Tuesday, December 3rd. Present:—Mr. Jenyns, Mr. Gascoyne, Lord Robert Spencer, Mr. Eden.

Lord George Germain, one of his Majesty's principal Secretaries of State, attends.

Mr. Hambrough, mentioned in the minutes of last meeting, attended according to desire, and having submitted to their lordships such papers as he had to produce in justification of himself touching the charges transmitted to the Board by Mr. Cottrell, the said papers not appearing satisfactory, promised to procure and exhibit to the Board a full and proper certificate of the gunpowder shipped by him to Havre de Grace having been faithfully applied to the purposes of its exportation.

Africa.

Read a copy of a petition presented to Parliament by the Committee of the Company of Merchants trading to Africa, dated the 2nd of December, 1776, communicated to the Board by the said Committee, praying a grant of such sum for the necessary support and maintenance of the forts and settlements on the coast of Africa; and also for repaying their officers and servants there the money advanced by them, stated in the minutes of the 8th of last month, as to the House shall seem meet.

Leeward Islands, Nevis.

Draughts of representations to his Majesty, recommending that James Tobin and Robert Thompson, esquires, may be appointed of the Council of Nevis, were approved, transcribed and signed.

Read a letter from the Honourable Edward Hay, Governor of Barbados, to the Board, dated August 31st, 1776, transmitting,

Ordered, that the Acts abovementioned be sent to Mr. Jackson, for his opinion thereupon in point of law.

West Florida.

Read a memorial of Captain Hugh Lord, late Commandant at Kaskeskias, to the Board, stating the distress of his Majesty's subjects settled on the Mississippi between New Orleans and the Natches, in being so far removed from Pensacola; and submitting to their lordships, whether it may not be expedient to institute at some convenient place, within the limits abovementioned, a subordinate government dependant upon that of West Florida, in like manner as those of Detroit and Michilimackinac.

Leeward Islands, Virgin Islands.

A representation to his Majesty, proposing a list of gentlemen to be appointed councillors for the Virgin Islands, was agreed to and signed.

East Florida.

Read a memorial of Dr. Andrew Turnbull to the Board, dated December 6th. 1776, preferring several complaints against Patrick Tonyn, esquire, Governor of East Florida.

Ordered, that the draught of a letter to Governor Tonyn be prepared, transmitting a copy of the memorial abovementioned, and directing him to lose no time in preparing such proofs and depositions as he may think necessary for his own defence, and to give full licence for the same purpose to all persons on behalf of the memorialist.

Trade.

Read an Order of the Lords of the Privy Council, dated December 6th, 1776, referring to this Board the petition of John Motteux and Company, for leave to export to L'Orient, on board such ship or ships as may offer, the number of guns and swivels therein mentioned, to be sent to the East Indies by the ship Elizabeth, Captain Crozat.

Their lordships, upon consideration of the abovementioned petition, were of opinion, that it would not be expedient to allow the exportation prayed for.

Grenada.

The Secretary laid before the Board draughts of general instructions and of those for the observance of the laws of trade and navigation, prepared pursuant to order for Matthew Burt, esquire, appointed Governor of the Leeward Islands; and the said draughts having been approved, a representation to his Majesty thereupon was signed; as was also a representation to his Majesty, proposing that James Fotheringham, esquire, may be appointed of the Council in the Island of Grenada.

The Secretary laid before the Board publick Acts and proceedings of the legislatures of several of the colonies in America, the titles of which are as follows, vizt.,
Nova Scotia.
