Date. Nature and Substance of the Entry Reference
June 16. Privy seal to the Lord Treasurer authorising him to give warrant and directions to the Exchequer to take in loans from any persons, native or foreigner, up to the sum of 200,000l. upon the credit of and in accordance with the power granted by the Act of the present parliament for an Additional Excise for three years for the raising such loans in case the King's extraordinary occasion should require same ; we having "lately declared unto you and do hereby declare that our extraordinary occasions do require the raising of that sum" : tallies of loan to be levied for each sum lent, and orders to be drawn and registered for repayment with interest in the manner and method directed by said Act. Money warrant for 125l. 3s. 4d. to Sir Francis Leake for two years to Lady day last on his several fees amounting to 62l. 11s. 8d. per an. as Captain of his Majesty's Castle of West Tilbury, etc. : and dormant warrant for said fees for the future. Warrant from Treasurer Danby to the Receipt to receive from Richard Kent, Esq., 50,000l. as a loan upon the credit of the late Act of Parliament for an Additional Excise, his Majesty's extraordinary occasions requiring loans to be had thereupon. Tallies of loan and orders for repayment are to be drawn as directed by the said Act. Money Book (General) p. 84.
Same from same to Bartholomew Fillingham to pay over to the Earl of Plymouth the 500l. which is directed to be issued to you at the Receipt in further part of the privy seal of 1670. March 28, for 2,500l. to you for secret service. Ibid.
Same from same to the Customs Commissioners to settle a salary of 40l. per an. from Christmas last for a clerk to be employed by the Secretary of the Customs about Plantation business, such a clerk having been employed for six months past, and there being a necessity for his constant employment in that business : and to pay 15l. to said Secretary for so much paid by him to Mathias Halstead whom he formerly employed in the said business. Money warrant for 855l. 16s. 11d. to Sir John Robinson, late Lieutenant of the Tower, to complete his four quarterly bills to 1674, Lady day, for keeping [or diet of] prisoners, repairs and other charges there, and for the salaries and wages of himself, the Gent[leman] Porter and Yeoman Warders : and further for 1,825l. 1s. 1d. due upon his five similar quarterly bills to 1675, Juno 24 (being 473l. 19s. 9d. for charges and 1,351l. 1s. 4d. for salaries) : all by virtue of the letters patent of 1661, June 29. Money warrant for 149l. 0s. 10d. to Humphrey Weld, Governor of Portland Castle, for one year to Lady day last on his allowance for the pay of himself, gunners and soldiers belonging to said castle. Reference to the Customs Commissioners of the petition of Mr. Tanner for re-delivery of a seizure of six pieces of Lockram, which he mistook in casting up the numbers, which as soon as he discovered he made a post entry and paid the duty. Out Letters (Customs) III. p. 318.

Same from same to the King's Remembrancer to stay process against Richard Churchill, late Receiver of Hearthmoney for Somerset and Bristol, he being indebted 300l. on his account, which money he alleges is in Sir Robert Vyner's hands, desiring stay of process thereon till same be satisfied out of the moneys payable by the King to said Vyner. June 18. Warrant from Treasurer Danby to the Auditor of the accounts of Francis Hollingshead (Receiver General of the last Eighteen Months' tax for co. Chester, and also after his father's death for Stafford and Lichfield), to allow him thereon 80l. and 65l. for charges in returning and soliciting the same for cos. Stafford and Chester respectively. Treasurer Danby to the Navy Commissioners. I have your letter to my Secretary [Bertie] in reply to his about your erecting a distinct course of payments for repairs of ships. Having perused it I have thought fit to direct that no distinct course of payments for stores be made except for the new ships to be built pursuant to the Act for that purpose, being very sensible that the credit of your Board (which by a due course of payments duly has been recovered in a great measure) will be much impaired if that course of payments should be neglected or interrupted. I have therefore appointed that the money I shall now supply you with for repairs be applied to the payment of the bills for stores in their course, and I desire that the merchants may not be delayed in your office, as I have been informed they are and cannot have their bills although they are in course for payment, and the money [is this moment] in the [Navy] Treasury Office ready to be paid when the bills hall be brought ; and then [if you do this] I have assurance that your emptions may be on as good terms as for ready money [as] the course of payments will be so very near. Treasurer Danby's subscription of a docquet dated June o[...] a grant to Thomas Francis of the office of Clerk Comptroller in ordinary of all his Majesty's tents, pavilions, hales, plays, revels and maskes in the room and upon the surrender of Arthur Fleetwood : for life : with the fee of 8l. [sic for 8d.] a day from Lady day last out of the Exchequer. Docquet Book, p. 144.
Charles Bertie to Mr. Mounteney, the Customs Cashier. If you have not paid the 10,000l. into the Exchequer for the service of the Navy you must do it forthwith, preferable to any other payments and in the meantime let Mr. Stephens have 2,500l. to pay the reserve ; which [sum], he will own the receipt of in the Exchequer that you may have your tally for that sum with the rest. Royal warrant to the Attorney or Solicitor General for a great seal for a [fresh] Commission for Appeals in and Regulating the duty of Excise : the new Commissioners to be Charles Fanshaw, Esq., Sir Thomas Berry, Kt., Sir Paul Neale, Kt., Robert Spencer, Esq., Peter Prideaux, John Trolawny, William Coward, Francis Stephens, Edmond Doyly and Charles Bertie, Esqrs., with the salary of 200l. per an. each, payable quarterly, the first payment at Midsummer next for the first nine Commissioners and to said Bertie at the first quarter after the death of any of said nine. June 21. Warrant from Treasurer Danby to the Surveyor General of Crown Lands for a particular and ratal of certain lands of which the Earl of Bath desires a reversionary lease for 15 years from 1692, Sept. 29.
Prefixing : Said Surveyor General's report dated 1676, Nov. 24, on said Earl's petition for same as by the order of reference thereon dated 1676, Aug. 31 : advises a fine of 159l., being three years' improved value above the old rent and a further 133l. for buying off the several increased rents amounting to 19l. per an. for the 16 years in being from Sept. 29 last (being seven years' purchase.)

Same from same to the Clerk of the Pipe for a lease to Thomas Laundry (son of Degory Laundry as below) of a tenement in South Botternell, part of the manor of Carnedon Prior, co. Cornwall, and parcel of the duchy of Cornwall, and demised 1627-8, Feb. 21, for 99 years [to William Laundry] terminable on the lives of Degory, Mathew and Edwd. Laundry, sons of said William Laundry : the present lease to be for 99 years from Lady day last terminable upon three lives to be nominated by said Thomas Laundry at the yearly rent of 7l. 10s. 0d. and fine of 100l.
Prefixing : Particular of the premises by deputy Auditor Symes and ratal thereof by the Surveyor General of Crown Lands : the herriots and mesne profits (proportionable to the yearly value of 9l.) to be put in charge by the aid of certificates of death of said Degory, Mathew and Edward Laundry.

Letter of direction by Treasurer Danby on an order dated 1670, July 21 (based on a privy seal of 1668, April 30) for 200l. to Sir Andrew Henly in repayment of loans with 6 per cent. interest : whereon 12l. has been paid for interest ; the order being registered on the fee farms : said principal to be hereby paid with all interest thereon out of any money in the Exchequer, "his Majesty having signified his royal pleasure to me in this behalf."

Treasurer Danby's subscription of a docquet dated June of a grant to William Jones of the office of serving perfumes for the King's household with the yearly fee of 20 marks ; and of the office of Apothecary for his Majesty's Household with the yearly fee of 40l. out of the Exchequer : all for life in reversion after John Jones his father. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Mris. Sophia Buckley, spinster, of an annuity or yearly pension of 300l. for life, payable half yearly from Christmas last. (Treasurer Danby's subscription dated July 2 of docquet hereof.) Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Francis Mansell, his executors and administrators, of the yearly annuity or pension of 200l. for 99 years terminable on the lives of Barbarah his wife and Charles and Francis his sons, to be payable quarterly from the first quarterly feast which shall happen after the death of said Francis Mansell, said Francis having been very instrumental in the King's preservation after Worcester fight, and having prayed an extension as above of his present pension in view of his numerous family. Warrant from Treasurer Danby to the Receipt to issue 2,342l. on any unsatisfied orders in the name of Ralph Montague for the Great Wardrobe : same to be by levying tallies on the Customs. Ibid.
Same from same to the Farmers of the Law duty to pay to Fabian Phillips, Assistant and Deputy Comptroller to Sir Robt. Treasurer Danby to the Justices of the King's Bench. The Farmers and Receivers General of the Law duty have laid before me several proposals in order to the better management of the collection of said duty in your court. The Attorney General has been advised with thereupon and is of opinion that the said proposals should be recommended to you to make use of the good and reject the rest. I therefore send you the whole and desire you, upon consideration thereof or what else may be thought on by you or offered by the said Farmers, to make such rules and orders and to give such directions as by the act of 22 and 23 Car. II. you are impowered to, for the better collecting said duty and preventing all frauds and abuses therein. (The like letter to the Justices of Common Pleas.) Constitution and appointment by Treasurer Danby of William Wenslay to be messenger under Charles Bertie, Sir C. Harbord, Kt., Sir Richard Mason, Kt. and William Chiffinch as Commissioners by the privy seal of April 30 last for recovering arrears of the Queen Mother's rents. The like for John Singleton, gent., to be Clerk or Register to the said Commissioners. Ibid.
Warrant from Treasurer Danby to the King's Remembrancer to supersede process against Francis Hodges who was constituted 1663, May 19, by Treasurer Southampton and Lord Ashley to prosecute the recovery of several sums due to the King on additional bonds taken at the Custom House during the time the Customs were in Commission, with an allowance of 2s. in the on what he should bring in on that account, to be paid him by the then Farmers of the Customs. In the said Farmers' account ending 1664 he is charged to have received 304l. 2s. 10d., being his 2s. per on 3,041l. 11s. 8d. brought in by him within that time as appears by certificate from Richard Mounteney, Receiver General to said Farmers. Nevertheless said Hodges is set in super for said 304l. 2s. 10d. and process is issued against him for same, and thereon issues returned which will be estreated unless superseded : all which appears from the report of Sir John Shaw and Richard Mounteney to be true. Treasurer Danby's subscription of a docquet of a demise to William Browne, gent., of [a] messuage land[s] and tenement[s] in Tretherappe, parcel of the manor of Grediowe, co. Cornwall : to be for 99 years, terminable on the lives of Richard Harper, Thomas Harper, and Elizabeth Harper, sons and daughter of Thomas Harper, late of Luxulyan, Cornwall : at the annual rent of 6s. and fine of 88l. The like of the demise to Walter Robins of two tenements in Tamerton, parcel of Boyton, co. Cornwall : for 99 years terminable on the life of Walter, son of said Walter Robins : at 48s. per an. rent and fine of 224l. Ibid, p. 78.
Treasurer Danby to the Wardens and Assistants of Trinity House at Deptford Strond to dispense with the absence of Richard Gibson, late one of the Clerks of the Navy and now entertained as such by your corporation, who in Sept. last was employed by Treasurer Danby in stating the arrears of the debt due in the several ports of England for the quarters and cure of sick and wounded seamen happening in the late war ; wherein he acquitted himself with care and fidelity, and "I have therefore thought fitt as well for his Majesty's service as for the poor people's satisfaction that the finishing of the said worke be continued in his care and have appointed him to attend the paying off the said debt." Warrant from Treasurer Danby to the Customs Commissioners to permit the transport to Ireland, Customs free, of the apparel, household stuff, coaches and horses of the Duke of Ormonde, Lord Lieutenant of Ireland, and his retinue. Out Letters (Customs) III. p. 320.
Same from same to same to repay to the Treasurer for the Company of the Royal Fishery the sums of 7l. 5s. 0d. and 12l. deposited for the duty on nots, ropes, etc., imported from Holland by Sir Phillip Howard and Thomas Windham for the use of said Royal Fishery and by them landed at Ipswich and Harwich, and having occasion for them before they could apply for Treasurer Danby's warrant for delivery thereof they did by the hands of Stephen Jackson, their treasurer, deposit said 7l. 5s. 0d. in the hands of George Gosnell, the officer at Ipswich, July 24 last and said 12l. to Thomas Denham, same at Harwich, June 19 last. June 25. Charles Bertie to the Auditor of the Receipt to issue 420l. on any unsatisfied order for the service of the Wardrobe : same being lately brought in by the Customs Cashier for that purpose. Out Letters (General) p. 102.
Same to the Wine Licence Commissioners. The respective creditors who have tallies upon you for the 6,866l. 1s. 6d. for the payment whereof you entered into bond to me have made application (now summer is come) for the Lord Treasurer's directions to you for their payments. Treasurer Danby desires you to make payment according to your agreement. Ibid.
Same to Mr. Kent, Cashier of Customs, to pay (with respect to the weekly payments) last Midsummer quarter's salary to Rich. Gregory as the Lord Treasurer's messenger. Ibid, p. 103.
Warrant from Treasurer Danby to the Customs Commissioners to deliver, unopened and Customs free, to the Countess of Brentford a little bundle lately brought from France in the Jonas of London, John Day master, being made up and sealed with the Customer's stamp of Paris upon lead. Report to the King from Treasurer Danby (as by the order of reference of the 11th inst.) on the draft of a letter as follows. As now amended I approve of same, being of opinion that the revenue of Ireland ought not to be charged with the payment of 13,000l. intended to be borrowed or any part thereof, unless by an act of your Majesty's the balance of the account of the late Farmers [of the revenue of Ireland] shall be lessened.
Prefixing : Draft of said letter [from the King to the Lord Lieutenant of Ireland], By indenture of 1669, July 12, the farm of the great branches of the revenue of Ireland was demised to John Forth and partners till Christmas, 1675. At said [latter] date there remained due from them 19,633l. 6s. 8 d. as appears by an account thereof made up and signed by the Chancellor and Barons of the Exchequer of Ireland. By indenture of 1671-2, Feb. 4, we covenanted with Richard Visct. Ranelagh and his partners therein that all the said farm rent should from time to time as it grew due be paid into the Receipt of the Exchequer at Dublin to be issued thence to the uses as in the said indenture mentioned which hath not yet been [wholly] done, but there remains still in arrear and unpaid by the said Farmers the said 19,633l. 6s. 8 d. Several officers and others whose pay and allowances were provided for by the establishment of Ireland, and for deductions, debts and clothes, are unpaid what was due to them at Christmas, 1675, which ought to have been paid by Visct. Ranelagh and his partners. Further Sir James Shaen and his partners, the present Farmers and Commissioners of the Revenue of Ireland, out of a desire to advance the King's service, have agreed with Sir James Hayes, Kt., for and on behalf of said Visct. Ranelagh and partners to pay 13,000l. before the end of July next for the service aforesaid on the credit of the abovesaid arrear of the old Farmers, provided they [said Shaen and partners] be secured the repayment thereof according to the said agreement at or before March 31 next. You are hereby to order the Attorney or Solicitor General [of Ireland] to prepare an effectual grant and assignment from said Visct. Ranelagh and partners to said Sir James Shaen and partners of the said balance of 19,633l. 6s. 8 d., and of all and any other sums due from said Forth and partners to said Visct. Ranelagh and partners [to be] as a security for the said 13,000l. and the charges and consideration for the advance thereof according to agreement until same be repaid when the remainder, if any, is to be paid to said Visct. Letters patent are also hereby to pass to said Shaen and partners authorising them (in case the King before such repayment should remit or discharge to said Forth and partners any part of said balance for which discharge said Visct. Ranelagh and partners would by their covenants be entitled to defalcation) to detain out of their farm rent due 1678, March 31, such sum [so discharged] as aforesaid with 10 per cent. interest. Further, power is to be given to said Shaen and partners to sue said Forth and partners for said arrear and for all sums due from them [said Forth and partners] to Visct. Ranelagh and partners. Warrant and instructions from Treasurer Danby to Mr. Richard Gibson. Pursuant to your report of Jan. 19 last to me concerning the debts claimed in the several ports for quartering the sick and wounded seamen and others in the late war, I have for discharge of the same appointed 20,000l. to be paid with the weekly payments of the Navy from Jan. 1 last to Dec. 31 next. I have ordered the Navy Board to make out bills of imprest for paying to you said money as it shall be received, charging said imprests on the Commissioners for Sick and Wounded. You are hereby forthwith to apply yourself to the receipt of the said money and repair to the several ports and at each place to call to your assistance the Agent employed by the Commissioners of the Sick and Wounded, and demand from such of them as failed to give it before a true state of their receipts and payments of money in order to your examining their vouchers in the method you formerly proceeded upon, in order to prevent any double or undue payments. For proof hereof you are to take a certificate from each Agent of your having so done. After this, before you begin the pay, you are to make publication of your receiving the complaints of all such who have parted with their bills at loss. The particulars of such complaints you are to note down in your book against each man's name, that the parties grieved may have such relief (in case such bills remain unpaid) as the Civil Magistrate or Justices of the Peace on the place with yourself shall conclude reasonable ; which if the possessor of any such claim refuses to abide by you are to forbear paying the same till further directions from me. This being done you are without delay, but in the presence of the Civil Magistrate or Justice of Peace on the place to proceed to the paying first and principally all claims for [quarters, etc. of] sick and wounded men put ashore out of any of his Majesty's ships in the late war, which claims, for your more regular guidance herein, are to be signed by the Agent for the Sick and Wounded and owned before the Civil Magistrate to be a debt remaining unpaid which you are to examine with the said Agent's book and not to exceed without a particular affidavit from the Agent or his clerk of the truth thereof. This method you are to follow in all cases where the Agent's book by mistake may fall short of the just debt. In the next place you are to satisfy the claims of all contingencies where you find the debt to be real ; after which you are to proceed to paying the Agents and chirurgeons whose claims are mentioned in your report and not otherwise to prevent the falling short of the fund for the debt claimed. Where you find that any Agent, chirurgeon or others concerned have not managed their trust as they ought, you are to stop payment to them till they give you satisfaction by oath in the truth of what you shall find cause to ask them relating to their imposing either upon his Majesty or the subject. You are not to pay any agent his salary till he shall have satisfied me of his well doing his duty, but where you find any Agent creditor on his account and no complaint arising thereof you are to pay the said credit part provided it be included in his former claim. And since there may probably arise claims for quarters, cures, etc., not hitherto taken notice of by you and for which no provision is made, you are not to allow the payment of any such claim till you have exhibited same to me and have my order therein. And to prevent altering the method of accompting, you are hereby to attest each sum you shall pay, and leave it as a voucher with the Agent whose receipts for the sums paid in an abstract [thereof] shall be your discharge.
