Oct. 3 Comr. Peter Pett, Chatham. Navy Comrs The Victory and Expedition have arrived; has turned over 60 of their men into the Advice and President, and 60 out of the Vanguard, which will complete their number and enable them to discharge their lame soldiers; the men are coming up for their pay. Will expend their beer upon petty warrant, and send up the rest of the provisions. The purveyors ought to take more care to observe orders. Has launched the Advice, and the President is in dry dock. 6

" " Capt. Edm. Thomson, Chester. Navy Comrs Having been at sea 6 months, was constrained to lay his ship on shore for repairs, &c.; had 20l. of Capt. Whitworth for which he has drawn a bill. 9
" 4 Thos. Shewell, Bristol. " Has drawn a bill for 600l. upon the Navy treasurer for stores, &c. supplied to the Nantwich, and desires it may be paid. The ship is not a fast sailer. 10
" 5 Phineas Pett, Chatham. Edw. Hopkins. Has forced 28l. 16s. 8d. from Mr. Randall, on account of 38l. 6s. 8d.; was glad to take it, as it was provided by those who bought the provisions of him, was all he received, and he may become insolvent. The Triumph has come in; if, as it is reported, she is reduced to a 2nd rate, desires warrant to reduce her 18 men borne in ordinary to 9. 11
" " E. Hayward, Chatham. Navy Comrs Has compared Mr. Culmer's receipts and orders for provisions sent from Deal last year with the charge, but cannot discern any error, and has therefore charged the respective ships, whose books he has, with the supplies, and sent the rest to Mr. Kendall. 12
" 6 Thos. White, Dover Account of disbursements in fitting out ships named from 26 April to 28 July 1654, total 363l. 2s. 9d.; and from 12 July to 5 Sept., total 811l. 7s. 9d. Passed 6th Oct. 1654. 13, 13a
" " Wm. Goodson and Wm. Bridge, Yarmouth. Certificate that Nich. Manley, chaplain of Yarmouth, was much persecuted by former bishops, and forced to fly to Holland, and while residing in Rotterdam, was always reputed of godly conversation and sound principles. 14
" " Comrs. for Prize Goods, Plymouth. Adm. Com. Have seized the whalebone embezzled from the Joseph of St. Sebastian, in the house if Wm. Danger who brought it away, and General Blake has sent Newton to Portsmouth. Their messenger, Peter Fox, was nearly killed by Edw. Salmon, Rich. Rowdon, and others, put upon him by Wm. Salmon, who bought it. Also sent their officers to seize some hides and sugar embezzled out of another prize, in the house of Saml. Sargeant at Tregantle, being part of a larger quantity carried away by Ferdinando Popleston, but the constable of Anthony parish, Cornwall, refused to act on their warrant and orders, and obstructed the officers, for which he ought to be made an example of. With depositions in proof of the latter charge. 15,16
" " Anth. Porter, Plymouth. Navy Comrs Sailed from Plymouth on 29th ult., but has been forced back by foul weather. Lost anchors and cables in the Sound, and had great difficulty in getting into Catwater. The captain has written the Generals at Torbay of his condition. 17
Oct. 6 Capt. Rich. Cowes, Cat, Liverpool Water. Navy Comrs Received Jas. Standish, treasurer of Ireland, on board, by order of the Lord Deputy and Council of Ireland, and landed him at Holyhead. Was then to have returned, but losing his anchor and cable in a storm, sailed for Chester, and received supplies from Capt. Jno. Whitworth, for which he has given a bill for 29l. 14s. 10d. Will sail for Dublin the first wind, but if he is to keep out the winter, will want sails. 18
" " Dan. Bradley of Gosport, mariner, Saml. Williams and Thos. Butteresse, of Portsmouth. Depositions before Fras. Holt, mayor of Portsmouth, that the Magdalen of Rochelle and the Small Nut of Olonne laden with salt, brandy, and paper, have been in Portsmouth Harbour nearly a year, and much of their lading has perished, and unless it is forthwith landed, further damage will ensue. 19
" 7 Capt. Alex. Farly, Basing, Tynemouth Haven. Adm. Com. Delivered the 30,000l. to the deputy treasurer at Leith; was then ordered by General Monk to stay for the Bryer, and after delivering her 6 weeks' provisions, sailed, but meeting with a storm off Huntley, put into Tynemouth; will sail for Yarmouth Roads with the first wind. 20
" " Capt. John Whitworth, Chester. Navy Comrs Has been put to straits in supplying captains with money to procure necessaries for their ships, by the absence of Mr. Walley, and as it may often happen, desires instructions. Gave Capt. Thomson 20l., and assisted Capt. Cowes driven in by the weather; encloses their bills. 21
" 9 Chris. Pett, Woolwich. " The Crow will be ready for her stores by the 12th, and a commander ought to be sent down to see to her rigging, &c., as only the boatswain and 2 others have arrived. Is in hand with the Assistance; asks a warrant to send the hoy at Deptford to fetch the timber provided at Arundel by Mr. Shish for the 2nd rate frigate. 22
" " Capt. Saml. Dickinson, Gift, Plymouth. Adm. Com. Will sail to the Downs with the first wind. Has 2½ months' provisions, and the ship and furniture in good condition, but she wants caulking. 23
" " Summary of 10 letters received respecting ships at Plymouth, Portsmouth, Spithead, Liverpool, and Dublin, also of one from Mr. Newbery, that there are 40 tons of iron guns put on shore, and Mr. Strudwick has 45 tons for disposal at 5l. a ton. 24
" 10 Prize Comrs. Adm. Com. Desire order for landing the oil, boxwood, and Spanish wool in the Elizabeth now in the river, which Vice-Adm. Howett certifies is from Bayonne to Havre de Grace, as the wool being hot, dries up the oil; there will be much damage to the goods, and the men are pumping out oil daily. [2 copies.] 25, 26
" " Geo. Payler, Navy Office. [Robt.] Blackborne.] To ask the Commissioners what guns the Great President, Assistance, and Crow are to carry, also the ships for the winter guard, and whether any are to be sent as demanded for the frigate building at Bristol. 27
Oct. 10 Navy Comrs. Adm. Com. The Crow will be ready to take in her sea stores next Thursday, and wants a commander and other officers. 28
" 11 Phineas Pett, Chatham. Navy Comrs As he keeps an account of every ship, can state that the Nonsuch was graved, washed, tallowed, and furnished with stores. 29
" " Capt. Fras. Willoughby, Portsmouth. Adm. Com. The Lamport has arrived at Spithead in the condition mentioned by the captain. Has given order for taking out her masts, and will have a survey. 30

" 13 Chris. Pett, Woolwich. Navy Comrs The Crow wants a commander, and some men to see to her rigging, &c. Asks appointment of Wm. Cooper as purveyor to the yard, many provisions being wanted. Begs directions as to the Horsleydown shallop, which will become a wreck if much longer exposed. Many of the pressed caulkers have not arrived, and some sawyers are required from Mr. Johnson's yard at Blackwall. 32
" " Navy Comrs. Adm. Com. Ordered a furnace for the Jersey long since, and wonder the ship should have to wait, and her captain to make journeys to London upon such frivolous grounds, unless his complaints are merely a colour for coming up. 33

" 16 Chris. Pett, Woolwich " Wants some 4-inch plank, there not being a load in the stores; Mr. Barnes has 60 loads, which Mr. Shish approves of; 3l. 15s. a load might be offered for it, as the price is going up on the report of the building of the 2nd rate ships. 33

" Intended waiting upon them and the treasurer to deliver his imprest bills, but the Warwick and Constant Warwick have arrived, the men are paid and gone, and their guns and stores have to be taken out; as the Providence has also just come in, there is no room for any other. The Assistance at Woolwich wants sails and other stores. 39
" 17 John Morris, Gravesend. " Sends account of men pressed for the Heartsease, since she has been in petty warrant, total 61, 20 of which have run, 5 are discharged, 3 pricked, and 33 on board. 40
Oct. 17 John Morris, Gravesend. Navy Comrs Entered General Penn's squadron into sea victuals, and warned Col. Bellamy's man not to deliver any more provisions, but he nevertheless gave them 2 or 3 days' more. Cannot give any books to the clerks of the check until he has order to enter them into sea victuals; desires orders therein, and also as to mustering, &c. 41
" " Geo. Payler, Navy Office. Adm. Com. Formerly acquainted them with some difference existing in the Ordnance office, and expected its removal. Has not since thought it convenient to act personally in the Tower, but has taken care the business has not been obstructed. 42
" 18 Navy Comrs. " Send the petition of Susan Gladden, relating to the death of Jas. Gladden or Sladden; as it is a matter relating to life, whereof a tender respect should be had, examined Capt. Thos. Thompson, commander of the Crow, but he could not give any information, and what he offers in his own justification displays a great neglect of duty. 43
" " Capt. Fras. Willoughby, Portsmouth. " The Lamport has been cleaned and victualled, and her captain will observe Gen. Blake's orders. Having used the Lyme's mainmast, she will have to wait for those from London. 44

" " Capt. Hen. Hatsell, Whitehall. Navy Comrs Wants hemp, hammocks, deals, and other stores, to be sent by the ship bound with masts from London to Plymouth. 48
" 20 Jno. Ingram Certificate that Anth. Taylor, boatswain's mate of the Crow, was examined by the captain, in the hearing of the company, why he struck Jas. Sladden, when he replied that 4 of the crew ran away, and meeting Sladden, and fearing he was going to do the same, he struck him. On the captain's asking how he was, the surgeon said he had only a small scratch upon his head, and would be well in a day or two. 49
" " Capt. Ja. Terry, and 3 others, the Jersey, Harwich. Adm. Com. Has received the furnaces, ended his business, and has 100 men on board; desires order for sailing. The victuallers at Ipswich threaten to unhorse him for finding fault with their stinking beef; has returned 5 hogsheads as not eatable; some of the masters who surveyed for the victuallers said they would rather meet with a Turk's man-of-war than the State's ships. Edw. Butter, master of the Tomsin of Ipswich, threatened violence if he dared to impress any of his men. With 5 certificates relative to the bad condition of provisions on the Jersey frigate. 50–55

Oct. 20 Thos. Pointer Navy Comrs Petition and letter requesting a recommendation to the Admiralty Committee to be employed as clerk of the check in the Naseby, building at Woolwich, or in the Rainbow, having been in the service for many years, but now out. 57, 58

Navy Comrs Has entered the ships into sea victuals, but continues the mustering as in harbour victuals, on account of the negligence of the clerks of the check and stewards. The captains are unwilling to have their officers' boys discharged. Asks whether to enter them, and continue mustering, and whether the stewards are to give account of their daily expenditure of victuals. 65

Oct. 25 John Poortmans Certificate that by command of Gen. Penn, he drew up an order to the clerk of the check of the Triumph for entering Lieut. Robt. Clay as commander for 5 weeks, he then having served 10, without any captain, which is half pay, and that upon his discharge into the Sovereign, a ticket was given and he paid accordingly. 72

Begs to be excused from further employment, as there is now a peace with Holland, and he has a large family which requires his management. 75
