Nicolson's Petition.

THE Petition of Mr. Nicolson, a Prisoner in the Fleete, for indiscreet Words spoken by him against the Parliament, was this Day read; and nothing done upon it.

Affairs in Lincolne.

A Letter from Sir Edw. Aiscoughe, Mr. Grantham, and Mr. Ellis, from Lincolne, of the Seventeenth of December, concerning the State of their County, in regard of a Clashing between the Orders of this House and of the Committee for the Safety of the Kingdom, concerning the Disposing of Monies raised in that County.

Sheriffs of London.

Lord Mayor informs in House, That the Sheriffs of London are at ....

Safety of the Kingdom.

Ordered, That the Debate and Consideration of the Committee for the Safety of the Kingdom shall be considered of To-morrow Morning at Nine of Clock: And that the particular Members of that Committee do attend here at the same time.

Habeas Corpus.

Ordered, That Judge Bartley be required to grant a Habeas Corpus for the Removing of the Bodies of Henry Morgan, Rice Davies, and Jo. Gawler, now in his Majesty's Gaol at Cardiffe, in the County of Glamorgan, committed thither by Mr. Bassett, the High Sheriff of the said County of Glamorgan.

London Petitions.

The Sheriffs of London, and divers Aldermen and Common Councilmen came, and, at the Bar, presented Two Petitions, by the Command of the Lord Mayor, Court of Aldermen, and Common Council; One to his Majesty, and another to both Houses.

The Petition to both Houses; and likewise the Petition to his Majesty; were both read. And the Lord Mayor, being present, did affirm, That this was the Petition of the Mayor, Aldermen, and Commons of the City of London; and this they did and would avow, this and none other; and did desire the Approbation of this House.

Resolved, upon the Question, That this House doth well approve of these Petitions; both the One to his Excellent Majesty, and the other to the Lords and Commons.

Resolved, &c. That this House holds it fit, that the Petition addressed unto his Majesty be sent unto his Majesty according to the Address.

Mr. Speaker returned this Answer to the Lord Mayor, Sheriffs, and Aldermen; "That this House had read and considered of both their Petitions; and approve of them both in the Manner and the Matter: And for which the House hath commanded me to give you hearty Thanks: They intend to communicate this to the Lords; and then you shall.... further Answer."

"They approve well of your Proceedings against those that occasioned the late Tumults about a Petition; and give you Thanks for your Labours in it."

Removing Prisoners.

Ordered, That the Prisoners committed to Crosby House and Gresham College shall be removed to Lambeth House, there to be kept in safe Custody: And that Doctor Laiton shall be the Keeper of that Place.

Tumults, &c. in London.

Ordered, That the Bodies of such Persons as have been examined before the Lord Mayor or Sheriff, as Persons suspected to have been active in the late Tumults in London, or as have been bailed or bound over by my Lord Mayor to the next Sessions, to answer the Crimes objected against them, shall be committed in safe Custody as Prisoners to Lambeth House: And that Colonel Manwaring be required forthwith to apprehend them; and to carry them thither, to be kept in safe Custody accordingly.

Ordered, That it be referred to the Committee for Examinations, to examine and consider of the Facts of those Men bailed by the Lord Mayor, as aforesaid: And likewise the Fact of these Men presented this Day in a List: And likewise the Facts of these Men against whom Information was formerly given to the House.

Securing Persons in London.

A Copy of the List presented by some Citizens, together with their Reasons:

Rich. Norton, Stephen Belton, Henry Mosse, Wm. Gomelden, Edw. Carleton, Edm. Beane, Tho. Frere, Wm. White, John Swaile, Charles Jennings, Mr. Rushell, Lieutenant Crosse, Jo. Adams, Paul Pindar, Fred. De Bousy, Mr. Harding in Bishopsgate-street, Zachary Baggs, senior, Zachary Baggs junior, Mr. Trevilian Dyer, Mr. Trussell Mercer, Mr. Syms Vintner, Deputy Clarke, Mr. Banks Vintner, Christopher Maynard, Peter Jones, Mr. Fowke Mercer, James Medlicott, F. Kempe, Rich. Ray, Mr. Young, Valentine Beale.

The Reasons why we desire these Persons above named to be secured, are these; viz.

1. That my Lord Mayor hath received a Letter from a Person of Quality, that there is a Design on Foot to set all the Prisoners at Liberty.

2. Informations from the King's Army, from a good Hand, certify, That when this Loss of Winchester came to the Court, it was then upon Debate what their Party should do in London; whether this would not daunt their Spirits: It was replied, That the Letting out of those Multitudes in the Prisons in and about London would recompense that Loss, and sufficiently encourage their Party to carry on their Design.

3. Depositions tendered to the Lord Mayor, that some of the Persons within named were practised withal to seize the Tower, and to make use of it for their own Advantage.

Receivers for Lincolne.

Ordered, That Sir Edward Ascough, Mr. Grantham, and Mr. Ellis, shall receive all such Monies in the County of Lincolne as they are assigned to receive by Orders of both Houses, and employ them according to the Directions of these Orders; notwithstanding any former or latter Order of any Committee.

Letter to Earl of Lincolne.

Ordered, That Mr. Nicholl do write a Letter to the Earl of Lincolne, to desire him to rest satisfied with the Orders of both Houses, concerning the Disposing of the Monies in the County of Lincolne: And that he would notwithstanding go on with his Levies: And that this House would take some Course to reimburse him such Monies as shall be disbursed by him upon these Levies.

State of Yorkeshire, &c.

Ordered, That Mr. Boxholme and Sir Tho. Hutchinson, and Mr. Millington, do forthwith repair unto the Lord General; and they, together with the Yorkshire Gentlemen in the Army, to represent unto his Excellency the State of the Counties of Yorkshire, Lincolne, and Nottingham: And to desire his Lordship, that he would please to advise what Course is best to be taken to save those Counties from plundering; and to oppose the Passage of the Popish Army under the Command of the Earl of Newcastle: And that it be likewise represented to my Lord General, to spare the Person of my Lord Willoughbey of Parham to go down into Lincolneshire.

Ordered, That Sir Wm. Armyn be injoined to repair into the County of Lincolne, to join with the Committee there.

Naval Affairs:

Ordered, That the Consideration of Captain Bartlett's Two Pinaces, this Day reported from the Committee for the Affairs of Ireland, be referred to the Committee for the Navy.

Lords agree to Orders.

A Message from the Lords, by Serjeant Glanvell and Dr. Bennet;

That the Lords have agreed to all the Orders sent up upon Saturday, without any Alteration.

Assessment of Members.

Ordered, That the Committee for the Propositions, where Mr. Trenchard has the Chair, be appointed to rate and assess the Members of this House: And that Sir Thomas Barrington do go up to the Lords, to acquaint their Lordships, That this House has appointed a Committee for the Taxing of their Members; and to desire their Lordships to take some Course for the Assessing of their Members and Assistants.

Norfolk, &c. Association.

He likewise carried up to the Lords, The Association and Instructions for the Counties of Norfolk, Suffolk, &c.

Warrant to Wye.

Ordered, That Captain Edw. Wye shall have Mr. Speaker's Warrant to go to his Majesty, and return, to desire Satisfaction for Ordnance and Powder delivered into the Fort of Galloway.

Cinque Ports.

Ordered, That it be referred to Sir Edward Boyse, Governor of Dover Castle, to take Care of the Cinque Ports, and their Members, to prevent the Mischief that daily arrives by the Exportation of Horses, and by the Coming in of Strangers; and such other Inconveniences as happen by the Neglect of the several and respective Clerks of the Passages, and their Deputies: And to appoint such Officers as may look well to the Passages.

Prisoner released.

Resolved, That Sir Wm. Denney, now in the Serjeant's Custody, shall be forthwith released from any further Restraint or Imprisonment.

Resolved, That Mr. Claxton, a Minister, a Prisoner by the Order of the House, be forthwith released from any further Imprisonment.

Payment to Bulstrode.

Ordered, That the Treasurers for the Propositions at Guildhall, do satisfy the Warrant from the Committee for the Safety of the Kingdom, to Colonel Bulstrode, out of the Monies that now are in the Hands, or next shall come to their Hands.

Buckingham &c. Association.

Ordered, That Hartfordshire shall be put into the Association of Buck', and join with an Association with that County.

Transham's Loss.

Ordered, That it be referred to the Committee for the Navy, to examine and consider the Loss of John Transham, Bargeman, that had his Barge and Tackle blown up, when the Business was at Brantford; and to consider of some way for his Relief; and to report it to the House.

City Petitions.

Mr. Glyn carried up to the Lords the Petitions from the City to his Majesty, and the Lords and Commons; and the Votes passed this House upon the Delivery of the said Petitions.

Western Counties.

Ordered, That it be referred to the Committee for the Western Counties, that those Forces that are already assigned * * * * by my Lord General: And that they shall have Power to dispatch them away forthwith by the best Means they can.

Holles' Commission.

Sir John Bamfeild, and Sir John Northcott are appointed to go to my Lord General, to desire his Excellency to grant a Commission forthwith to Mr. Holles, according to the Votes of both Houses.

Answer from Lords.

Sir Thomas Barrington brings Answer, That the Lords have appointed a Committee of the whole House to consider of the Assessing of their Members and Assistants: And, as to the Instructions and Association for the Counties of Norfolk, Suffolk, &c. they will send Answer by Messengers of their own.

Instructions for Lancashire.

Mr. Rigby reports, That the Lords, as to the Instructions for Lancashire, they will send Answer by Messengers of their own.

Preparing Arms.

Ordered, That Mr. Pennoire shall be appointed to prepare a Thousand Arms for my Lord of Kerrie's Regiment: And that he shall be paid out of the Adventurers Money.

Defence of Glocester.

Ordered, That the Treasurers for the Subscriptions in the City and County of the City of Glocester, and County of Glocester, do detain in their Hands Five hundred Pounds of the said Subscription Monies, to be employed for the Satisfaction of the Monies expended and laid out upon the Fortifications, and other Provisions for the Defence of the said City and County.

Lieutenant of the Tower.

Ordered, That the Committee for the Tower do consider how the Lieutenant of the Tower may be satisfied the Charges he has been at with the Traitors of Ireland, committed to the Tower; and likewise consider what Allowance shall be made unto them for the future.

Cole's Regiment.

Ordered, That the humble Petition of Wm. Cole Knight, and Colonel, in the Behalf of Himself, his Regiment, and Troop, lying in Eneskellen in the County of Farmanaugh, be specially recommended to the Committee for the Affairs for Ireland; to take it into a speedy Consideration for his Relief; and to report it to the House.

Money for Service of Ireland.

Ordered, That the Receivers of the Adventurers Money, upon Subscriptions for Lands in Ireland, do forthwith pay unto Nicolas Loftus, Deputy Treasurer at Wars for Ireland, or his Agents, the Sum of Five thousand Pounds, to be kept apart, in the Treasurer's at War's Hands, and issued forth by the Lord Lieutenant's of Ireland's Warrants for incident Charges, to be expended in the Wars of Ireland.

Ordered, That Nicolas Loftus, Deputy Treasurer at Wars for the Kingdom of Ireland, or his Agents here, do forthwith pay, or cause to be paid, out of such Monies as shall be remaining in their Hands, by Order of Parliament; for the Support of the Wars in Ireland, the Sum of One thousand Five hundred Pounds, unto Robert Earl of Leicester, Lord Lieutenant of that Kingdom, and General of his Majesty's Army there, or his Agent, for his Allowance of Ten Pounds per Diem, as General of that Army, for an Hundred and Fifty Days, beginning the Twenty-fifth Day of July last, and ending the One-and-twentieth of this instant December, inclusive.

Sir Robert Parkhurst carried up these Orders: And was likewise to move the Lords to expedite the Declaration carried up to their Lordships at a late Conference.

Silkstone Vicarage.

The humble Petition of John Spofford Clerk, desiring the Vicarage of Silkston in the Diocese of Yorke, now void, to be conferred upon him, was this Day read: And

It is Ordered, That an Ordinance be drawn by Sir Wm. Strickland, to enable the said Spofford to exercise his Function, and supply the Cure in the said Vicarage; and to receive the Profits, until the House take further Order; with a Prohibition to the Bishop of York, and to the Archdeacon, not to present or grant Institution to any other.

The Tower.

Ordered, That Sir Henry Mildmay and Mr. Holland be added to the Committee for the Tower.

Pass for Luke, &c.

Ordered, That Mr. Oliver Luke, Mr. Ralph Freeman, and Mr. James Morvatt, their Governor and Servant, shall have Mr. Speaker's Warrant to pass over Sea.

Ship to be stayed.

Ordered, That the Ship Angell, whereof Captain Perry is Master, shall be forthwith made Stay of, and brought up again to London: And all Captains at Sea, or of any Port or Sea Town, are hereby required to take a special Care in the speedy Seizing and Bringing up the said Ship.

City Petitions to the King.

Mr. Glyn brings Answer, That the Lords do agree with this House in the Votes concerning the Approving of the Petitions delivered by the City, and of Sending of it to his Majesty.

City Petition.

Sir Henry Mildmay is appointed to go to the Lords, to acquaint the Lords, That the Citizens, upon the Occasion of the Delivery of this Petition, styled, "The Petition of the Mayor, Aldermen, and Common Council of the City of London," did there affirm, That they did avow no other Petition to be the Petition of the City than this.

Sufferer by Plunder.

Upon the humble Petition of Richard Watts of Farnham in the County of Surrey, complaining that he was plundered and robbed of all he had, by Mr. Denham, Captain Brodnox, Captain Hudson, and others;

It is this Day Ordered, That the said Watts shall have Satisfaction out of the Estates of the said Denham, Brodnox, Hudson, and others: And has Power to seize any of their Goods, till he be satisfied the Sum of One hundred and Fifty Pounds, being the Value of the Goods taken from him by them, as by Certificate appears: And all Persons are required to be aiding and assisting to him for the Seizing of so many Goods as shall amount to the Sum of One hundred and Fifty Pounds.

Southwark Guard.

THAT whereas, by a late Ordinance of both Houses of Parliament, it was appointed that Courts of Guards, Posts, and Chains, should be erected in the Borough of Southwarke; and that a competent Number of the Trained Bands and Volunteers, listed under Command in the said Borough, and adjacent Parts, should be appointed by the several Captains, to keep a constant Watch or Guard, by Day and by Night, for the Safety of the same: Now, whereas the Houses are this Day informed, that divers Persons ill-affected to the Publick Safety, do refuse to give their due Attendance on the said Service, It is this Day Ordered, by the Lords and Commons in Parliament, That the several Captains of the Trained Bands, and Companies of Volunteers, in the said Borough, shall have Power to command and appoint a competent Number of the said listed Soldiers to keep a constant Watch, or Guard, both by Day and Night; such as, in their Discretions, by Agreement amongst themselves, shall be thought necessary for the Safety of the said Borough: And if any Soldier, warned to give his Attendance, either by Drum or otherwise, shall refuse to make his due Appearance; or, being come, shall not carefully and duly attend the said Service, according to the Direction of the said Captains, or their Officers, That, for every such Misdemeanour, the Party so offending shall forfeit and pay the Sum of Two Shillings and Six Pence to the Officers then attending; who is therewith to hire others, for the Discharge of the said Service: And in such Case, where divers Parties are listed to One Arms, every Party shall contribute proportionably, after the Rate of Two Shillings and Six Pence for Day and Night, for what is past, and shall be to come: And that those Soldiers who, as Soldiers, give their personal and due Attendance on the said Guards, shall, during this Occasion, be, in respect thereof, exempted from their other Attendance of Watching in the said Borough as Inhabitants.

Ordered, That the Lords Concurrence be desired herein.

Norwich Subscription, &c.

It is this Day Ordered, by the Commons now assembled in Parliament, That the Deputy Lieutenants, and Committee for the Propositions, or any Three of them, of the County, City and County, of Norwich shall have full Power and Authority to summon and call before them Mr. Augustine Blomefield, Mr. Tho. Weld, Mr. Rich. Oakes, Mr. Augustyn Brigges, Mr. Wm. Cade, W. Hardingham, Mr. John Salter, Robert Brooke, John Manser, Hamon Thurston, Tho. Richman, Francis Pendleton, Mr. Charles Rawlyns, Mr. Tho. Aldham, Mr. Samuel Hasnett, Jo. Pulham, Augustyn Culler, John Whitefoote Clerk, Tho. Cokes Clerk, Thomas Disseplyne Clerk; and to propound unto them the Propositions for Subscription Money: And if they shall refuse to subscribe, then the said Committee and Deputy Lieutenants are required to disarm and secure their Persons in the Country: But, if they shall submit and conform themselves, then the said Committee and Deputy Lieutenants shall have Power to receive their Subscriptions; and likewise to release them .... be secured, when they shall conform. And it is farther Ordered, That the said Committee and Deputy Lieutenants shall have Power to release Mr. Jo. Daniell Alderman, Mr. John Osborne Alderman, Justitian Leiving Doctor, Mr. Knight Register, John Kettle Basketmaker, Edward Wyer, Mercer, from any Trouble or Molestation of the Warrant, whereby they were sent for, as Delinquents; they contributing upon the Propositions as shall be thought fit by the said Committee and Deputy Lieutenants.
