L. 1a. AN Act for the Reversal of a Decree in the Court of Wards and Liveries, against John Estofte Esquire,concerning, and for the Assurance of, certain Manors, Lands, and Tenements, therein and hereafter mentioned, unto the said John Estofte, and his Heirs, for ever.

Grievances.

Sir Edw. Coke reporteth the Case of the Brewers, concerning the 4d. upon a Quarter of Malt, brewed within London, and Four Miles. -

That agreed by the Counsel on both Parts, that this against the Law. -

That the grand Committee have voted this a Grievance, in the Creation, and Execution.

The King's Counsel to have Day peremptorily upon Saturday, to make Defence in the House; or else to proceed to Resolution.

Powder &c.

The Scarcity, Dearness, and other Abuses about Powder, to be examined by a Committee; and what hath become of the Powder, upon Return of the Fleets. Power given, to send for the Keepers of the Store, and Clerk of the Deliveries, and all Officers of the Ordnance, to know, what became of the Powder carried out, and what Store left: And that this Committee have Power to enquire of the Conveyance of Ordnance beyond the Seas; how much, and whither.

That Mr. Burlimachi hath a Warrant for sending away yearly 400 Ton of Ordnance, and Shot and Carriages.

Sir Ben. Rudyard returneth Answer from the Lords, that they have appointed Two of the Clock this Afternoon, for the Conference, in the Painted Chamber.

Trade.

Sir D. Digges reporteth from the Committee for Trade.

- Our Ships our only Bulwark. - Two generals : 1. The great Decay of Trade, the Nurse of our Shipping ; the Neglect of the Settling of Tonage and Poundage ; and of Impositions, &c.

2ly, The not Guarding of the Seas. - Great Decays of our Shipping, and Men. Of Ships, of above 100 Ton, between Dover and Berwicke, 248 good Ships lost. -

The Causes, besides the Decay of Trade, Three : l. Errors before Employment of Ships. Ships stayed, when ready to go out; sometimes taken for Service, sometime embargoed. -

Their Mariners taken from them: Thrust, by this Means, into Winter Voyages, with few Men. Great Shipwreck by this Means. -

An irregular Course in pressing Mariners, in the North and West Parts. The Fishing Trade now given over. Great Corruption in Pressing. Where 3,000 Mariners heretofore, now not 500. -

Want of sufficient Pay, for Wages, and Freight. Mischiefs upon our Ships and Men abroad: Commanded by young and unexpert Commanders : Not good Provision for sick Men in the Voyages : Long Journies to the Mariners : Ill-clothed: Long kept, then infect the Ships : Clothes provided for them, but not delivered, till shipped ; and before that Time, for want of them, infected.- -

Employment in Winter Voyages a great Decay of our Men, and Shipping. -

Inconveniencies after the Employment: Not paid, either for Ships, or Wages for Men, after their Return. This hindereth new Building of Ships, and Repairing of Ships. Where Sixteen in One Year new built, now in Three Years not above Eighteen. - Build now unserviceably, that they may not be taken. -

1. Remedy for settling Trade by Bill of Tonage or Poundage: The Encouragement of Traders : Defence and Guard of the Sea. -

Three Points propounded, for Remedies: 5s. per Ton allowed to every Ship, above 100 Ton : Now would have it for 150: To be duly paid: Proof to be made hereof in the Admiralty: Certificate from thence, and then Payment by some certain Officer. -

The Increase of 2 s. per Ton, to 3 s. for Freight of Ships : The Tonage to be agreed upon, before they go out, by Agreement with the Officers. -

Consideration, how the Arrearages to the Mariners, and Owners of Ships, may be paid : This to be done out of these Subsidies; and his Majesty, for the future, to publish, where, and of whom, they shall be paid.
