Sept. 4 Warrant from Treasurer Danby to the Customs officers of Bristol port to make a reasonable abatement to James Whitwood, of Bristol, merchant, for some corn over and above the common allowance ; he having in April last freighted a small vessel for France to be laden with corn and so to return to Bristol, but there being an embargo soon after laid upon all vessels by the French King which lasted so long that the said corn was damnifyed. Warrant from Treasurer Danby to the Customs officers of Bristol port to make a reasonable abatement on a ship of rye from Pomerania, imported to Bristol by Richard Streamer, of Bristol, merchant, which said ship in her way hither met such a violent storm and took in such abundance of water that said rye is in a great measure damnifyed. Warrants Not Relating to Money V. p. 67.
Sept. 8 Same from same to the Customs Commissioners to discharge a seizure of copper plates belonging to Claud Hayes, merchant, he having paid the duty inwards on same [but having attempted to export same] without having passed a warrant in due form, whereupon they were seized by the officers at Gravesend who exhibited an information in the Exchequer Court, but said goods are since recovered by default. As the officers are thereby become chargeable with the King's moiety according to the appraisement unless discharged by the Lord Treasurer's warrant a noli prosequi is hereby ordered to be entered to the information in the Exchequer in order to the discharge of said officers. Sept. 9 Same from same to same to depute Alexander Campbell, now landwaiter at Sunderland, to succeed William Lowther as coal waiter at Newcastle. Ibid, p. 70.

Sept. 11 Warrant from Treasurer Danby to the Barons of the Exchequer to swear Roger Twisden to the office of one of the Auditors of Imprests as by his letters patent of appointment of the 4th inst., upon a surrender lately made of said office by Francis Godolphin. Same from same to the Customs Commissioners to forbear taking aliens' duty on the goods of Jacob Aboab, of London, merchant, he having freighted his ship before notice of the order of Mar. 18 last, which determined the liberty granted, not by the King's declaration of 1672, May 10, but by an order of the Treasury Lords of 1672, June 25, to merchant strangers of being exempt from strangers' duties. Royal warrant to the Attorney General for a Great Seal to appoint Sir Samuell Morland, Sir John James, Sir Robert Southwell, Sir Robert Wiseman, Kts., Robert Huntingdon, Richard Kingdon, Francis Finch, and Edward Wingate, Esqrs., to be Commissioners and Governors of Excise with power to nominate Sub-Commissioners and other subordinate officers in order to the collecting, receiving and managing the revenue thereof when the same shall happen to be unlet and in the King's hands, and to enter upon and resume any farm for non-payment of rent or breach of conditions of any lease thereof. The present commission to date from June 24 last : with the salary of 500l. per an. for each of the first seven Commissioners and 250l. per an. to Edward Wingate. In the said commission Henry Thyn is to be inserted as a Commissioner with 500l. per an. salary to take effect after the death, surrender, &c., of any two of the first seven Commissioners. The Commissioners to have power to proceed for all arrears and to finish and perfect all matters left undetermined by former Commissioners. (See infra, p. 587, under date Sept. 29.) Privy seal for 20,000l. to Visct. Grandison and Sir John Baber, as trustees to Thomas, Lord Dacres, in dower with "our daughter the Lady Anne" upon said Lord Dacres' late marriage with her and in accordance with the King's promise and agreement : to be paid by Backwell out of the 200,000 patacons payable by the States General and after payment out of the same of the 18,000l. to the Earl of Lichfield : and hereupon the 2,000l. per an. to Sir Stephen Fox for secret service as to the privy seal of Aug. 25 last is hereby to cease. Sept. 12 Warrant from Treasurer Danby to the Customs Commissioners to discharge the seizure of the ship "Jonas," of St. Andrews, belonging to Robert Embrey, and seized at Newcastle for importing corn, said ship not being English, and also not being Scotch built, said corn being of the growth of that country : the Customs Commissioners having reported "that although the said ship be not of the build of Scotland yet in truth the same hath belonged to the people of Scotland these five years last past and was navigated by Scotch mariners . . . that the petitioner after his arrival in the said port of Newcastle, when he was at liberty to depart with his ship and goods, finding himself in some doubt, came to the chief officers of the port and declared that if there were any danger of forfeiture he would depart with his ship and lading, but being told by the said officers there was no danger of seizure he thereupon entered his ship and paid His Majesty's Customs for his lading therein and was permitted to dispose of a part thereof before seizure ; and that upon inquiry you find that it hath been the practice of that port in the like case where the ships are belonging to the people of Scotland and navigated by such mariners to admit them to entries." Same from same to same to discharge a seizure of the ship or galliot hoy called the "Hope of Amelond," belonging to Phillip Vanderstraten, of Leith, merchant, and seized at Newcastle for being Holland built and bringing goods from Scotland : the Customs Commissioners having reported that said ship and goods were taken by a French privateer and by force brought into Leith Road, where said Vanderstraten, on the owners' account, did redeem said ship and goods from said privateer, which ship and goods he consigned to Newcastle, and for the security of his money, paid for the redemption, did, instead of the Holland master and mariners, put a Scotch master and men aboard, "in which particular [in your report] you also inform me that the said ship or vessel, being of the build of that country whereof her lading of corn was the growth, might have lawfully come into the kingdom, but that which makes the importation indirect and renders the ship and lading liable to dispute is her being taken by a privateer and carried into Scotland and from thence imported, not being of the build of that country nor the corn of the growth thereof." Same from same to the Sheriff of Devon for the year 1674 to discharge the fines set upon William Payne, William Frye, Robert Chirke, William Serle, John Connett, John Rownsevall, Silvester Rownsevall, James Bishop, Samuell Ashford and Thomas Salter, who were convicted and fined for meeting in a conventicle at Bucknell, in Devonshire, 1673, June 22. Sept. 16 Mr. John Boreman, underkeeper of His Majesty's place or mansion house at Greenwich, to be heard concerning a house at Greenwich before anything be done upon Mr. Guy's petition. To have notice at his house in the Haymarket. Caveat Book, p. 9.
[? Sept. 16] Robert Bridges, King's waiter in the Custom house, London port, intending to surrender his patent, Mr. Thompson moves that said patent may not pass upon such surrender without notice first given to him : the said Bridges being debtor to the King. Caveat Book, p. 9.
[?] Petition from the Marquess of Worcester for a lease of the manor of Undy, co. Monmouth, and the fishing of the river Usk and Caerleon ; and that nothing may be done [as to the premises] to his prejudice till he be heard. Ibid.
Sept. 16 Warrant from Treasurer Danby to the Customs Commissioners to stop the exportation of 21 bales of English woollen manufactures entered and shipped on board the "Sea Horse" by George Otto, a stranger, to be transported to Hamburg : same being petitioned against to the Privy Council by the Merchant Adventurers of England as contrary to the King's proclamation in that behalf. Same from same to same (? in duplicate) to deliver to Daniel Van Mildret a parcel (? two parcels) of tea imported from Holland by way of Bremen by a mistake of Mildret's correspondent. Ibid, pp. 74-5, 78.
Same from same to same in accordance with the order in Council of April 22 last, to register as a free ship of this kingdom the ship "Papenbergh." Dutch built and lately given by the King to Francis Bayly, shipwright, in part payment for the building of the "Oxford" frigate. Ibid, p. 75.
Same from same to same to obey an order in Council of the 11th inst., to permit the goods in foreign ships as follows to be entered under natives' duty only, having been freighted upon the encouragement of the proclamation of 1672, May 10 : all as petitioned for by Henry Meese, James Thierry, Michaell Clipsham and others of London merchants : viz. the ship "King David," of Hamburg, cleared out of London for Virginia Feb. 3 last : the ships "Burgh of Staten" and Queene of Swedeland" cleared from London to Virginia Mar. 3 last ; the ship "Salvator," of Staden, cleared from Falmouth Mar. 16 last : they having plied their voyage with diligence and endeavoured a return within the time limited by the proclamation of 1673-4, Mar. 11, but not being yet returned : also the ship "Lawrence," of Hamburg, which is arrived and now in discharge in the Thames.

Same from same to same to permit John De la Chambre to export certain goods on payment of Customs, he having imported said goods not for sale in this kingdom but upon confidence that a composition trade would have been forthwith settled and so gave notice of the said goods upon their arrival and brought them voluntarily into the King's warehouse in order to their transportation, where they still remain. Sept. 18 Warrant from Treasurer Danby to the Customs Commissioners to deliver at Mr. Chiffinch's lodgings a case in the Custom House warehouse, directed to Signior Tereza, wherein are two pictures for His Majesty. Warrants Not Relating to Money V. p. 80.
Instructions from same to same made upon their representation of the 14th inst. As to my order of Mar. 6 last for admitting entries [of coal] where ships are driven over by distress you represent that it sometimes happens that masters of vessels hearing of a good market abroad do voluntarily go over and upon their return offer to pay the duty, which you conceive may be sometimes to His Majesty's service to admit. I leave this matter wholly to your direction.
As to the case of Mr. Alderwerelt and the other subjects of the States General of the United Netherlands, who claim that in regard they have removed themselves, their estates and families and settled here upon the encouragement of the declaration of 1672, June 12, they may be exempted from strangers' duties and they and their ships made free, I hereby direct that such intending to remain amongst us have the benefit of said declaration and they and their ships be free to pay only natives' duties.
As to the small parcel of Scotch woollen manufacture called Fingrins sent into England to be dressed and dyed and to be returned again to Scotland for a particular use, which is desired to be permitted to be imported and exported without payment of Custom, as the duty according to the Book of Rules would much exceed the value, in this particular case you are to permit same.
As touching the goods seized by Nathaniell Temple, late waiter at Barking, and by him either pawned or otherwise indirectly secured, which are since brought into the King's warehouse, as to which Temple will give no satisfactory account, so that same cannot regularly be discharged or prosecuted, I order that such goods so pawned or secured and all in the same condition hereafter are to be delivered to the owners on payment of Custom.
As to Luke Pluncket's wines imported at Bristol the aliens' duty paid by him is to be repaid to him, although same no longer remains in deposit but has been placed to the King's account.
As to Mr. Thomas Griffith and Mr. Hawson, who inadvertently removed into their own warehouses on the quay, before view, several parcels of tobacco imported by them and now demand a view, in this case the officer is to take a view, as you are satisfied it is the same tobacco, although same is out of the King's custody.

Oxford : the offal wood thereof to be sold and accounted for. Sept. 23 Warrant from Treasurer Danby to the Customs Commissioners. Richard Mounteney, Receiver General of Customs, and Giles Litcott, Comptroller General of the accounts of same, to distribute the allowance for the collection of the duty of Coinage as follows, viz. : to allow each respective receiver in London and each collector in the outports 4d. in the in their accounts for so much as they shall respectively receive [of said duty], and likewise 4d. in the (on all moneys received of said duty by the Receiver General) to be paid to the Comptroller General of the accounts of the Customs for his pains therein, and 4d. in the to the said Receiver General himself for his charges in passing his accounts : the late Act of Parliament for the continuance of said duty having authorised an allowance of not more than 12d. in the thereon, the accounts thereof being by said Act to be kept distinct and apart and so distinctly answered into the Exchequer : the present distribution of said 12d. per being as proposed by the Customs Commissioners in their report of Aug. 19 last, made in pursuance of Treasurer Danby's instructions of May 28 last. Warrant from Treasurer Danby to the Customs Commissioners to permit Warwick Yard to enter, under natives' duty only, his goods freighted in the ship "St. Mark," of London, which ship cleared from said port 1673, Sept. 14, being set out upon the encouragement of the proclamation of 1672, May 10 but did not return within the time limited by the proclamation of Mar. 11 last.
