Nov. 1 Fiat by Treasurer Southampton, for letters patent to constitute William Andrews collector of Southampton port, loco Robert Andrews, who surrenders. Ibid, X. p. 140.
[?] Royal warrant to the Attorney General, countersigned by Treasurer Southampton, for a bill for the grant to Sir Nicholas Crispe, his executors, &c., of two parts in three of all the subsidy and Custom of nutmegs, cinnamon, cloves and mace, imported into England, Wales. and Berwick: and two thirds of all seizures and forfeitures of such spices: all until he shall be repaid the sum of 20,000l. payable to him thereout as by a certificate from the Lord Treasurer and Chancellor of the Exchequer: the said Crispe to be receiver and collector of the premises. And to this end a liberty and licence is to be given to all traders to import the said spices on payment of Custom and notwithstanding the Act of Navigation. Ibid, p. 141.
Nov. 3 Treasurer Southampton and Lord Ashley to the Solicitor General, concerning the powers, &c., to be granted to Sir John Robinson, Mr. Reeves, et al., farmers [for the Excise of London, West-minster, Southwark, Middlesex, and Surrey], whose rent the King has, after hearing the whole matter, fixed at 118,000l. per an., to commence from the 8th inst., paying monthly. Nov. 6 Money warrant for 10,000l. to Sir Edward Nicholas, in accordance with the Privy Seal of Oct. 16 last: same to be issued out of the 15,000l. which by way of advance, is to be paid into the Exchequer by Sir John Robinson (now Lord Mayor of London), Mr. Reeves, and other farmers of the Excise of beer and ale for the city of London and the counties of Middlesex and Surrey. Treasurer Southampton and Lord Ashley to [the Customs Farmers]. "Wee are to lett you know that His Majesty hath resolved to disband nyne companies in severall garrisons and to send others in their places. And therefore not onely for the good husbandry that a double charge may not be continued but [also] noe disorder in the place upon the remove of one and recepcon of the other companies may happen, money is to be provided for paying the arreares of these disbanded companies untill the 17th of this present month. Wee are therefore to require you not to looke upon this busines as ordinary concerne nor as that which will bear any delay but that you comply with this direction perticularly to write downe to your officers at Hull to pay off that company which the Governor [of Hull] hath received His Majesty's order by one of the principal Secretaries of State to disband and they are to be paid off [up] till the 17th of this month. Your officer is to receive the Governor [of Hull garrison's] note that soe as he certifies to be paid was due to that company. Wee baleive this in this place cannot exceed above two or three months' time and a month's pay is not above 123l. The like you are to do for Longer [sic] Point by your officers at Berwick or some other way as you can best finde out; where probably six months' pay may be due to that company that is to be disbanded. At Jersey the like which you may accomodate here with the Earl of St. Albans. Pendennis you may furnish from Plymouth and soe Scilly, if you writt to these two Governors Sir Francis Godolphin and Mr. Arrundell assureing them of their money Ibid, pp. 516–7.
Nov. 6 as wee assure you wee will allow it upon your accompt with defalcation. They are gent soe well affected to the King's service wee doubt not they will advise all with Mr. Fox. You may doe the like for two companies to be disbanded at Portsmouth, and a chief care is to be for disbanding two companies as the remotest place and most necessitous. The Earl of Carlisle will furnish the money, you assureing him his repayment here and my Lord Widdrington's agent is now in towne who wilbe fitt to be spoke with. Pray assigne one of your company perticularly to accomodate this busines with the Duke of Albemarle and Mr. Secretary Bennatt who are making the dispatches. This trouble pray [bear] cheerefully as it concernes the King's service and as it is a worke must be presently dispatched and which wee can doe noe other way then this layd downe in this our letter."

[?] Treasurer Southampton and Lord Ashley to the Customs Farmers to call their creditors [depositors] together with all convenient speed, and to perfect the advance of 50,000l. to the King, which by their contract with the King for the farm of the Customs they undertook to advance, "which with your debts due upon the antient contract was agreed to be [re]paid unto you and your creditors by annuall and equall proporcons out of the rents reserved upon the said farmes": all in view of His Majesty's occasions now requiring the performance of the said agreement. Nov. 12 Warrant from Treasurer Southampton to the Receipt to make void a tally of 1661–2, Feb. 15, for 5,615l. 19s. 7d. on the Earl of Sandwich, late Ambassador Extraordinary to Portugal, being so much money reserved by him in part of the Queen's dowry: and to strike a new tally for the same upon Eduart de Silva as part of the moneys payable by him of the said Queen's portion. Lord Treasurer Southampton and Lord Ashley to Mr. Gomeldon. "Whereas a tally hath been struck upon the Earl of Sandwich for Mr. Gomeldon, one of His Majesty's jewellers, for the summe of 2,930l. 10s. 0d. as part of the Queenes porcon which is now payable by Don Eduart de Sylva and not the Earl of Sandwich and so is to be changed in the Exchequer: let Mr. Gomeldon agree with du Silva for the money due to him; and for the same or such part as he shall receive from de Silva wee will change his tally and strike it for the discharge of du Silva."
