PRAYERS.

Persons committed.

ORDERED, That Sir Jo. Thornhill, and Mr. Drap of Crayford, sent up from the Deputy Lieutenants as Prisoners, for being suspected to be Actors, Abettors, or Aiders in the late Insurrection in Kent, be referred to the Committee for Examinations; and that, in the mean time, they be committed in safe Custody to the Serjeant at Arms; and that the Officers be discharged from them.

Examining Evelyn.

Mr. Pym, Sir Peter Wentworth, Sir Walth. Erle, Sir Gilb. Gerard, Mr. Recorder, are appointed forthwith to examine Sir Jo. Evelyn; and to report the State of the Business to the House.

Maimed Soldiers.

An Order for applying the Contributions that shall be gathered in the several Parishes of London, Westminster, and all other Parishes mentioned in the Bill of Mortality, to the Relief of the Poor, maimed, and sick Soldiers, was this Day read; and, by Vote upon the Question, assented unto; and ordered accordingly.

Ordered to be printed.

Ordered, That the Monies that shall be collected upon the Contributions in the several Parishes of St. Margaret's Westminster, and St. Martin's in the Fields, shall be employed, the one Moiety of the several and respective Sums collected in the said Parishes, to the Poor of the said Parishes; the other Moiety to the Relief of the Poor, sick, and maimed Soldiers.

Relief of Ireland.

An Ordinance for raising Two hundred thousand Pounds in Two Years, according to the Proportion of the Moiety of the Four hundred thousand Pounds Bill for the Relief of Ireland, was this Day read; and, by Vote upon the Question, committed unto a Committee of the whole House: And are to meet upon it on Friday next, in the Afternoon, at Two of Clock.

Army Cloathing.

A Letter from my Lord General, of the Five-and-twentieth of August, from Colebrooke, concerning the Coats, Shirts, Shoes, and Knapsacks, that were sent to my Lord General's Army; which were so unproportionably provided, that he desires the rest with all possible * *

Ordered, That this House doth declare, that, notwithstanding the Ordinance for securing the Fifty thousand Pounds, lent by the City for the Army, upon the weekly Assessments in the several Counties, that their Intention is, that the Ordinance for payment for the Coats, Shoes, Shirts, Stockings, and Knapsacks, out of the Assessments of the County of Essex, shall proceed, and be of full Force and Virtue, to all Intents and Purposes, according to the Sense and Purport of the said Ordinance, to Mr. Estwick, &c.

Sequestration.

Ordered, That the Lord Mayor, as Lieutenant of the Tower, and Sir Rob. Harley, as Master of the Mint, shall grant forth their Warrants for the sequestring the Estates of such whose Estates are sequestrable by the Ordinance of Parliament to that Purpose, that are or shall be found in the Tower, in any House or Place there.

Money, &c. seized.

Whereas Fourteen hundred Pounds, or thereabouts, were seized at Hull, at Mr. Hotham's House; which was claimed by Sir H. Anderson to belong properly unto him, and to be Part of his Estate:

Whereupon it was Ordered, That the said Fourteen hundred Pounds should be delivered unto the Lady Anderson, the Wife of the said Sir H. Anderson:

It is this Day Ordered, That the said Monies, and other the Goods of the said Sir H. Anderson, ordered to be restored, and delivered by the said Order, be detained still in the Custody of the Lord Fairfax at Hull, and not restored, notwithstanding the said Order.

Delinquents Houses, &c.

An Ordinance for setting and letting the Houses of such as have absented themselves to avoid Payments, or as lie in Prisons for not Payment of the Taxes set upon them by Authority of Parliament, was this Day read; and, by Vote upon the Question, assented unto; and ordered to be sent unto the Lords, for their Concurrence: And was accordingly presently carried up by Sir Rob. Pye: Who likewise carried up to the Lords the Ordinance for fetching up Treasure out of the Bottom of the Seas; the Ordinance concerning the Importation of Bullion.

Waller's Commission.

Mr. Pym delivered, from his Excellency my Lord General, a very large Commission, upon the Desire of the House, for Sir Wm. Waller: The Commission was full, according to the Vote of the House; only it was with a Blank, for the Name of the Person. Whereupon it was

Resolved, upon the Question, That the Name of Sir Wm. Waller shall be inserted in this Commission.

And it was inserted accordingly, by the Clerk.

And then Sir Wm. Waller received it from Mr. Speaker, at the Clerk's Table.

Sir J. Evelyn.

Ordered, That Sir Jo. Evelyn be sent to my Lord Mayor; with a Desire to his Lordship, that he would keep him safe from any Man coming unto him, to speak with him, until the Pleasure of the House be further known: And that he receive nor write any Letters, but such as his Lordship shall first see.

Earl of Arundell's Goods.

A Message from the Lords, by Sir Rob. Ricke and Mr. Page;

The Lords desire a Conference, by Committees of both Houses, presently, in the Paitned Chamber, if it may stand with the Conveniency of this House, concerning some Goods of the Earl of Arundel's, seized by Sequestrators.

Answer returned by the same Messengers, that this House has considered their Lordships Message; and, in regard of the great Business they are now upon, they will send Answer by Messengers of their own.

Lords agree to Ordinances.

Sir Rob. Pye brings Answer, that the Lords do agree to the Three Ordinances carried up by him; and have ordered the printing of Two of them; viz. That concerning the Importation of Bullion; and That touching the letting the Houses of Delinquents.

Impressing Soldiers.

This House doth Declare and Order, That the Ordinance of the Sixteenth of August, for impresting of Twenty thousand Soldiers, Trumpeters, Chirurgeons, &c. in the Six associated Counties, doth no way supersede the former Ordinance for Pressing; but that the said former Ordinance doth stand still in full Force and Power, notwithstanding the said latter Ordinance of the Sixteenth of August.

Customs, &c.

The Commissioners of the Customs attending, according to Directions Yesterday given, they were called in: And Mr. Speaker, by the Command of the House, propounded unto them, that they would forbear the receiving of the Profits of the East India Ships, now come in; that the Monies, arising thence, may be employed for the present Payment of the Mariners that daily come in: And to this, the House expects a present Answer.

He further propounded unto them, that they would forbear the reimbursing themselves the Twenty thousand Pounds, formerly advanced by them, for Six Months longer; and that, upon being continued in the Receipts of the Customs upon the same Salary as now they have, they would, upon the Credit of the next Year's Customs, make a present Advance of Twenty thousand Pounds more.

They withdrew; acquainting the House, that the first Proposition, concerning the East India Ship, was new to them; and that neither to that, nor the other, could they give any Answer, they being but Four there.

Mr. Strode and Mr. Recorder were sent to the Commissioners, to propound unto them, that they would this Night pay to the Treasurer of the Navy, or his Servant, the Two thousand Pounds deposited in their Hands by the East India Company: To which they returned their Consent.

Whereupon it is Ordered, That the Commissioners of the Customs do, this Night, pay to the Treasurer of the Navy, or his Servant, the Two thousand Pounds deposited in their Hands by the East India Company.

Ordered, That the Committee of the Navy do this Afternoon deliver Propositions, in Writing, to the Commissioners of the Customs, according to that which was propounded unto them in the House by Mr. Speaker: Unto which they are to return their Answer on Monday Morning.

East India Company.

Ordered, That the humble Petition of the Governor and Company of Merchants of London, trading into the East Indies, this Day read in the House, be referred to the Committee for the Navy; who are to call the said Company, and the Commissioners of the Customs, before them; and to consider of the Company's Desire, that they may have Liberty to take up their Goods brought in the Ship Ulysses; and to settle that Business.

It is further referred to that Committee, to consider of the said Company's second Desire, expressed in their Petitions; viz. that they may be permitted to export Part of their Goods imported, upon Certificate; notwithstanding that they have not, as yet, adjusted the Accounts of the Four Ships returned from the Indies, for the Petitioners Account: And to settle some Order in it, according to Custom in like Cases.

Scotch Covenant.

A Letter from the Commissioners of both Houses in Scotland, of the Eighteenth of August, was this Day read: And likewise, a mutual Covenant, an Order of the Committees of the Convention of the Estates and general Assembly in Scotland, and of the Commissioners of both Houses, upon that Covenant; and a Proclamation requiring the Subjects of Scotland, from Sixteen to Sixty, to put themselves in a Posture of Defence; were this Day read:

And it is Ordered, That the said Covenant, and the rest of the Papers, shall be taken into Consideration on Monday Morning next.

Ordered, That a Copy of the Covenant, sent from the Commissioners of both Houses in Scotland, be forthwith made, and sent to the Assembly of Divines; who are hereby required and enabled to debate and consider of it, and of the Lawfulness of taking of it, and entering into it, in point of Conscience; and to certify their Opinions herein, with all convenient Speed.

Ordered, That a Copy of the Covenant, this Day received from the Commissioners of both Houses in Scotland, be sent to my Lord General.

Pass to Du Moulin.

Ordered, That Monsieur du Moulin shall have Mr. Speaker's Warrant for a Servant of his to go to Oxon, with some Letters to the Queen's Majesty.

Examining Evelyn.

Ordered, That it be referred to the same Committee, to examine Sir Jo. Evelyn of Wilteshire, as it is to examine Sir Jo. Evelyn of Godstone.

Reformado Officers.

Ordered, That the Petition of the Reformado Officers, this Day presented to the House, be referred to the Committee at Merchant Taylors Hall.

Excise.

Ordered, That the Business of the Excise shall be reported, and taken into Consideration, the first Business, on Monday Morning: And Mr. Speaker is to put the House in mind hereof.

Leave of Absence.

Ordered, That Mr. Wastall, a Member of the House, shall have the Leave of the House to go into the Country.

Artillery Officers.

Ordered, That the Petition of the Officers of the Train of Artillery in Ireland, this Day presented to the House, be referred to the Committee of the Members of this House, and the Committee of London, for the Affairs of Ireland.
