the King's extraordinary occasion should require
same ; we having "lately declared unto you and
do hereby declare that our extraordinary occasions

Treasurer Danby to the Navy Commissioners. I have
your letter to my Secretary [Bertie] in reply to his
about your erecting a distinct course of payments
for repairs of ships. Having perused it I have
thought fit to direct that no distinct course of
payments for stores be made except for the new
ships to be built pursuant to the Act for that purpose,
being very sensible that the credit of your
Board (which by a due course of payments duly
has been recovered in a great measure) will be
much impaired if that course of payments should
be neglected or interrupted. I have therefore
appointed that the money I shall now supply
you with for repairs be applied to the payment
of the bills for stores in their course, and I desire
that the merchants may not be delayed in your
office, as I have been informed they are and
cannot have their bills although they are in course
for payment, and the money [is this moment] in
the [Navy] Treasury Office ready to be paid
when the bills hall be brought ; and then [if you
do this] I have assurance that your emptions may
be on as good terms as for ready money [as] the
course of payments will be so very near.

Treasurer Danby to the Justices of the King's Bench.
The Farmers and Receivers General of the Law
duty have laid before me several proposals in order
to the better management of the collection of said
duty in your court. The Attorney General has been
advised with thereupon and is of opinion that the
said proposals should be recommended to you to
make use of the good and reject the rest. I therefore
send you the whole and desire you, upon consideration
thereof or what else may be thought on by
you or offered by the said Farmers, to make such
rules and orders and to give such directions as
by the act of 22 and 23 Car. II. you are impowered
to, for the better collecting said duty and preventing
all frauds and abuses therein. (The like letter

Warrant from Treasurer Danby to the King's
Remembrancer to supersede process against Francis
Hodges who was constituted 1663, May 19, by
Treasurer Southampton and Lord Ashley to
prosecute the recovery of several sums due to the
King on additional bonds taken at the Custom
House during the time the Customs were in Commission,
with an allowance of 2s. in the on what
he should bring in on that account, to be paid
him by the then Farmers of the Customs. In the
said Farmers' account ending 1664 he is charged
to have received 304l. 2s. 10d., being his 2s. per
on 3,041l. 11s. 8d. brought in by him within that time
as appears by certificate from Richard Mounteney,
Receiver General to said Farmers. Nevertheless
said Hodges is set in super for said 304l. 2s. 10d.
and process is issued against him for same, and
thereon issues returned which will be estreated
unless superseded : all which appears from the
report of Sir John Shaw and Richard Mounteney
to be true.

Report to the King from Treasurer Danby (as by the
order of reference of the 11th inst.) on the draft
of a letter as follows. As now amended I approve
of same, being of opinion that the revenue of Ireland
ought not to be charged with the payment of 13,000l.
intended to be borrowed or any part thereof, unless
by an act of your Majesty's the balance of the
account of the late Farmers [of the revenue of
Ireland] shall be lessened.
Prefixing : Draft of said letter [from the King to
the Lord Lieutenant of Ireland], By indenture
of 1669, July 12, the farm of the great branches
of the revenue of Ireland was demised to John Forth
and partners till Christmas, 1675. At said [latter]
date there remained due from them 19,633l. 6s. 8 d.
as appears by an account thereof made up and signed
by the Chancellor and Barons of the Exchequer
of Ireland. By indenture of 1671-2, Feb. 4, we
covenanted with Richard Visct. Ranelagh and his
partners therein that all the said farm rent should
from time to time as it grew due be paid into the
Receipt of the Exchequer at Dublin to be issued
thence to the uses as in the said indenture mentioned
which hath not yet been [wholly] done, but there
remains still in arrear and unpaid by the said
Farmers the said 19,633l. 6s. 8 d. Several officers
and others whose pay and allowances were provided
for by the establishment of Ireland, and for deductions,
debts and clothes, are unpaid what was
due to them at Christmas, 1675, which ought to have
been paid by Visct. Ranelagh and his partners.
Further Sir James Shaen and his partners, the
present Farmers and Commissioners of the Revenue
of Ireland, out of a desire to advance the King's
service, have agreed with Sir James Hayes, Kt.,
for and on behalf of said Visct. Ranelagh and partners
to pay 13,000l. before the end of July next for
the service aforesaid on the credit of the abovesaid
arrear of the old Farmers, provided they [said Shaen
and partners] be secured the repayment thereof
according to the said agreement at or before
March 31 next. You are hereby to order the
Attorney or Solicitor General [of Ireland] to prepare
an effectual grant and assignment from said
Visct. Ranelagh and partners to said Sir James
Shaen and partners of the said balance of
19,633l. 6s. 8 d., and of all and any other sums due
from said Forth and partners to said Visct. Ranelagh
and partners [to be] as a security for the said 13,000l.
and the charges and consideration for the advance
thereof according to agreement until same be repaid
when the remainder, if any, is to be paid to said
Visct. Ranelagh and partners. Letters patent
are also hereby to pass to said Shaen and partners
authorising them (in case the King before such
repayment should remit or discharge to said Forth
and partners any part of said balance for which
discharge said Visct. Ranelagh and partners would
by their covenants be entitled to defalcation) to
detain out of their farm rent due 1678, March
31, such sum [so discharged] as aforesaid with
10 per cent. interest. Further, power is to be
given to said Shaen and partners to sue said
Forth and partners for said arrear and for all
sums due from them [said Forth and partners]
to Visct. Ranelagh and partners. Further the
Commissioners appointed for receiving, collecting
and bringing in the arrears due to said Forth
and partners are hereby [to be directed] not to
dispose of any receipts of such arrears (except for
necessary charges for management) until said balance

Warrant and instructions from Treasurer Danby to
Mr. Richard Gibson. Pursuant to your report
of Jan. 19 last to me concerning the debts claimed
in the several ports for quartering the sick and
wounded seamen and others in the late war, I have
for discharge of the same appointed 20,000l. to be
paid with the weekly payments of the Navy from
Jan. 1 last to Dec. 31 next. I have ordered the
Navy Board to make out bills of imprest for paying
to you said money as it shall be received, charging
said imprests on the Commissioners for Sick and
Wounded. You are hereby forthwith to apply
yourself to the receipt of the said money and repair
to the several ports and at each place to call to your
assistance the Agent employed by the Commissioners
of the Sick and Wounded, and demand from such of
them as failed to give it before a true state of their
receipts and payments of money in order to your
examining their vouchers in the method you
formerly proceeded upon, in order to prevent any
double or undue payments. For proof hereof
you are to take a certificate from each Agent of
your having so done. After this, before you begin
the pay, you are to make publication of your
receiving the complaints of all such who have
parted with their bills at loss. The particulars of
such complaints you are to note down in your book
against each man's name, that the parties grieved
may have such relief (in case such bills remain unpaid)
as the Civil Magistrate or Justices of the Peace
on the place with yourself shall conclude reasonable ;
which if the possessor of any such claim refuses to
abide by you are to forbear paying the same till
further directions from me. This being done
you are without delay, but in the presence of the
Civil Magistrate or Justice of Peace on the place to
proceed to the paying first and principally all claims
for [quarters, etc. of] sick and wounded men put
ashore out of any of his Majesty's ships in the
late war, which claims, for your more regular guidance
herein, are to be signed by the Agent for the Sick
and Wounded and owned before the Civil
Magistrate to be a debt remaining unpaid which
you are to examine with the said Agent's book
and not to exceed without a particular affidavit
from the Agent or his clerk of the truth thereof.
This method you are to follow in all cases where
the Agent's book by mistake may fall short of the
just debt. In the next place you are to satisfy
the claims of all contingencies where you find the
debt to be real ; after which you are to proceed
to paying the Agents and chirurgeons whose claims
are mentioned in your report and not otherwise
to prevent the falling short of the fund for the
debt claimed. Where you find that any Agent,
chirurgeon or others concerned have not managed
their trust as they ought, you are to stop payment
to them till they give you satisfaction by oath
in the truth of what you shall find cause to ask
them relating to their imposing either upon his
Majesty or the subject. You are not to pay any
agent his salary till he shall have satisfied me of
his well doing his duty, but where you find any
Agent creditor on his account and no complaint
arising thereof you are to pay the said credit part
provided it be included in his former claim. And
since there may probably arise claims for quarters,
cures, etc., not hitherto taken notice of by you and
for which no provision is made, you are not to allow
the payment of any such claim till you have
exhibited same to me and have my order therein.
And to prevent altering the method of accompting,
you are hereby to attest each sum you shall pay,
and leave it as a voucher with the Agent whose
receipts for the sums paid in an abstract [thereof]
shall be your discharge.
