Jamaica.

Report to the Lords of the Committee of Council, relating to the distressed condition of Jamaica, agreed to yesterday, was signed.

Mr. Yeamans, agent for Antigua, Mr. John Sharpe, agent for Governor Mathew, Col. Thomas, and other gentlemen attending, as they had been desired, upon the subject of the French proposals, for regulating the trade between the English and French in America, mentioned in the minutes of 23rd ult., they presented to the Board their answer to, and observations upon the said proposals, which were read; and directions were given for preparing the draught of a representation upon this subject.

Tuesday, April 5. Present:—Earl Fitz-Walter, Mr. Pelham, Mr. Plummer, Sir A. Croft, Col. Bladen.

Pennsylvania.

An order of the Committee of Council, dated yesterday, referring to the Board a petition from the proprietors of Pennsylvania, recommending Col. Thomas, one of the Councillors of Antigua, to be Lt. Governor of Pennsylvania, was read.

Messrs. Penn's declaration to save the right claimed by the Crown to the three lower counties, was read; and

Maryland.

Mr. John Sharpe, agent for the Lord Baltimore, attending, desired their lordships would please to postpone the consideration of the said order, for a few days, his lordship having some objections to offer against the three lower counties being included in the Pennsylvania Government; and the Board agreed to postpone the consideration thereof, to another opportunity.

Wednesday, April 6. Present:—Earl Fitz-Walter, Col. Bladen, Sir O. Bridgeman, Mr. Plummer, Sir A. Croft, Mr. Pelham.

The Board take into consideration the draught of a representation, ordered to be prepared the 1st inst., upon the subject of the French proposals for regulating the trade between the French and English in America, mentioned in the minutes of the 23rd of the last month, and make a progress therein.

Pennsylvania.

Col. Thomas.

Mr. Paris.

Col. Thomas, appointed Lt. Governor of Pennsylvania, attending with Mr. Paris, agent for the Proprietors of the Province, presented to the Board a memorial proposing two gentlemen for his securities.

Thursday, April 7. Present:—Earl Fitz-Walter, Sir O. Bridgeman, Mr. Plummer, Col. Bladen.

North Carolina.

An order of the Committee of Council, directing the Board to receive further proposals from Messrs. Crimble and Huey, with regard to their settling the land petitioned for by them, upon which the Board reported the 24th of November last, and with regard to the share in all mines to be reserved to the Crown, was read; and

Mr. Crimble.

Mr. Crimble attending, he presented to the Board a paper, containing his further proposals upon the subject abovementioned, which were read, and orders were given for preparing the draught of a report, for inclosing a copy thereof to the Lords of the Committee.

The Board then made a progress in the consideration of the draught of the representation, mentioned in yesterday's minutes, upon the French proposals for regulating the trade between the French and English in America.

The Board then adjourned till Tuesday, 19th inst.

Tuesday, April 19. Present:—Earl Fitz-Walter, Mr. Pelham, Col. Bladen, Mr. Brudenell, Sir A. Croft, Mr. Plummer, Mr. Ashe.

Plantations General.

The draught of a representation, mentioned in the minutes of the 6th inst., upon the subject of the French proposals for regulating trade between the English and French in America, was agreed to, and ordered to be transcribed.

North Carolina.

Mr. McCulloch.

Mr. McCulloch, agent for the Governor of North Carolina, desired their lordships would please to consider the Biennial Law of that Province, and lay the same before his Majesty to be repealed.

Their lordships then read and considered Mr. Fane's report against the said Law, and gave directions for preparing the draught of a representation for repealing the same.

The draught of a report upon the Order of the Committee of Council, read the 7th inst., directing the Board to receive further proposals from Messrs. Crimble and Huey, with regard to their settlement proposed in North Carolina, was agreed to and ordered to be transcribed.

Pennsylvania.

Maryland.

Mr. John Sharpe.

Mr. John Penn, one of the proprietors of Pennsylvania, attending with Mr. Paris, his solicitor, as also Mr. John Sharpe, solicitor for Lord Baltimore, proprietor of Maryland; Mr. Paris desired the Board would please to consider the order of the Committee, read the 5th inst., relating to the appointment of Col. Thomas; and Mr. Sharpe presented to the Board a memorial from Lord Baltimore, desiring that, if Col. Thomas should be appointed Governor of Pennsylvania and the three lower counties, he may be appointed Governor of the three lower counties by the king, and not by Mr. Penn, which memorial was read; but the Board did not think proper to proceed upon the said memorial, it not being referred to the Board by any direction from the Crown.

New England.

The Board then took into consideration a memorial from Mr. Rindge, praying a copy of the Attorney and Solicitor General's report about the boundaries between the Massachusets Bay and New Hampshire, and a copy was ordered accordingly.

Wednesday, April 20. Present:—Earl Fitz-Walter, Col. Bladen, Mr. Plummer, Sir A. Croft, Mr. Pelham.

North Carolina.

Draught of a representation, ordered yesterday to be prepared, for repealing the Biennial Law, was agreed to, and signed.

The report to the Lords of the Committee, for inclosing the further proposals from Messrs. Crimble and Huey, relating to their proposed settlement in North Carolina, and to a reservation of a certain proportion of mines etc., was agreed to and signed.

Georgia.

South Carolina.

Mr. Paris.

Mr. Paris, in behalf of the Georgia trustees, desired the Board would please to consider the order of the Committee of Council, referring to the Board a petition from the Lt.-Governor, Council and Assembly of South Carolina, complaining of the people of Georgia, read the 14th of December last, as also an order of the Committee of Council, read the 24th of February, referring to the Board a petition from the Trustees of Georgia, complaining of the Province of South Carolina, for opposing the execution of a Georgia Act for maintaining peace with the Indians, and complaining against an ordinance, passed in South Carolina in 1736, for raising money, etc.; and the Board resolved to consider these petitions at another opportunity.

Pennsylvania.

The draught of a report, approving Col. Thomas to be Lieut. Governor of Pennsylvania, and of the three lower counties, was agreed to.

Thursday, April 21. Present:—Earl Fitz-Walter, Sir O. Bridgeman, Sir A. Croft, Mr. Pelham, Mr. Brudenell, Mr. Plummer.

Pennsylvania.

The report to the Lords of the Committee, approving Col. Thomas, who is recommended for the Government of Pennsylvania, and the three lower counties, which was agreed to yesterday, was signed.

Nova Scotia.

Order of the Committee of Council, referring to the Board a petition from Mr. Joseph Sacheverel and several others, praying for a grant of a Township of fourteen miles square, etc., in Nova Scotia, was read, and the Board resolved to consider further thereof, at another opportunity.

The draught of a report, ordered to be prepared the 29th ult., upon the petition of Capt. Coram, proposing the settlement of Nova Scotia, was agreed to, and ordered to be transcribed.

Nova Scotia.

The report to the Lords of the Committee of Council, agreed to yesterday, upon the petition of Capt. Coram, proposing the settlement of Nova Scotia, was signed.

North Carolina.

Letter from Mr. Johnston, Governor of North Carolina, dated 29th November, 1736, relating to Quit Rents, Blank Patents, etc., was read, and the draught of a letter to Mr. Johnston was agreed and ordered to be sent.

Tuesday, April 26. Present:—Earl Fitz-Walter, Mr. Ashe, Mr. Brudenell, Sir A. Croft, Col. Bladen, Mr. Plummer.

Jamaica.

Letter from Mr. Gregory, Commander in Chief at Jamaica, dated the 12th of February last, inclosing his speech to the Council and Assembly, and the Assembly's address, was read.

A letter from Mr. Hall, one of the Council of Jamaica, relating to a former dispute between him and the President, was read.

A letter from Mr. Luttrell, in behalf of his brother, Mr. Laws, one of the Council of Jamaica, who has withdrawn from the Council, was read.

Trade.

Denmark.

Letter from Lord Harrington, inclosing an Ordinance from the King of Denmark, prohibiting the importation or use of any foreign small salt, and extracts of letters from Mr. Titley, resident from this kingdom at Copenhagen, upon that subject, were read.

Ordered that a letter be wrote to the Commissioners of the Salt Office, for an account of salt (if any) exported to Denmark, for seven years passed.

South Carolina.

An explanation of some points in Mr. Zouberbuhler's petition, praying a grant of land in South Carolina, mentioned in the minutes of the 15th March last, was read, and directions were given that Mr. Zouberbuhler should attend the Board to-morrow morning.

Wednesday, April 27. Present:—Earl Fitz-Walter, Mr. Pelham, Col. Bladen, Mr. Plummer, Sir O. Bridgeman, Sir A. Croft.

South Carolina.

The Board take again into consideration the explanation of some points in Mr. Zouberbuhler's petition praying, a grant of land in South Carolina, mentioned in yesterday's minutes, and after some discourse with Mr. Zouberbuhler thereupon, directions were given for preparing the draught of a report, in favour of Mr. Zouberbuhler's petition.

The draught of a report, ordered yesterday to be prepared, upon Mr. Zouberbuhler's petition for a grant of land in South Carolina, was considered.

Virginia.

A letter from Major Gooch, Lt. Governor of Virginia, dated the 8th of January last, relating to the proceedings of the Commissioners for settling the bounds of Lord Fairfax's grant in Virginia, was read.

South Carolina.

Mr. Zouberbuhler.

Mr. Zouberbuhler, attending, presented to the Board the copy of a petition, which he had presented to the Governor and Council of South Carolina in July, 1735, for a township to be allotted for the settlement of 100 families, which he would import, provided provisions, etc., might be allowed them, was read.

Massachusetts Bay.

Letter from Governor Belcher, dated the 2nd ult., inclosing minutes, and his answers to queries, was read.
