Treasury subscription of a docquet, dated 1671, Aug., of a grant to Thomas Bignell of the office of one of the yeomen prickers of His Majesty's harriers: on the resignation of John Richardson and with the fee of 3l. 6s. 8d. per month. British Museum Additional MS. 28,074, p. 14.
Same of same, dated 1671, Dec., of a pardon to Butler Buggins. one of the sworn clerks or attorneys in the Remembrancer's office in the Exchequer for the delivering of a port bond of 200l. penalty out of the [said] office and vouching a judgment of record for the same when in truth there was none: it being done by surprise and by contrivance of others. The Treasury Lords to Sir Edmund Sawyer and the rest of the Exchequer Auditors. The sale of the Fee Farms has been obstructed and purchasers have been discouraged in regard that when they have come to contract for rents under the value of 40s. per an. no particulars of the same are ready made out which has occasioned great delay as well as charges. To remedy this you are forthwith to make out particulars of all fee farm rents liable to be sold under the Act of which no particulars are yet made out, and to transmit same to the Trustees for sale of Fee Farms. Treasury warrant to Richard Gregory, messenger, to arrest Thomas Evans, one of the persons who together with William Humphreys, ticket porter, and others violently assaulted Thomas Jones, gent., one of the tide surveyors of London port, when said Jones attempted to search three boats, one deeply laden with goods rowing near Wapping Point. Ibid, p. 93.
Same to the Farmers of the Excise of London. On Nov. 7 last the Treasury Lords approved a method proposed by the Excise Commissioners for bringing exported beer to an accompt, viz. that the said Commissioners do give order to the Farmers of London Excise to allow out of the proper voucher or repay to the brewer the duty for such drink, such brewers depositing in the hands of the brewers 12d. for every tunne so shipped [i.e. for export] and to be allowed as aforesaid for the charges of the officers. These are to authorise you to make such allowance or payment accordingly. Ibid.
Dec. 5 The Treasury Lords to Sir John Robinson [Lieutenant of the Tower] to deliver to Isaac Meynell. Receiver of the subsidy for the city of London, an extract or roll of the subsidy within the Tower of London: said extract not having been yet returned. Warrants Early XLIII. pp. 96, 108.
Same to the Master of the Ordnance to arrest Thomas Dodds for frauds on the Customs on the information of Thomas Jones, one of the tile surveyors of London port: said Dodds being a servant wearing the badge of the Ordnance Office. Ibid, pp. 101–2.

Royal warrant, dated Nov. 27. for a privy seal for 2,002l. 18s. 6¾d. to Sir Thomas Morgan in satisfaction of so much fallen short of his pay of 1,000l. per an. as Governor of Jersey. (Privy seal, dated Dec. 6. By the instructions given to said Governor, dated 1665, Dec. 21, he was to enter on the receipt of the revenue of Jersey from 1665, Sept. 29, and to deduct 1,600l. therefrom per an. for his pay, the remainder thereof to be for incident charges in the administration of said Government: and it appears by certificate, dated March 6 last, that said revenue amounts to 1,150l. 16s. 7½d. per an., out of which the Governor pays 150l. per an. to the bailiffs and officers of the Court, and 365l. to 30 soldiers according to an establishment. so that there only remains 635l. 16s. 7½d., leaving a shortage of 364l. 3s. 4d. per an. or of 2,002l. 18s. 6¾d. for 5½ years from 1665, Sept. 22, to Lady Day last, "and to the end that from that time our said revenue may be sufficient to answer his yearly entertainment of 1,000l. we intend by an establishment otherwise to provide for the payment of the said 365l. to the said 30 soldiers." Treasury warrant to the Exchequer to levy a tally for fully discharging the baronet fee of 1,095l. each due from Sir Robt. Crofts, bart., and Sir Thomas Cobb, of Adderbury, co. Oxford, respectively. Ibid, p. 95.
Report to the King from the Treasury Lords on the petition of John Bernard, Thomas Coker and Thomas Whitpaine concerning a seizure of raw hides by them intended to be exported. Petitioners thought themselves secure upon the order in Council licensing them to export 6,000 raw hides, which was revoked afterwards by order of March 22 last. Whitpaine has compounded by paying 40l. to the King, and 40l. to James Dewy, the officer concerned in the seizure. Ibid, pp. 91–2.

[?] Treasury instructions to the Customs Commissioners [in the form of Treasury resolutions on papers submitted by said Commissioners]. In the case of seizures of goods under 40s. value, where the charges of prosecution would exceed the value of the goods, Mr. Prowse, the Solicitor to the Customs, must attend the Lord Chief Baron and in the name of the Treasury Lords desire all due countenance and power to be given the Customs Commissioners in the moderating the matter upon such seizures between the prosecutor and the merchant so that His Majesty's revenue, thereby due, may be secured. On consideration of the case of Mr. Haworth, searcher of Kent, we direct you to consider what rules are fit to be given to patent officers concerning deputies making seizures: so as to prevent frauds.

Napper, Receiver of the Duchy of Cornwall, to pay 50l. to Andrew Cory, keeper of the prison of said Duchy at Lostwithiel for the repairing of said prison: same having been always allowed out of the Duchy revenue as appears by a certificate of the officers of the Stannaries; and that there is an absolute necessity of repairing said gaol because all prisoners taken by process of the Duchy or Stannaries are to be imprisoned there and not elsewhere and same is now for want of repairs unfit for keeping prisoners. The Treasury Lords to Sir Robert Crooke, Clerk of the Pipe, to take special care that no process be at any time issued for any Hearthmoney arrears which may be set in super on owners, proprietors or occupiers after the time in that behalf limited shall be elapsed as by the Act of Parliament for said duty, viz. after two years next after said duty shall become due to His Majesty: it appearing that in several accounts of Hearthmoney officers already passed and declared there are set in super upon sundry persons several arrears of said duty due at Michaelmas, 1669. Reference from the Treasury Lords to the Lord Steward, the Treasurer and Comptroller of the Household and the rest of the officers of the Greencloth of the petition of James Harrison and Chidiock Pawlett, praying payment of their arrears of 325l.: His Majesty taking notice of their constant and strict attendance and much compassionating their distress occasioned by their long arrears. [? Dec. 12] Instructions and directions to the Customs Commissioners. In case of defective wines of small value ("ropy, oily or eager") where merchants refuse to make entry or to take them from board ship you are to moderate and abate the King's duty to such reasonable sums according to the value of said wines as you think fit: sending to the Treasury a weekly certificate of such wines so compounded for. As to the matter of making compositions for small seizures under 40s. a case is to be stated for the opinion of the Attorney and Solicitor General and Sergeant Ellis. Ibid, p. 106.

Reference by the Treasury Lords to Sir C. Harbord (on a reference from the King of same date) of the petition of Sir Thomas Bond for extension of a reversionary lease granted to him by the late Queen Mother of several parcels of land called Marsh Holm in Carrington Marsh and other lands in the manor of Moulton, co. Lincoln. Ibid, p. 109.
The Treasury Lords to the Customs Commissioners to re–admit Philip Turner and John Shaw to their places as landwaiters in London port; they having been suspended for conniving at Booke Booky's Customs frauds, but they having done service to His Majesty in evidencing and discovering many of said Booky's frauds, for which he is now proceeded against in the Exchequer. Dec. 12 Treasury warrant to the Auditor of the Exchequer. A dormant Treasury warrant has been issued for 100l. a year each to the Masters of Chancery to be paid out of the Customs. You are for the future to cause same to be paid forthwith out of any moneys of the Customs in the Exchequer every quarter, when the orders have been drawn by you and signed by us for said allowance. Dec. 22 Treasury warrant to the Customs Commissioners. Richard Taylor is deputed as surveyor, waiter and scarcher at York, to examine all foreign goods coming from any port by land or water, and to stay same if they have no certificate of payment of duty. You are therefore to give notice to all persons concerned to procure such certificates from the officers of the ports from which shipped. No fee whatever to be required by any officer for making such certificate. Warrants Early XLIII. p. 129.

Dec. 28 [Circular letter from] the Treasury Lords to the Justices of Peace. We formerly sent you printed copies of the Act for duties on Law proceedings; together with an order and resolution of the Lord Keeper and divers of the Judges and others (whose assistance we desired for the better promoting His Majesty's service) concerning the suppressing of unlicensed alehouses and directing that persons licensed might [enter] duly in to recognizances and that 2s. 6d. due by the said Law Bill on recognizances should be received thereon: and that such recognizances should be certified and remain on record in the Court of Quarter Sessions as is directed by the Act of 5 and 6 Edw. V1. By our letter of June 22 last we specially recommended it to your care to put said order in execution. But we are since informed that though generally licences to alehouse keepers have been renewed since May 1 last (from which time the Act for laying impositions on proceedings at law takes its effect), yet little or no notice has been taken of that part of said Act and that said duty of 2s. 6d. for every such recognizance has not as yet been duly collected. And we are likewise informed that it is too frequent [ly made a practice] to grant licenses to alehousekeepers without taking said recognizances, and that though the recognizances are [in some cases] entered into, yet few of them are returned as they onght to be to the Quarter Sessions and there entered of Record. We therefore conceive it requisite that at every General Quarter Sessions hereafter to be holden next after Epiphany in every year for every county or place holding sessions of the peace, the respective Justices of the Peace appoint several days conveniently distant from each other for their several meetings in their respective precincts for granting licences to alchouse keepers, so that the Receiver General of the Law duty, or his deputy, may be present to observe what licenses are granted, and to take care that said fee be duly paid. In his absence said fee to be paid to some sufficient person, who shall account for same. You are also to receive the fee on back licenses granted since the Act. Ibid, XLIII. pp. 133–4.
