Sept. 4. 25. Petition of John Hodgson to the Committee for Scottish Affairs, for allowance for freight and loss, being sent with provisions to Sunderland, but unable to unlade them, and forced back to Hull to unlade, losing 2 cables and a boat, value 40l. With order allowing him 40l., and his receipt, 5 Sept. [Also G la, pp. 44, 45.]
Sept. 8. Order of the Committee at Goldsmiths' Hall, that the propositions presented by the sequestration treasurer be debated on Friday.
Also the interest due to Lady Home, for money lent to the Commissioners. [G 2, p. 21.]
Sept. 10. Order of the House of Commons, that [Sir Walter Earle,] Lieutenant of Ordnance provide 200 barrels of powder, with match and bullet, to be sent for the Scots' Army to Newcastle, and that the Committee at Goldsmiths' Hall peruse the treaty, and consider upon what conditions they are to be furnished with ammunition, whether by the State or no, and represent to the House how the same may be paid for. Sept. 10. Order of the Committee at Goldsmiths' Hall, that Messrs. Waring, Herring, and Johnston, contract with Capt. Carr for transporting clothes to the Scots' army. Waring and Herring to provide money to be sent to the Scots' army before the going away of the ship, above the 12,000l. already borrowed. [G 2, pp. 21, 22.]
Sept. 11. Order of the House of Commons, that the Lieutenant of Ordnance provide and send away the powder and ammunition for the Scots' Army, and that the Committee at Goldsmiths' Hall provide money for paying for the same. [G 1, p. 15.]
Sept. 13. Order of the House of Commons, that the Committee at Goldsmiths' Hall have power to compound with delinquents for their estates, in order to the raising of 15,000l. with all speed, for a month's pay for Lord Fairfax's army; [Wm.] White, agent to Lord Fairfax, to attend the committee concerning it. Declaration by the Estates of Parliament of Scotland of the receipt, by their commissaries in London, Rob. Barclay and John Campbell, from the Committee at Goldsmiths' Hall, of the balance in full of 30,000l. arrears due to the Scots' army in Ireland, 7,280l. being paid by Sir John Ruthven, as due from him to the Countess of Hume, in respect of surety given by the Committee at Goldsmiths' Hall to her for that sum, and the rest sent by ships in chests. Sept. 13. Order of the Committee at Goldsmiths' Hall, that Sir Walter Earle, Lieutenant of Ordnance, tell Mr. Alexander, Mr. Shute, and Mr. Johnston, and the Goldsmiths' Hall treasurers, what he has done on the Order of the House of Commons of 10 Sept., the names of those who will furnish the provisions, and the prices, that they may be sent away, and the treasurers pay according to contract. Sept. 17. Order of the Committee at Goldsmiths' Hall, that Mr. Avery, one of the sequestration treasurers, state the business of the 1,500l. in the hands of Sir Thos. Soame, and the 500l. in those of Mrs. [Anne] Parker, with the obstruction in their collection, and report to Mr. Ashe, who will report to the House. [G 2, p. 24.]
Sept. 20. Order of the Committee at Goldsmiths' Hall, that all persons fined by the House who have not appeared before this committee, or paid or put in security for payment, appear next Tuesday, or in default their lands will be sold.
That Mr. Ashe report to the House the Committee's engagements, and that they can proceed no further till the ordinance be passed for sale of lands, and to enable them to raise moneys; and to press some speedy course to uphold the credit of this Committee, or the business must fall, and no money will be raised either for one army or the other.
That the treasurers have the same power for raising 5,000l. for Lord Fairfax's army as for a present supply for the Scots, and are desired to provide
That the sequestration treasurers prepare 4,000l. against Tuesday, to satisfy the debt to the Countess of Home. [G 2, p. 25.]
Sept. 24. Order of the House of Commons, that [Roger] Hill be added to the Committee at Goldsmiths' Hall. [G 1, p. 15.]
Sept. 24. Warrant by the Committee at Goldsmiths' Hall to their treasurers to send on board the Samuel Justina, Rob. Carr, master, 82 packs of clothes, 28 of linen, 100 barrels of powder, shot, match, &c., for the army at Sunderland.
Pass for Thos. Bedell, of the Hector, carrying 15,000l. to the Scots' army near Sunderland.
Pass for Capt. Rob. Carr, carrying provisions to the said army.
Warrant to the treasurers of Goldsmiths' Hall to send on board the Hector 15 chests of silver, containing the 15,000l. [G1a, p. 46; 2, pp. 26, 27.]
Order of the said Committee, referring the note of Col. Covert, Thos. Dunstall, and Mr. Maynard to the sub-committee at Guildhall, according to the order of the House of Commons of 27 August, relating to passes. [G2, p. 28.]
