Thursday, November 25. Present:—Mr. Jenyns, Mr. Gascoyne, Mr. Jolliffe.

The Earl of Dartmouth, one of His Majesty's principal Secretaries of State, attends.

Africa.

Read a letter to the Secretary from William Eden, Esquire, under Secretary of State in Lord Suffolk's Department, inclosing, for the information of the Board, an extract of a letter from His Majesty's Minister at the Court of Portugal in respect to the claims of the Dutch with regard to Portuguese vessels trading from the Brazils to the coast of Africa.

Their Lordships then read and considered the draught of an answer to the memorials delivered by the Commissaries of the West India Company of the United Provinces in respect to the dispute upon the coast of Africa.

The Committee of the Company of Merchants trading to Africa attending, the said draught of an answer was read to them, and they expressed their intire satisfaction therein.

Mr. Roberts, heretofore a servant of the late Royal African Company of England, attended, and was examined touching the pretension of the Hollanders to a right of possession of Appolonia, and he communicated several facts tending to evince the futility of such a pretence, and to shew that the Hollanders never had any possession to windward of the River Ancobre.

Plantations General.

Read an Order of the Lords of the Committee of Council for Plantation affairs, dated October 28th, 1773, directing this Board to prepare draughts of additional instructions to the Governors of His Majesty's Colonies in North America, except Quebec, conformable to a sketch annexed, containing regulations for laying out, allotting, and granting His Majesty's lands in the said Colonies.

The draughts of additional instructions, conformable to what is annexed to the above Order, having been prepared, were approved, and a report thereupon to the Lords of the Committee of Council was signed.

New Hampshire.

Read an Order of His Majesty in Council, dated the 8th of October, 1773, dismissing the complaint exhibited by Mr. Livius against Governor Wentworth.

Grenada, Dominica.

Read a report of the Commissioners for sale of lands, dated July 19th, 1773, relative to their proceedings in the execution of the duties of their office.

Barbados.

Read a letter from the Honourable Edward Hay, Esquire, Governor of Barbados, to the Board, dated August 25th, 1773, transmitting Acts and other publick papers, and containing remark on the said Acts.
Abstract of all persons born, christened and buried in Barbados from January 1st to December 31st, 1772.
Treasurer's return of the number of slaves imported into Barbados from August 11th, 1772, to August 11th, 1773.
Storekeeper's return of powder received from 11th August, 1772, to 11th August, 1773.
Four Acts passed in July and August, 1773.

Read a letter from Samuel Rous, Esquire, President of the Council of Barbados, to the Board, dated August 31st, 1773, transmitting,
List of the Members of the Council of Barbados, August 21st, 1773.
Minutes of Council from September 4th, 1772, to June 8th, 1773.
Minutes of Assembly from August 2nd, 1772, to May 25th, 1773.
Nine Acts passed in November and December, 1772, and January, February and April 1773.

Jamaica.

Read a letter from John Dalling, Esquire, Lieutenant Governor of Jamaica, to the Board, dated September 6th, 1773, in answer to one from their Lordships of the 27th of May last, notifying the resignation of Messrs. Harrison and Welch, and the death of Mr. Scott, Members of His Majesty's Council for Jamaica, and recommending Digby Dennis, Esquire, to be of the said Council.
Names of the Members of His Majesty's Council of the Island of Jamaica.

Representations to His Majesty were signed, recommending the following persons to be appointed of His Majesty's Councils in several of the Colonies, vizt.:
Antigua.
Francis Farley, John Gray and William Mackinnen, Esquires, to be of the Council of Antigua.

Nevis.
Robert Pemberton, Esquire, to be of the Council of Nevis.
St. Christopher's.
Thomas Thomas, Esquire, to be of the Council of St. Christopher's.
East Florida.
Francis Levett, Esquire, to be of the Council of East Florida.

James Burrow, Esquire, to be of the Council of Nova Scotia.

Plantations General.

Their Lordships considered several applications of persons interested in leases of lands in the Ceded Islands, for their Lordships' approbation and allowance of assignments of the said leases to British subjects, and it was ordered, that the Secretary should certify their Lordships' approbation of such assignments, vizt.:
Dominica.

Assignment by Jacques Monboucher of a lease of land in the Island of Dominica containing eleven thousand one hundred and seventy square feet to any person being a British subject.
Assignment by Catherina Guerin Aubert of a lease of nine acres of cleared and one acre of uncleared woodland in the Island of Dominica to Jean Baptiste Lafouade.
Assignment by Lewis Isaac Judah of a lease of land containing five thousand two hundred and eight square feet in the Island of Dominica to Benjamin Sykes and Benjamin Sandford.

Their Lordships made a further progress in the consideration of the draught of an answer to the memorials of the Commissaries of the West India Company of the United Provinces:

To be taken into further consideration on Thursday, and the Committee of the Company of Merchants trading to Africa to attend.

Trade.

Their Lordships took into consideration the state of the trade of this Kingdom.

Ordered, that the Secretary do write to the Secretary to the Commissioners of the Customs, desiring that the two following accounts may be prepared and transmitted to this Board, vizt.:
An Account of the number of ships which have cleared from England from Christmas, 1753, to Christmas, 1772, specifying from what ports they have cleared, and to what ports they were bound; as also an account of the tonnage of the said ships, distinguishing what ships were British, and what were foreign.
An Account of the value of goods exported from England from the year 1768 to the year 1772, distinguishing each year, and the places to which exported.
