwell-hall; and for Relief of the
Workmen employed in the Woollen Manufacturies, in
Payment of their Wages: In which Bill there is a Clause,
That all broad Woollen Cloth entered at Blackwell-hall
shall be there sold; which Clause will not only much hinder the Sale of Woollen Cloth, as the Petitioners conceive,
but will also be a great Prejudice to the Petitioners; the
greatest Part of whose Trade hath been the selling of
Woollen Cloth: And praying to be heard against the said
Clause, before the same do pass into a Law.
Ordered, That the Consideration of the said Petition be
referred to the Committee, to whom the said Bill is committed.
Malborough Writ.
Ordered, That Mr. Speaker do issue his Warrant to the
Clerk of the Crown, to make out a new Writ, for electing a Burgess to serve in this present Parliament for the
Borough of Malborough in the County of Wilts, in the
room of Sir George Willoughby Knight, deceased.
Vesting Interest of Judgments, &c.
Ordered, That Leave be given to bring in a Bill to vest
the Interest of Judgments, and other Securities assigned,
in the Assignees: And That Mr. Waller and Sir Joseph
Tredenham do prepare, and bring in, the same.
Leverpoole Election.
The House proceeded to the Hearing of the several
Petitions touching the Election for the Borough of Leverpoole in the County of Lancaster.
And the Counsel and Witnesses for the Parties concerned were called in, and heard at the Bar.
And then withdrew.
And the Question being put, That Thomas Brotherton
Esquire is duly elected and returned a Burgess to serve in
this present Parliament for the Borough of Leverpoole in
the County-Palatine of Lancaster.
It passed in the Negative.
Resolved, That Jasper Mawdit Esquire is duly elected
a Burgess to serve in this present Parliament for
the Borough of Leverpoole in the County-Palatine of
Lancaster.
Ordered, That the Mayor of Leverpoole, and the Clerk
of the Crown, do attend this House To-morrow Morning,
with the Return for the said Borough, in order to amend
the same.
Resolved, That Mr. Alexander Norres, Mayor of the
Borough of Leverpoole in the County of Lancaster, having
taken upon him to judge, That Jasper Mawdit Esquire,
being Coroner of the said Borough, was uncapable to be
elected a Burgess to serve in Parliament, although duly
chosen; and having made a false Return of Tho. Brotherton Esquire to serve as a Burgess for the said Borough;
hath herein violated the Rights of the Commons of England, and broken the Privileges of this House.
Resolved, That the said Mr. Alexander Norres, for the
said Misdemeanor, be sent for in Custody of the Serjeant
at Arms attending this House.
Privilege—Censures for false Returns.
Resolved, That a Committee be appointed to inspect
Precedents, what Censures have been inflicted upon Officers for making false Returns; and to report the same to
the House:
