Privilege.

SIR Wm. Alford returned of a Jury this Day in the Common Place, to have Privilege of Parliament not to serve; and a Letter to be written, by Mr. Speaker, to the Judges, that, be not amerced for his not Appearance.

Charge against Burgesse, &c.

The Committees for Burgesse' Charge, and Dr. Manwaringe's, to meet this Afternoon in the former Places, at Three of the Clock.

Ly. Nevyll's Jointure.

L. 1a. An Act for an Assurance of a Jointure to Dame Frances, Wife of Sir Tho. Nevyll Knight, Son and Heir apparent of Sir Henry Nevyll Knight, Lord Bergaveny, and to enable the game Lord, and Sir Thomas, to sell certain Lands, for Payment of their Debts, and Preferment of their younger Children.

Billetting Soldiers.

Sir W. Earle reporteth from the Committee for Examination of the Complaints against Deputy Lieutenants, the Business concerning Sir Jo. Stoell, and Mr. Waldron. - The Complaint appeareth in the Report before, upon which they were sent for. -

Two Witnesses only produced before the Committee, to prove the Complaint; and those, Two of the Complainants, Powell and Trowbridge. These testified, the billet-ted Soldiers well satisfied, till changed by Sir Jo. Stoell and Mr. Waldron. That Sir Jo. Stoell had solicited most of the Town for double Voices, and a Man of his moved them to that Purpose; and that his Man took Offence at it, at the very Instant, and afterwards gave foul Language to some of the Town about it. - The Warrant produced for the particular Billetting. - That more substantial Men of the Town, of Sir Jo. Stoell's Acquaintance, spared, where these charged. -

Trowbridge affirmed, that a Soldier having abused him, he sent to Sir Jo. Stoell for Relief, and had no Help, but a Reproof. -

In Answer hereof. Sir Jo. Stoell proved, by Sir Rich. Greenvyle, the Colonel, and a Lieutenant, that they were not accommodated well. -

That he made not this Change, upon any Spleen, he proved by two Letters from the Lords, requiring their better Accommodation; the One dated before, the other after, the Election. -

That his coming to the Town was by the Mayor's own Intreaty, to take the Envy off from the Mayor, in placing the Soldiers. -

That, for Mr. Browne, he knew him not then to be a Member of this House : As soon as he knew it, he gave Order, he should by no Means be placed there. That the Soldier to have been placed with Mr. Browne, was not in the Town a Week before, nor ever was in the House. -

The Committee of Opinion, that Sir Jo. Stoell had done nothing against the Privileges of this House.

Upon Question, Sir Jo. Stoell and Walrond, to be discharged from any further Attendance in this House, till the further Pleasure of this House.

Collection for Officers of the House.

The Note of Allowance to the Clerks, and other Officers, out of the Collection of the House, read. The Note allowed.

The former Committee to examine what Members of the House now paid not the last Time: And they ordered to pay.

Out of the Remainder of the Collection this Parliament, yet uncollected, and out of the Arrearage last Parliament, 10l. more to the Clerks of the Tower, for Augmentation; and to Crompton 10l. and 40s. to Mr. Bradshaw, if so much can be gotten: If it shall fall short, then to be paid proportionable; if any Remainder, to be divided between the Clerk and the Serjeant.

Sir Nath. Rich, Mr. Pymme, Mr. Alford, Sir Ro. Pye, Sir Francis Barrington, Sir Tho. Hobby, to consider; and report, what the best Course to compel those not now of the House, to pay the Arrearage of Contribution last Parliament.
