Money warrant, dormant, for 6,000l. per an. to the Duke of Monmouth as by the letters of 1664–5, Feb. 22, to be paid out of the Excise as hitherto regularly quarter by quarter, it having been represented on behalf of said Duke by Sir Ste. Fox "that such warrant being so assigned on the Country Excise will do no wrong to the orders already registered thereupon in regard it was always known to the lenders on such orders that the said pension had been and was to be paid quarterly out of the said Excise." Treasury warrant to the Receipt to split a tally for 3,877l. 6s. 0d. levied 1666, Aug. 20, upon Nicholas Veele, late Receiver for Aids in Gloucester, whereof 3,178l. 17s. 0d. has been paid to Mr. Colvile by Lawrence Bathurst, the last Receiver of Aids of said county, and there having been some difference between the said Mr. Veele and Mr. Colvile upon a former accompt by reason whereof the said Mr. Bathurst cannot for his discharge receive the [said] tally, [which is still] in Mr. Colvile's hands. July 6 Report to the King from the Treasury Lords on the petition of Sir Roger Custance and of the bailiffs, burgesses and commonalty of the borough of Bridport, Dorset, praying licence to erect and repair the harbour there, viz. the wall and two piers and sluice of the decayed harbour there and to make the same fitting to receive ships therein to ride safely: as referred to said Lords by order of the Privy Council of May 11 last. Same will be an advantage to His Majesty's revenue rather than any detriment to the port of Poole, of which Bridport is a member. Out Letters Customs I. pp. 207–8.

If you do not speedily collect and pay in the King's moneys, so that by the beginning of Michaelmas term next at furthest the whole year's duty due at Lady Day last be paid into the Exchequer, your commission must be made void. Nicholas Viscount Barnewall, for discharge of all arrears of the new imposed quit rents upon the estate of Turvey and the rest of the estate of said Lord Nicholas which has descended to petitioner, the Commissioners for the settlement of Ireland having adjudged both petitioner and his father as Innocents and having decreed petitioner as heir of most of the said estate, to be held by him and his heirs by those rents and services only whereby the same were held on the 22 Oct., 1641, which appears not only by the said Commissioners' decree, but also by the Act of Settlement itself, for the lands and estates of Innocents are excepted out of that clause whereby the lands seized or sequestered upon account of the rebellion are vested in the King: notwithstanding all which the said estate is now subjected to a [new] great quit rent and the arrears thereon by an interpretation made of a clause in the late Act of Explanation: which said new imposition is against the spirit of the Act of Explanation, which imposes the said quit rents only on such lands as were vested in the King, restored by decree, or seized by reason of the rebellion and not on Innocents' estates. [?] Report to the King from the Treasury Lords on the petition of Lord Widdrington for permission to make a harbour and port in the river of Caunnus or in the ground of North Seaton, co. Northumberland, and for a grant to him and his heirs of such harbour and of all such ground as he shall recover from the sea betwixt high water mark and low water mark for the building and safety of said harbour. Sir C. Harbord reports that it may be good service to grant him so much of the marsh or low ground lying at or near the mouth of said river as shall be necessary for the work, not exceeding 20 acres and at a reserved rent of 4d. an acre for every acre enclosed and employed to this use, together with all such Customs and other duties as are usually payable to your Majesty in Berwick or Newcastle or other ports of the kingdom, provided the port be finished in a fixed time. The Customs Commissioners report that said port cannot be any prejudice and will be an advantage to His Majesty's service, and that it may be fit that the same privileges which are granted to other members ports may be allowed to the said harbour, and that the Customs officers may have their deputies to reside there. Prefixing:—Instructions dated Treasury Chambers, 1670, June 24, from the Treasury Lords to be observed by John Birch, Edward Wyngate and Edward Waring, Commissioners for London for the Act for raising 310,000l. on wines and for the later Act for an imposition on wines and vinegar, viz. for all the powers therein contained relating to the securing of all moneys advanced on the credit of the former Act, or relating to the more certain discovery and payment of all such impositions as by the first Act were payable to His Majesty (except one branch of the last mentioned Act which relates to the searching for and taking accompt of all wines that shall remain on the 24th of June next in the cellars or storehouses of any merchant, importer, wine cooper or other trading person or retailer, for which separate purpose His Majesty has in due form of law appointed other persons, whereof the above three Commissioners are part).
(1) You are at once to take possession of the Wine Office and its books, &c., from the late Commissioners.
(2) You are to demand from them all bills, bonds, &c., and an account of all arrears.
(4) You are to assist the Commissioners for the search [for the Retrospect] and take a daily account of their proceedings.
(5) We are informed that divers merchants and retailers have lodged great quantities of wines in some houses belonging to His Majesty. It is His Majesty's pleasure that you forth with appoint persons to search for and take an accompt of all wines that on 24 June, 1670, shall remain in any place belonging to His Majesty. And if you shall be informed of any wines as aforesaid lodged or placed by any merchant or importer in any nobleman's or gentleman's house you are to signify to them what His Majesty has allowed in his own house, and to desire an accompt of all such wines in their cellars or houses: and to return to the Treasury the names of persons refusing.
(6) (7) You are to oversee the search for the Retrospect in the out districts, and also the proceedings of the Wine Act Commissioners for the out districts, and to see that the undertakers allow to the said Commissioners for the out districts 12d. for every £ raised after the 24th of June over and above the 6d. per £ to be paid to the searchers for the Retrospect.
(10) Every Monday morning you are to pay your moneys into the Exchequer or to John Wadlow, John Henderson, and William Hargrave, or their deputies, whose acquittance shall be a sufficient discharge.
(11) You are to receive satisfaction for your labour from John Wadlow and the rest of the undertakers.
(13) If a merchant by reason of loss of books, absence from the kingdom, removal of servants, or otherwise cannot swear how much wines have been disposed of, so that the retailer cannot thereby be charged as is intended in the clause for the Retrospect in the last Act, you are to accept what money or security he offers for what wines he cannot so by oath discharge himself of, calculating same at the rate to be charged on wines remaining in his cellar on the said 24th June, " it being not intended that where the merchant cannot safely swear and charge a retailer he shall be compelled to answer for the said wines or other liquors at any other rate than as so much remaining on his hands the 24th of June, 1670."
