PRAYERS.

East India Merchants.

ORDERED, That the Committee for the Petition from the East India Merchants do meet To-morrow in the Afternoon, at Two of Clock, in the Star Chamber: And all that will come to have Voices.

Baron Dona's Pass.

Ordered, That Baron Dona shall have Mr. Speaker's Pass sent unto him into Holland, to come into England, to London.

Deputy Lieutenants of Kent.

Resolved, &c. That this House doth nominate and approve of Sir Peter Godfrey Knight, John Browne Esquire, Rich. Beale Esquire, Captain Kenricke, Captain Humfrey Scott, Lambert Godfrey Esquire, Captain Tho. Plummer, to be the Deputy Lieutenants and Committees of the County of Kent: And that the Lords Concurrence be desired herein.

Sequestred Books, &c.

Ordered, That Mr. Selden, Mr. Rous, Mr. Hill, Mr. Young, Sir Simonds D'Ewes, Mr. Sam. Browne, Mr. Prideaux, Mr. Millington, or any Two of them, do peruse all such Books and Manuscripts, Records, and other Monuments of Antiquity, as have been, or shall be, sequestred; and are now, or shall be, laid up at Campden House, Savoye, or any other Place; and to give Order, that they may not be sold, or any way embezzled or defaced; but laid safe up in such Places as they shall think fit, until further Order: And they are to certify their Proceedings herein, from time to time, to the House.

Delinquents Estates, &c.

An Ordinance to enable the Earl of Denbigh to put in Execution all former Ordinances for sequestring Delinquents Estates; weekly Assessments; the Fifth, and Twentieth Parts; Contribution for Ireland; and other Ordinances for raising of Monies within the associated Counties of Warwick, Stafford, Sallopp, and Worcester; with the Cities of Coventry, Litchfield, and Worcester; was this Day read.

That it be referred to a Committee to consider * * *:

Sir * Corbett, Sir Jo. Curson, Sir H. Vane sen. Mr. Noble, Lord Ruthen, Sir Arth. Heselrig, Mr. Rich. Moore, Mr. Pury, Mr. Cage, Sir Peter Wentworth, Mr. Millington, Sir Rob. Pye, Mr. Wheeler, Sir Anth. Irby, Mr. Serjeant Wilde, and the Knights and Burgesses of Warwick, Stafford, Salopp, and Worcester:

This Committee is to consider what is fit to be done for the Safety of the Counties of Warwick, Stafford, Salopp, and Worcester; and for the Advance and Setting-forth of the Forces under the Earl of Denbigh; and to bring in an Ordinance to these Purposes: And are to meet this Afternoon at Three of Clock, in the Court of Wards: And have Power to send for Parties, Witnesses, Papers, Records. And it is referred to Mr. Serjeant Wilde, and Mr. Noble, especially to take care of this Business.

Briefs to Ordinances.

Ordered, That no Ordinance shall be brought in, but with a Brief unto it; and that the Party that brings in the Ordinance, shall bring in the Brief: And Mr. Speaker open the Ordinance: And that no Member shall bring in any Ordinance, to charge the Subject, or raise any Money upon the Country, without an Order precedent in the House to direct the said Charge: And that Mr. Speaker do not permit any Ordinance to be read without such Brief. nor after Twelve of Clock, unless it shall be otherwise directed by the House.

Leagne and Govenant.

Mr. Cage, Mr. Scawen, Mr. Erisey, Sir Tho. Parker, Sir Tho. Pelham, Mr. Owner, Mr. Cambell, Mr. Button, Sir Henry Vane, Sir John Leigh, this Day entered into the League and solemn National Covenant, and subscribed it.

Sir Norton Knatchboll, Sir Philip Parker, Mr. James Fienis, answered, that some Scruples stuck with them insomuch, that, as yet, they cannot take this Covenant; and delivered their Scruples: And then they were bid to withdraw.

Ordered, That Sir Norton Knatchboll, Sir Philip Parker, and Mr. James Fienis, shall have time, till Monday next, to give their Answers, concerning the taking of the Covenant; and, that then, peremptorily, the Covenant be tendered unto them.

Commissioners for Scotland.

Ordered, That these Names, added to the first Commissioners for Scotland, shall be now inserted, and added to the first Instructions to the first Commissioners that went into Scottland; and for them, or any Three of them, to execute the same: And likewise, that these Names be added to the Ordinance of both Houses, that constitutes and appoints the first Commissioners: And that the Lords Concurrence be desired herein.

Sir Jo. Clotworthy carried up this Order.

Message to Lords.

Sir Jo. Clotworthy carried up to the Lords, likewise, the Ordinance for regulating the Plantations of the Islands in America; the Letter to be sent to the Officers in Ulster.

Answer.

- Brings Answer, That the Lords do agree to the Names to be inserted and added to the first Instructions to the first Commissioners into Scotland; and to the Ordinance for regulating the Plantations; and to the Letter to be sent to the Officers in Ulster.

Loan, &c. from Ipswich.

Mr. Cage reports, That the Town of Ipswich, upon the Order he carried down, will lend One thousand Pounds, for the Service of the Navy, upon Repayment of it upon the Excise, or the Monies upon the Sequestrations in that County. He likewise informed, they would set forth Two Ships, upon Letters of Reprisal, as he conceives: Which Service was well approved, and adjudged to be a very good Precedent and Example to other Towns.

Naval Affairs.

Ordered, That the Committee of the Navy, where Sir H. Vane has the Chair; and the Committee where Mr. Green has the Chair; be joined and made one Committee: And that it be referred to this Committee, to consider of this Report now made, concerning a Winter Guard, and concerning the Setting-forth of a Summer Fleet; and that they make Report of their Proceedings herein, with all convenient Speed.

Conference with Lords.

Ordered, That the Report of the Conference, had on Tuesday last, with the Lords, be resumed, and perfected, To-morrow Morning, especially touching the Discharge of Ships, and Landing of Currans.

Answer from Ld. General.

Mr. Lisle reports that the Committee had attended my Lord General: That they had delivered the Papers and Message: That my Lord General's Answer was, That it was a Message of great Weight, and concerned a great Peer of the Realm, the Lord Wharton; and that he would write.

State of the Navy.

Mr. Green reports from the Committee of the Navy, the State of the Navy.

Committee for Safety.

Ordered, That the Committee for the Safety (the Members of this House) do sit this Afternoon, at Derby House.

Ordered, That Sir Arthur Hasilrig be added to the Committee for the Safety.

The Lords Concurrence to be desired herein.

Waller's Forces.

Ordered, That Sir Walter Erle, Mr. Lisle, and Mr. Long, do forthwith go to my Lord General, to desire him, from this House, to consider in what dangerous Condition Sir Wm. Waller is in, at this present; and to acquaint his Excellency, that the Enemy has drawn his main Force towards Sir Wm. Waller; and that they doubt not but that he will take such Care for his timely and present Assistance, as that these Forces may not suffer.

City Forces, &c.

Ordered, That Mr. Alderman Penyngton, and Mr. Browne, do go to the Committee of the Militia, to acquaint them, that many of the City Forces, that were sent forth with Sir Wm. Waller, were returned; and to desire them to take Care herein: And to desire them to take some Care of Plymouth, and that the Monies assigned to that Town may be speedily furnished.

Committee for Safety.

Ordered, That Sir Peter Wentworth be added to the Committee for the Safety: And the Lords Concurrence be desired herein.

Strangers not to land.

Ordered, That an Ordinance be brought in, to enable my Lord of Warwick not to permit any Strangers, except Merchants, to land in any Port of this Kingdom.

Message from Lords.

Message from the Lords, by Sir Robert Rich and Mr. Page;

That the Lords do agree to the adding of Mr. Dureus to the Assembly of Divines; and they have nominated Three others to be added, Viz. Mr. Holmes, Mr. Horton, and Mr. Goodwyn.

Their Lordships do desire the Concurrence of this House, in an Ordinance for Sir Oliver Fleming to execute the Place of Master of the Ceremonies, and to receive all Profits thereunto belonging.

Their Lordships likewise desire, that, unto the Lord Howard and the Lord Say,, my Lord Wharton may be added, to treat with the Commissioners of Scotland.

Answer.

Answer returned by the same Messengers; That the Commons do agree to the Ordinance concerning Sir Wm. Flemyng; and to the Addition of my Lord Wharton to the Committee for Scotland: As to the Addition of Three Ministers to the Assembly, they will send an Answer by Messengers of their own.

Committee for Scotland.

Ordered, That Sir Henry Vane junior, and Mr. Holland, to be added to the Committee for Scotland.

Master of the Ceremonies.

Whereas there are divers Ambassadors, and other Publick Ministers, from foreign States, residing here; and the ordinary way of their Introduction, and passing of all other Publick Civilities, neglected, for Want of a Master of the Ceremonies: It is, therefore Ordered, by the Lords and Commons, in Parliament, That Sir Oliver Fleming Knight, a Person of great Experience and Integrity in Publick Affairs, be authorized and enabled to execute that Place; with enjoying such Allowances, Rights, and Privileges, as hath, at any time, or doth belong to any Master of the Ceremonies.
