Order of Committee of Council.

Petition from the country of Kerry about redoubt on Valencia.

Merchants summond.

An Order of the Committee of Council appointed to consider of the Bills lately transmitted from Ireland of the 29th of the last month, referring to the Board the petition of the freeholders of the county of Kerry in that kingdom, to the House of Commons there, relating to a redoubt to be built in the island of Valencia, together with the resolutions of the House &c. thereupon, was read. Whereupon order'd that Captain Hyde and one or two other merchants trading to the West Indies [fo. 47] have notice to attend the Board on Fryday morning next.

A letter from the Lord Dartmouth of the 28th of the last month, inclosing her Majesty's Order of Council of the 18th of February, 170 9/10, upon the petitions of Mr. Gordon and Mr. Skene, provost marshal general and secretary of Barbadoes, directing a clause or clauses to be inserted in the instructions to be given Mr. Lowther, appointed Governor of that island, for the restoring of the petitioners to the full injoyment of their places, was read; and the secretary laid before their lordships the draught of such clauses, which were agreed, and ordered to be inserted in Mr. Lowther's instructions into accordingly; and their lordships, taking the said instructions into consideration [fo. 43], agreed the same, and ordered them to be transcribed.

Mr.Philip's memorial against Mr. Bridger.

Mr. John Philips attending [fo. 39], as he had been directed, in relation to a discovery he had made to their lordships, touching some illegal practices carried on in the plantations, he presented to their lordships a memorial signed by himself, complaining of

Mr. Oliver and Newman summon'd.

Mr. John Bridger, Surveyor General of her Majesty's woods on the continent in America, which was read, and the said memorial making mention that Mr. Oliver and Mr. Newman were able to prove the allegations therein set forth [fo. 48], ordered that they have notice to attend the Board on Fryday morning next.

Redoubt on the island of Valencia.

Mr. Hyde and Mr. Richard Perry attending, as they had been desired the 1st instant, the order of the Committee of Council of the 29th of the last month, referring to the Board the petition of the freeholders of the country of Kerry in Ireland, relating to a redoubt to be built on the island of Valencia &c. [fo. 45], was again read; and these gentlemen being asked several questions thereupon, they said that they were of opinion that the building of such a fort as is proposed by the petitioners will be of advantage to her Majesty's subjects trading to the West Indies, in securing their homeward bound ships, when by contrary winds or otherwise they shal be forced to that part of the Irish coast, especially if the said fort be so scituated as to command the harbour, and that there be some few guns mounted thereon, for the defence of the said harbour. These gentlemen being withdrawn [fo. 48], their lordships gave directions for preparing an answer to the said referrence.

Mr. Newman about complaint against Mr. Bridger.

Mr. Newman also attending, as he had been directed, in relation to the complaint against Mr. Bridger, surveyor of her Majesty's woods in America, mentioned in the minutes of the 1st instant [fo. 46], and being acquainted by their lordships that they were informed he could give them some account of the said complaint, he said that he did not know anything against the said Bridger.

Petitioners summond.

A reference from the Lord Dartmouth of the 26th of the last month, upon the petition of several merchants trading to Jamaica, praying that Mr. John Blair [fo. 49], an inhabitant there, may be appointed one of the members of her Majesty's Council in that island, was read; whereupon ordered that some of the persons concern'd in the said petition have notice to attend their lordships on Tuesday next.

Report to Committee of Council about a fort in Valencia.

The draught of an answer to an order of the 29th of the last month, from the right honourable the Lords of her Majesty's most honourable Privy Council [fo. 47], who are a committee to consider of the Bills lately transmitted from Ireland relating to a fort to be built in the island of Valencia in that kingdom, directed the 4th instant, was agreed and signed.

King of Denmark's certificates for ships passing the Sound.

Answer to Duke of Queensberry.

The secretary laid before their lordships a memorial he had received from the Eastland Company, relating to the grievances complained of by the merchants at Dantzick [fo. 44, 50], and to the King of Denmark's being willing to allow certificates to the British ships to pass through the Sound, without being search'd &c., which was read, and directions given for preparing an answer to the Duke of Queensberry's letter of the 22nd of the last month [fo. 50], mentioned in the minutes of the 27th ditto, touching the said certificates.

Mr. Blair propos'd of the Council.

Answer to Lord Dartmouth.

Colonel Lloyd attending, the reference from the Lord Dartmouth on the petition of several merchants trading to Jamaica, praying that Mr. John Blair [fo. 48, 51] may be appointed a member of the Council there (mentioned in the minutes of the 4th instant), was again read. Whereupon Colonel Lloyd acquainted their lordships that the said Blair had as good an estate as any on that island, was an ingenious man and universally esteemed there, and a person well affected to her Majesty's government; and Colonel Lloyd being withdrawn, their lordships gave directions for preparing an answer to the afore-mentioned reference from the Lord Dartmouth.

Then their lordships took into consideration the draughts of instructions to be given the Lord Archibald Hamilton [fo. 39, 51], for the government of Jamaica, and made a progress therein.

Letter to the Duke of Queensberry.

King of Denmark's certificates for ships passing the Sound.

A letter to the Duke of Queensberry, in answer to his Grace's letter of the 22nd of the last month, relating to the king of Denmark's being willing to allow certificates [fo. 49], to the British ships passing through the Sound without being searched, directed at the last meeting, was signed.

Articles of commerce with Dantzig.

Letter to Doctor Robinson.

Their lordships, taking into consideration another letter from his Grace, read the 27th of the last month, relating to some articles of commerce desired by the British inhabitants at Dantzick [fo. 49], and observing that Mr. Robinson, formerly her Majesty's Envoy at Sweden, was mentioned in the memorial referr'd to in his Grace's said letter; ordered that a letter be writ to Mr. Robinson [v. infra], inclosing a copy of the said memorial, and that he be desired to give their lordships his thoughts thereupon.

A letter to the Lord Dartmouth upon the reference from his lordship, relating to Mr. Blair's being of the Council of Jamaica [fo. 49], directed at the last meeting, was signed.

Then their lordships proceeded in the consideration of the instructions to be given the Lord Archibald Hamilton [fo. 50, 52] for the government of Jamaica, went through the same, and ordered them to be transcribed.

A letter from Doctor Robinson, Dean of Windsor, dated the 16th instant, in answer to one writ him the 11th ditto, relating to several priviledges desired by the British traders at Dantzick [v. supra], was read, and the papers therein referr'd, to were laid before the Board and are as follows, vizt.:

A letter from the Lord Dartmouth of the 12th instant, referring to the Board a memorial from the Lord Archibald Hamilton relating to the Act for incouraging the trade to America [fo. 54], was read, and the draught of a letter thereupon was agreed and ordered to be transcribed.

The draught of a letter to Colonel Quary, Surveyor General of the Customs [fo. 33], as directed the 12th of the last month, was also agreed and ordered to be sent.

A letter from Colonel Jennings, President of the Council of Virginia (without date), was read; whereupon ordered that paragraph B, giving an account of the damage done by the French privateers, as also paragraph C, relating to her Majesty's ship Enterprize [fo. 56], and paragraph D, touching the want of a 4th rate man-of-war there &c., be sent to Mr. Burchet, to be laid before the Lords Commissioners of the Admiralty.

A letter from the Lord Dartmouth of the 11th instant, referring to the Board a letter from Mr. Oglethorp, dated at Antego the 19th of May, 1710, relating to illegal trade carry'd on in the Leeward Islands [fo. 10, 56], was read, as were also the papers therein referr'd to, which are as follows:—

A letter from the secretary to Mr. Lillington, President of the Council of Barbadoes [fo. 55, 200], acknowledging the receipt of one from him to their lordships, mentioned in yesterday's minutes, was agreed and ordered to be sent.

Letter to the Hamburgh Company.

A letter from Mr. Secretary Boyle of yesterday's date [fo. 60], referring to the Board extracts of several letters from Mr. D'Alais, her Majesty's secretary at Hanover, relating to a duty intended to be laid on foreign coarse cloths imported in to the Elector of Hanover's dominions, was read; whereupon ordered that a state of that matter be sent to the Hamburgh Company [fo. 59], to know what they have to offer thereupon as soon as may be.
