Prayers.

Irish Arrears.

A PETITION of Thomas Oldershaw and William Mountain, in behalf of themselves, and all the Regiment of Horse commanded by Colonel Francis Langston, during the War in Ireland, was presented to the House, and read; setting forth, That the Petitioners faithfully served his Majesty in the said Wars; but their said Colonel has not paid them above 7 d. a Day for such their Service; so that great Sums of Money are in the Colonel's Hands, his Majesty having, by Proclamation, declared to have paid all the said Irish Arrears: That his Majesty did order the said Colonel to come over into England, to m ae up his Accounts with his Regiment; for which the Petitioners have this Two Months applied themselves to the CourtMartial at the Horse Guards; but without any Relief: And praying the House to take, their Case into Consideration; and to put a Stop to the said Colonel's going into Flanders, until he has made up his Accounts with his said Regiment.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of Nathaniell Hill, and others, is referred.

Laws respecting Marriages.

A Bill for enforcing the Laws for restraining Marriages without Licences; and for registering the Births of Children; was read a Second time.

Resolved, That the Bill be committed to Mr. Farrar, Sir Roger Bradshaw, Mr. Bagnold, Mr. Watlington, Doctor Oxenden, Mr. Rowney, Sir Marm. Wivell, Sir John Bolles, Mr. Brotherton, Mr. Norris, Sir John Bucknall, Mr. Taylor, Mr. Morley, Mr. Mountague, Mr. Foley, Mr. Manley, Mr. Holt, Mr. Tho. Foley, junior, Mr. Slater, Mr. England, Mr. Ash, Mr. Fuller, Mr. Owen, Sir Hen. Colt, Mr. Gery, Mr. Rider, Mr. Mordaunt, Mr. Blofeild, Mr. Clark, Mr. Waller, Sir Tho. Day, Mr. Moyle, Mr. Phillipps, Mr. Henley, Mr. Thomp son Sir Rowl. Gwyn, Mr. Bridges, Mr. Moore, Mr. Dowdswell, Mr. Culliford: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chamber:

And it is to be an Instruction to the said Committee, That they have Power to receive any Clause, or Clauses, for explaining the Act for laying several Duties upon Marriages, Births, and Burials.

Ordered, That the Serjeant do go, with the Mace, into Westminster-hall, Courts of Requests, and Places adjacent, and summon the Members there to attend the Service of the House.

Security of King's Person.

A Message from the Lords, by Mr. Justice Nevill and Mr. Justice Eyres:

Mr. Speaker,

The Lords have agreed to the Bill, intituled, An Act for the better Security of his Majesty's Royal Person, and Government, with some Amendments: To which Amendments they desire the Concurrence of this House.

And then the Messengers withdrew.

Charitable Gifts.

Another Message from the Lords, by Sir Miles Cooke and Sir Robert Legard:

Mr. Speaker,

The Lords have passed a Bill, intituled, An Act for the Encouragement of charitable Gifts and Dispositions: To which they desire the Concurrence of this House:

Disposition by Will in Wales.

And also have agreed to the Bill, intituled, An Act to take away the Custom of Wales, which hinders Persons from disposing their personal Estates by their Wills, with some Amendments: To which Amendments they desire the Concurrence of this House.

And then the Messengers withdrew.

Motion respecting Refusal of Royal Assent to Election Bill.

A Motion being made, and the Question being put, That whosoever advised his Majesty not to give the Royal Assent to the Bill for further regulating Elections of Members to serve in Parliament, which passed both Houses, is an Enemy to the King and Kingdom;

The House divided.

The Yeas go forth.

So it passed in the Negative.

Ordered, That Mr. Speaker do, with the Votes, print this Question, together, with the Numbers of the Affirmative and Negative.

Security of King's Person.

The House proceeded to take into Consideration the Amendments, made by the Lords, to the Bill, intituled, An Act for the better Security of his Majesty's Royal Person, and Government:

And the same were twice read; and, upon the Question severally put thereupon, agreed unto by the House; and are as follow; viz.

4 Skin, 17 and 18 L. Leave out "or of her Majesty the Queen Dowager."

9 Skin, L. 20, after "Quakers," add "and shall also own King William to be rightful and lawful King of these Realms."

L. 25 and 26, leave out "in the Queen Dowager's, or."

11 Skin, 39 L. leave out from "and," inclusive, to "and," in L. 3d, Skin 12th.

And at the End of the Bill add the Clause A: That the Act touching subscribing the Association shall not extend to take away any Office of Inheritance in Fee-simple, or Fee-tail, or any Salary or Profit for executing the same, that shall be enjoyed by any Person that shall refuse to subscribe the Association; so as such Person do substitute a Deputy, to be approved of by his Majesty, for exercising such Office (who shall subscribe the Association) until the Person claiming such Office shall voluntarily subscribe the Association himself.

Ordered, That Mr. Cooper do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the said Amendments.

Supply Bill; Duties on Low Wines.

Ordered, That the Report from the Committee of the whole House, to whom the Bill for laying several Duties on low Wines, or Spirits, of the first Extraction; and for preventing the Frauds and Abuses of Brewers, Distillers, and other Persons chargeable with the Duties of Excise; be made upon Friday Morning next.

Supply Bill; Post-Office.

Resolved, That this House will, upon Friday Morning next, resolve itself into a Committee of the whole House, to consider of the Bill for supplying several Defects in the Act for erecting and establishing a Post-Office.

And then the House adjourned till To-morrow Morning, Nine a Clock.
