Wednesday, June 3. Present:— Earl of Shelburne, Mr. Jenyns, Mr. Eliot, Mr. Bacon, Mr. Yorke, Mr. Rice, Lord Orwell, Mr. Gascoyne.

Plantations General.

The draught of a representation to his Majesty upon several parts of the letter from the Earl of Egremont, mentioned in the preceding minutes, was laid before the Board, agreed to, transcribed and signed, as was also a letter to his Lordship inclosing the same.

Read a letter to Mr. Pownall from Mr. Jenkinson, Secretary to the Lords Commissioners of the Treasury, inclosing a memorial of Colonel Alexander McNutt, containing proposals for transporting foreign Protestants to America, on condition of having a grant of lands in the Island of St. John's, in the proportion of fifty acres for every such Protestant so transported, upon which memorial the Lords of the Treasury desire the sentiments of this Board.

Ordered, that the Secretary do acquaint Mr. Jenkinson, for the information of the Lords of the Treasury, that it is the opinion of this Board, that, if Mr. McNutt's proposals have reference to the transporting foreign Protestants in general without limitation, it would not be adviseable to comply with it, but, if it refers only to a limited number come over here upon encouragement from Government, it may be reasonable to comply with it, except as to granting the lands in St. John's, which their lordships think may tend to a monopoly inconsistent with the publick interest.

Virginia.

Their lordships took into consideration the two Virginia laws, mentioned in the minutes of the 20th of May, and several merchants of the City of London trading to Virginia attending without, as also the agent for the colony, they were called in, and their lordships having heard what the merchants had to offer in objection to the Act for relief of insolvent debtors, and also what the agent had to offer in support of it, they were ordered to withdraw, and, after some time spent in the consideration of this law, their lordships ordered the draught of a representation to his Majesty to be prepared, proposing the repeal of it.

Their lordships then took into consideration the Act for ascertaining the election of burgesses, regulating their priviledges and limiting the duration of Assemblies; and the agent being called upon for what he had to offer in support of it, he acquainted their lordships, that he expected soon to receive instructions from his constituents upon this Act, and moved them to postpone the consideration of it for some little time longer, which their lordships (observing that the Act had a clause suspending its execution till the King's pleasure was known) consented to, and then the agent withdrew.

Nova Scotia.

The draught of a representation to his Majesty, proposing the confirmation of an Act passed in Nova Scotia in July, 1761, to enable creditors to receive their just debts out of the effects of absconding debtors, having been prepared pursuant to order, was agreed to, transcribed and signed.

Barbados.

Read a memorial of Joshua Sharpe, sollicitor for the Provost Marshall of Barbados, praying that an early day may be fixed for hearing what he had to offer in objection to an Act passed in that island in 1762, by which the said Provost Marshall thinks himself aggrieved.

Ordered, that the Act be taken into consideration on Tuesday, the 12th of July, and that the Secretary do give notice thereof to the memorialist and to the agent for the island.

South Carolina.

The Secretary, at the request of the agent for South Carolina, moved their lordships for an extract of the minutes of the Council of South Carolina in 1762, which was granted, and the extracts ordered to be made and delivered to the agent.

Virginia.

The Secretary laid before the Board the following papers received from the merchants of the City of London trading to Virginia, containing the sentiments of the merchants of Bristol, Liverpool and Glasgow upon the Virginia Insolvency Act, viz.

Letter from Mr. George Brown to W. T. Beckerton, Esquire, dated Glasgow, the 17th of June, 1763, inclosing petition of the merchants of Glasgow to the Board against the Act passed in Virginia for relief of insolvent debtors.
Letter from Messrs. Farrel and Jones to Mr. Beckerton, dated Bristol, the 19th of June, 1763, containing the sentiments of the merchants of that city upon the Act passed in Virginia for relief of insolvent debtors.
Letter from Mr. Charles Goore to Mr. Beckerton, dated Liverpool, June 19th, 1763, inclosing the opinion of the merchants of said place respecting the Act passed in Virginia for relief of insolvent debtors.
