Ship Ruby.

A BILL, That the Ship called the Ruby Prize, formerly called the Entreprenant, taken as Prize, may have a Freedom of trading as an English-built Ship, was read a Second time.

Resolved, That the Bill be committed to Mr. Gery, Mr. Ash, Mr. Foley, Mr. Battiscomb, Sir Henry Colt, Mr. Burrington, Mr. Manly, Mr. Yates, Sir Tho. Mompesson, Mr. Mounstevens, Mr. Sloan, Mr. Brotherton, Mr. Shackerly, Mr. Colt, Mr. Roberts, Mr. Pendarvis, Mr. Harly, Sir Wm. Cooper, Sir Hen. Hobart, Mr. Culliford, Mr. Trelawny, Mr. Newport, Mr. Farrer, Mr. Egerton, Sir Mar. Wyvell, Mr. Bridges, Mr. Thompson, Mr. Frewen, Sir Tho. Day, Mr. Mawdit, Mr. Osborne, Mr. Pocklington, Mr. Machell, Mr. Lowther, Mr. Fleming, Sir Edward Hungerford, Sir Hen. Bellasis, Mr. Bohun, Sir John Wolstenholm, Mr. Palmes, Sir Tho. Ordered, That it be an Instruction to the said Committee, That they have Power to insert in the Bill, the Ships Sparrow-hawke and Amity, upon Proof, that they were taken as Prize, condemned by the Admiralty, and bought.

Ordered, That it be an Instruction also to the said Committee, That they have Power to insert in, or receive, a Clause to be added to the Bill, for the Freedom of Trade also for the Ship Plymouth, a Wreck; all of her newbuilt in England, except her upper Part.

A Message from the Lords, by Sir Miles Cook and Sir John Franklyn:

Mr. Speaker,

Embezzlement of Naval Stores.

The Lords have agreed to the Bill, intituled, An Act for the better preventing the Embezzlement of his Majesty's Stores of War; and preventing Cheats, Frauds, and Abuses, in paying Seamens Wages; without any Amendment: Also,

Sulppy Bill; Duty on Lustrings, &c.

They have agreed to the Bill, intituled, An Act for increasing his Majesty's Duties upon Lustrings and Alamodes, without any Amendment: Also,

Supply Bill; building Ships.

They have agreed to the Bill, intituled, An Act for applying to the Use of his Majesty's Navy and Ordnance, the Overplus of the Money and Stores, which were provided for the building Seven-and-twenty Ships of War, without any Amendment: Also,

Supply Bill; purchasing Annuities.

They have agreed to the Bill, intituled, An Act for enlarging the Time for purchasing certain Estates, or Interests, in several Annuities therein mentioned, without any Amendment.

And then the Messengers withdrew.

Sir William Williams attending in his Place, according to Order;

Privilege— complaint against a Member.

The Petition of Tho. Tew and Anne his Wise, presented to the House the 22d Instant, was read; setting forth, That Robert Lewis, deceased, the former Husband of Anne, about Twelve Years since, devised all his Estate in Anglesey to the said Anne: That the Petitioners, about October 1693, sold the said Estate to Sir Wm. Williams Baronet, for 629£.: That the said Sir Wm. pretends he hath paid 519£. 7s. Part of the Purchase-money; and there remains 119£. 13s. which he keeps in his Hands, alleging, That some Persons lay Claim to Part of the Estate: And that they believe, the said Sir William designs to defraud them of the Remainder of the Purchase-money, to their utter Ruin: And praying Relief in the Premises.

And Sir William Williams was heard thereunto.

Ways and Means.

Sir Tho. Littleton, according to Order, reported, from the Committee of the whole House, for Ways and Means for raising the Supply granted to his Majesty, to whom it was referred to consider of the Report from the Committee, to whom the Petitions of the Glass-makers and Tobacco-pipe makers were referred, the Resolutions of the said Committee; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as follow; viz.

Resolved, That it is the Opinion of this Committee, That an Equivalent be granted to his Majesty, for Half the Duties now upon Glass-wares.

Resolved, That it is the Opinion of this Committee, That an Equivalent be granted to his Majesty, instead of the whole Duties now upon Stone and Earthen-wares.

Resolved, That it is the Opinion of this Committee, That an Equivalent be granted to his Majesty, instead of the whole Duties upon Tobacco pipes.

Resolved, That it is the Opinion of this Committee, That, towards the said Equivalent, a further Duty be laid upon Whale-bone imported.

Resolved, That it is the Opinion of this Committee, That, towards the said Equivalent, a further Duty be laid upon Scotch Linen and Ticking imported, or brought into England.

Resolved, That it is the Opinion of this Committee, That the said Duty upon Whale-bone be Six-pence per Pound, to be paid by the Importer.

Resolved, That it is the Opinion of this Committee, That the said further Duty upon Scotch Linen, cailed Twill, be 10s. for every Hundred Ells, containing Sixscore to the Hundred, over and above the Duties now payable, to be paid by the Importer.

Resolved, That it is the Opinion of this Committee, That the said further Duty upon Scotch Linen, called Ticking, be Six Shillings and Eight-pence for every Hundred Ells, containing Six-score to the Hundred, over and above the Duties now payable, to be paid by the Importer.

Resolved, That it is the Opinion of this Committee, That the said Duties upon Whale-bone, and Scotch Linen, be granted to his Majesty, his Heirs and Successors.

The First Resolution being read a Second time;

A Motion was made, and the Question was put, That the said Resolution be re-committed:

And it passed in the Negative.

Resolved, That the House doth agree with the Committee in the said Resolution, That an Equivalent be granted to his Majesty, for Half the Duties now upon Glass-wares.

Then the Second, Third, Fourth, Fifth, Sixth, Seventh, and Eighth Resolutions being severally read a Second time, the same were, upon the Question severally put thereupon, agreed unto by the House.

The last Resolution being read a Second time:

Resolved, That the said Resolution be postponed.

Ordered, That a Bill be brought in upon the said Resolutions agreed unto: And that Mr. Attorney-General, Mr. Solicitor-General, and Mr. Lowndes, do prepare, and bring in, the same.

Ordered, That it be an Instruction to them, who are to prepare, and bring in, the said Bill, That they do take care there be a more equal Charging and Collection of the remaining Duties upon Glass-wares.

Supply Bill; raising Annuities. [New E. I. Co. incorporated.]

An ingrossed Bill for raising a Sum, not exceeding Two Millions, by settling a perpetual Fund for Payment of certain Annuities, after the Rate of Eight Pounds per Annum for every Hundred Pounds, and by further Advantages therein mentioned, redeemable by Parliament, was read the Third time.

And several Amendments were proposed to be made to the Bill; viz.

Pr. 50. L. *, after "Receipt," to insert "of Exchequer:"

Pr. 51. L. *, after "grown," to insert "due:"

And the same were, upon the Question severally put thereupon, agreed unto by the House; and the Bill amended at the Table accordingly.

Then the Question being put, That the Bill do pass;

Ordered, That Sir Tho. Littleton do carry the Bill to the Lords, and desire their Concurrence thereunto.

And then the House adjourned till Monday Morning, Ten a Clock.
