Treasurer Latimer to the Wine Licence Commissioners. By your
instructions you are not to let licences for a term but to be
terminable on a year's notice on either part. You find this a
discouragement as some persons insist upon a certain term.
The opinion of the Customs Commissioners has been taken
hereon "in regard that the chief business that is to be considered
in the regulating the letting of wine licences is the
improvement of His Majesty's revenue arising by the
importation of wine." You are hereby authorized to let
licences for three years certain and on particular occasions for
seven years or longer, not exceeding 11 years, "but this latitude
you are not to make use of but on extraordinary occasions."

Coningsberg or Quinsbro Rine hemp, at 29l. per ton. You
are to contract with him accordingly and make him out a bill
for 6,380l., to be paid as I shall direct.

Upon the petition of William Blackett, merchant, read at the
[Privy Council] board 1672, June 21, setting forth that the
Customs officers at Newcastle demand on the export of coals in
foreign built vessels, manned by strangers, the duty due by
the Book of Rates, in spite of the Declaration of 1672, May 10,
it was ordered that petitioner should be relieved and the said
Declaration be duly observed. This same order so taken,
being this day considered at the board, was, upon debate,
found prejudicial to His Majesty's service and thereupon was
ordered to be, and is hereby, revoked. And it was further
ordered that all strangers henceforward pay strangers' duties
according to the Book of Rates and Acts of Tonnage and
Poundage.

The troubles falling so fast upon them in Holland they were
necessitated to remove with their persons in haste and since

same indulgence to the Greenland ships mentioned by you as

came into the river (being goods which the French mariners, who
entered the prize, found between decks [and] belonging to them),
which you say you have direction to let them take away upon
paying Custom. I wonder I should not be acquainted with
such directions and from whom they come. As the case is
extraordinury and the French seamen are not permitted to
come up to make an entry, being commanded to go back to the
fleet, I have consented to it. This taking account of goods
below is a thing never practised and by me only consented to
upon this extraordinary occasion. Nothing is to be taken out
of the hold.

Richard Hicks for a reversionary lease of a tenement called
Netherton in the manor of Carnedon Prior, and for the
cutting of certain woods and a lease of the same in Corlinick
and Coyseglace, lying in the manor of Tybecta, co. Cornwall.
The tenement is valued at about 13l. per an. As to the woods
the underwood thereof was sold in 1624 at 73l. 4s. 0d. [sic for
73s. 4d.] per acre which for 39 acres amounted to 143l. [sic].
In the parliamentary survey of 1650 said woods being of
20 years' growth were valued at 200l., since which they have
fallen [been felled] and are now of 16 years' growth but
pretended to be grown thin for want of good fencing and
preservation, but cannot probably be of less value than in 1624.

Report to the King from Treasurer Latimer, Duke of Ormonde
and Earl of Anglesey (Lord Privy Seal), on the petition of
Thomas, Viscount Dillon, praying a remittal of the new quit
rents and other incumbrances upon his estate according to the
privy seal already passed in that behalf. Till the matter can
be heard we advise a respit be granted him till Trinity
term next.
Appending :Said petition and order of reference thereon, dated
1673, July 3. Petitioner's father endeavoured to sue out
letters patent in Nov., 1668, for such remittal as above but
proceeded no further than the signet and privy seal and no
further process was made until the issuing of the Commission
to Prince Rupert, the Duke of Buckingham and others relating
to the settlement of Ireland, and prohibiting the grants of
Irish lands and hereditaments till the determination of said
commission. Afterwards the King by warrant under the sign
manual and privy seal, dated 1671, Aug. 27, ordered Sir Orlando
Bridgman, late Lord Keeper, to pass said patent according to
the abovesaid privy seal, notwithstanding abovesaid Commission.
But on a representation from said Commissioners said warrant
was suspended till the end of said Commission, but a respite of
said quit rents was granted meanwhile. This order of respite
being determined process is like to issue against petitioner.

As to your representation of the 20th inst. touching
75 patacoes of Spanish tobacco belonging to Sir John Frederick
and partners, which were put into a warehouse whereof the

viewed and allowance made for damage. As to your query
whether you are to understand Ireland, Jersey, Guernsey and
the Plantations to be intended within the prohibition for
exporting coals by the order of Council of the 5th inst. I am

By virtue of the privy seal of June 18 last I directed you to
contract with Sir Robert Holmes for fee farms to the amount
of 609l. 9s. 11d. per an. as in a schedule. Said privy seal is
since vacated and a new one passed, dated July 7 last, with the
like schedule annexed directing you to convey said rents to
said Holmes. By virtue hereof you are therefore to enter
your contract with said Holmes according to your usual rates
of 16 years' purchase for possession and eight for reversion.
