Prayers.
Army Arrears.
ORDERED, That the Earl of Ranelagh, or proper
Officer, do lay before this House an Account of the
Arrears due to the Four Companies at New-York.
Duty on Leather.
A Petition of the Company of Fellmongers, Skinners
and Leather-dressers, within the Borough of Richmond, in
the County of York, was presented to the House, and
read; setting forth, That the Petitioners are sensible, that
the late War occasioned the late Parliaments to grant his
Majesty several necessary Supplies; but the Duty upon
Leather is so very burdensome to the Petitioners, that it
hath reduced many of their Families to a low Condition;
and, if it should be continued, will be the Petitioners
utter Ruin, and also the whole Leather-Trade: And
praying the House to take the Premises into Consideration,
so as to take off the Duty upon Leather.
Ordered, That the said Petition do lie upon the Table.
Tone Navigation.
Mr. Clark reported from the Committee, to whom the
Bill for making the River Tone navigable, from Bridgwater to Taunton, in the County of Somerset, was committed, That they had made several Amendments to the
Bill; which they had directed him to report to the
House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were
once read throughout; and then a Second time, one by
one; and, upon the Question severally put thereupon,
agreed unto by the House, with some Amendments to
some of them.
Ordered, That the Bill, with the Amendments, be ingrossed.
Liverpoole Parish.
Ordered, That Sir John Bland, Sir Owen Buckingham,
Sir Godfrey Coply, Mr. Thursby, Mr. Phippard, Mr. Cox,
Mr. Hughes, Mr. Freeman, Sir Jos. Tredenham, Sir Jacob Ashly, Mr. Osborne, Sir Rich. Cocks, Sir Abstr. Danby,
Sir John Rogers, Sir Walter Yonge, Mr. Jolliffe, Major
Holmes, Mr. Tredenham, be added to the Committee,
to whom the Bill for making the Town of Liverpoole a
distinct Parish from Walton is committed.
Yarmouth Harbour.
Mr. England reported from the Committee, to whom
the Bill for repairing and maintaining Yarmouth Pier was
committed, That they had made several Amendments to
the Bill; which they had directed him to report to the
House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were
read.
Ordered, That the Bill be re-committed to the same
Committee: And they are to meet this Afternoon at
Five a Clock, in the Speaker's Chambers.
Claims for Prizes.
A Petition of Josias Crow, late Captain of his Majesty's
Ship the Newark, in behalf of himself and Company,
was presented to the House, and read; setting forth,
That, on the 27th of June 1697, he took, as Prize, a
Sweedish Ship, called the St. John of Stockholm; which
was delivered to the Prize Officers at Plymouth; and was
afterwards condemned as Prize; the Ship and Cargo, at
a modest Computation, being worth 1,500 l. clear of
Duties; but by the Prize-Office Accounts, was sold for
377 l. 10s. of which, the Petitioner and Company's
Share comes to but 52 l. 16s. 9d.; and, besides, there
is wanting of the Cargo 26 Tuns of Wine, besides other
Commodities; so that he conceives himself, and the Publick Interest, injured: And praying the Relief of the
House in the Premises.
Ordered, That it be referred to such of the Commissioners of Prizes, who are Members of this House, to
give an Answer to the Matter of the said Petition, in
Writing, to the House.
Leave of Absence.
Ordered, That Mr. Bear have . . . . to go into the
Country, upon extraordinary Occasions.
Committees.
Ordered, That all Committees be revived.
Woollen Manufacture.
Ordered, That Leave be given to bring in a Bill for
the better Improvement of the Woollen Manufacture:
And that Sir Geo. Hungerford, Sir Richard Cocks, and
Mr. Eyre, do prepare, and bring in, the Bill.
Ordered, That it be an Instruction to them, That they
do consider how to make the Act to restore the Market at
Blackwell-hall, to the Clothiers; and for regulating the
Factors there; more effectual.
Distillation from Corn.
Ordered, That the ingrossed Bill to prohibit the Distilling of Spirits, and low Wines, from Corn; and to
prevent the Frauds in Distillers; be read the Third time
upon Friday next, after Twelve a Clock.
Prices's Estate.
Ordered, That Leave be given to bring in a Bill to
enable Edward Price Esquire to transfer a Charge of
1,000 l. for the Use of his younger Children, from an
Estate in the Country of Montgomery, to an Estate in the
Country of Radnor, of a better Value: And that Mr.
Price do prepare, and bring in, the Bill.
Russian Trade.
The House, according to the Order of the Day, resolved itself into a Committee of the whole House, to
consider of the Bill to enlarge the Trade to Russia.

That they had gone through the Bill, and made several
Amendments thereunto; which they had directed him to
