Thursday, June 1. Present:—Lord Monson, Col. Bladen, Mr. Ashe, Mr. Plummer.

South Carolina.

Col. Horsey, Governor of South Carolina, attending, the Board took into consideration his instructions, together with his observations upon them, and made some progress therein.

Mr. Attorney and Mr. Solicitor General attending, the Board had some discourse with them, relative to the affairs of the province of South Carolina, and when they were gone, their lordships directed the Secretary to write them a letter, containing several queries, and desiring their opinion thereon.

Friday, June 2. Present:—Lord Monson, Mr. Ashe, Col. Bladen, Mr. Plummer.

South Carolina.

The Board had again under their consideration the instructions for Col. Horsey, Governor of South Carolina, and made some further progress therein.

Tuesday, June 6th. Present:—Lord Monson, Col. Bladen, Mr. Ashe, Mr. Plummer.

South Carolina.

Mr. McCulloch attending, acquainted their lordships that John Cartwright and his associates were men of substance and ability to perform the conditions of the said Mr. Cartwright's petition for 200,000 acres of land in South Carolina, which was referred to this Board by an order of the Committee of Council, mentioned in the minutes of May the 30th.

South and North Carolina.

Mr. Abercromby attending, the Board had some discourse with him concerning his letters to the Secretary, mentioned in the minutes of May 30th last, and their lordships were pleased to postpone their report upon the order of the Committee of Council, mentioned in the minutes of May 10th, till the arrival of proper Certificates to make out his demand.

South Carolina.

A letter from Mr. Bull, President of the Council and Commander in Chief at South Carolina, dated April 20th, 1738, giving an account of an intended invasion upon Carolina and Georgia by the Spaniards, was read, and their lordships transmitted a copy of the said letter and the affidavits annext thereto, in one to the Duke of Newcastle.

Wednesday, June 7. Present:—Lord Monson, Col. Bladen, Mr. Plummer.

South Carolina.

The Board had again under consideration Col. Horsey's instructions, and made some progress therein, and Col. Horsey and Mr. Fury, then present, were desired to attend this Board again on Thursday sennight; at the same time their lordships gave directions that a letter should be writ to Mr. Wood, agent for the merchants of London and Bristol, desiring his attendance upon the same day, and that he would bring with him some merchants, in order to have their thoughts upon the subjects of the Money bill. [Thursday, June 15th].

South Carolina.

Georgia.

Read an order of Council, directing the Board to prepare instructions to the Governor of South Carolina and the Trustees of Georgia, relating to the differences between the two provinces about trading with the Indians, and the said instructions were ordered to be prepared.

Antigua.

The Board took into consideration Mr. Fane's report upon an Act, passed at Antigua in April, 1737, mentioned in the minutes of May 16th last, and directed that a representation be prepared, praying his Majesty's disapprobation of the said Act.

Plantations General.

The Board took again into consideration Mr. McCulloch's memorial, mentioned in the minutes of May 30th last, and ordered a representation to be prepared in pursuance of the same.

South Carolina.

Read an order of the Lords of the Committee of Council, dated 27th May, 1738, directing an instruction to be prepared for Col. Horsey, Governor of South Carolina, to lay out the land for the township of Purrysburgh, according to a former instruction given to Governor Johnson, and the said instruction was ordered to be prepared.

Friday, June 9. Present:—Lord Monson, Mr. Ashe, Mr. Plummer.

New Hampshire.

Read an order of the Lords of the Committee of Council, dated May 27th, 1738, referring the petition of Col. Dunbar, setting forth the great expences he has been at, in building forts and settling people on some lands in Nova Scotia, for which he has received no recompence, and praying to be relieved therein; and their lordships directed that a letter be writ to Col. Dunbar, desiring his attendance this day sennight, on the subject of his said petition.

South Carolina.

Read an order of the Lords of the Committee of Council, dated May 19th, 1738, referring a letter from Mr. Bull, President of the Council and Commander in Chief of South Carolina, to the Duke of Newcastle, requesting a supply of great stores and small arms for that province, and their lordships directed that a letter be writ to Mr. Fury, agent for the said province, to come prepared on this subject, on Thursday next [June 15th], when he is to attend this Board.

The copy of a draught of a report, in consequence of the petition of John Cartwright for 200,000 acres of land in South Carolina, referred to this Board by order of the Committee of Council, and mentioned in the minutes of May 30th, was ordered to be prepared.

Tuesday, June 13. Present:—Lord Monson, Col. Bladen, Mr. Plummer, Mr. Brudenell, Mr. Ashe.

Virginia.

The Counsel for Lord Fairfax, not being able to attend, as appointed by the minutes of May 16th last, the Board were pleased to defer the hearing of the matter in dispute to another opportunity.

South Carolina.

Read the Attorney and Solicitor General's report upon the several queries, that were sent to them by order of the Board, as mentioned in the minutes of the 1st instant.

Read a letter from Mr. Abercromby to the Board, dated June the 8th, 1738, relating to proceedings in the Court of Exchequer in South Carolina.

Wednesday, June 14. Present:—Lord Monson, Col. Bladen, Mr. Brudenell, Mr. Ashe, Mr. Plummer.

Miscellanies.

The Secretary acquainting the Board that Mr. Hill, late a clerk in this office, was dead, the Lord Monson was pleased to recommend Mr. John Tutte to supply the vacancy of a clerk occasioned thereby, and the same being agreed to by their lordships, he was appointed accordingly.

Further ordered that Mr. Gedney, by reason of his infirmities, have leave to retire, and Mr. Brudenell thereupon recommending Mr. Edward Sedgwick to supply his place for half his salary, as a supernumerary clerk, on condition of being admitted upon the establishment upon the first vacancy, the same was likewise agreed to by their lordships, and Mr. Sedgwick was accordingly admitted.

Massachusets Bay.

Read a letter from Mr. Belcher, Governor of the Massachusets Bay, dated January 28th, giving an account of Fort Dummer's being burnt, and inclosing a list of the Militia, and a draught of a Bill for emitting £60,000 paper money, with some alterations necessary to be made before the Bill passes.

South Carolina.

Ordered that the Secretary write a letter to Mr. Fane, one of His Majesty's Counsel at Law, desiring him to reconsider the Jury Act, passed in South Carolina, August 20th, 1731.

St. Christophers.

Mr. John Garnett being removed from St. Christopher's to South Carolina, and having desired to resign his seat in Council in that island, the Board agreed to recommend Walter Thomas Clerk to be of the Council in his stead, and ordered a report to be drawn up accordingly, and the same being prepared, was agreed to, and signed.

Barbados.

Read an order of Council of May 25th, 1738, referring the petition of Francis Whitworth, Esqr., Secretary and Clerk of the Council of Barbados, in relation to money due to him from the publick of that island, and directing an instruction to the Governor or Commander in Chief of the said island for the time being, to be prepared according to the prayer of the said petitioner.

Thursday, June 15. Present:—Lord Monson, Col. Bladen, Mr. Ashe, Mr. Plummer.

South Carolina.

Mr. Wood, attending in behalf of the merchants, and Mr. Fury, agent for the Province of South Carolina, on behalf of the Paper Currency Bill, the Board had some discourse with them, when both parties agreeing to rest the merits of the cause upon the papers already delivered in, their lordships entered into consideration of the said Bill and papers, and made some progress therein.

Mr. McCulloch attending, the Board had some discourse with him on the paper currency, and on the method proposed by him to be taken in issuing Bills for that purpose.

Col. Horsey likewise attending, was called in, and read to the Board several objections to the Paper Currency Bill, as it now stands.

Friday, June 16. Present:—Lord Monson, Mr. Walpole, Mr. Ashe, Col. Bladen, Mr. Plummer, Mr. Herbert.

South Carolina.

The Board took again into consideration the Paper Currency Bill of South Carolina, and the method proposed by Mr. Culloch for issuing Bills there, and made some further progress therein.

Barbados.

Read the draught of a representation, enclosing the draught of an additional instruction to James Dottin, Esqr., President of the Council and Commander in Chief for the time being, relating to the petition of Francis Whitworth, Esqr., referred to this Board by an Order of Council, dated May 25th, 1738, and mentioned in the minutes of the fourteenth inst., and the same was agreed to, and ordered to be transcribed.

South Carolina.

Read Mr. McCulloch's proposals, in behalf of Mr. Cartwright and his associates, for settling 200,000 acres of land, to be granted between the Santee and Walree Rivers in South Carolina, and the Board taking the same into their consideration, made some progress therein.

Tuesday, June 20. Present:—Lord Monson, Col. Bladen, Mr. Ashe, Mr. Plummer.

Antigua.

The Board took into consideration the representation upon an Act, passed in Antigua, in April, 1737, for the trial of John Coteen, a free Negro and Thomas Winthorpe a free Mulatto, upon the evidence of slaves; and Mr. Yeamans, agent for the island, attending with Mr.Sharpe, his solicitor, and the Board having had some discourse with them upon the said Act, the representation, mentioned in the minutes of the 7th instant, was read, and agreed to.

Trade.

Flanders.

Read a letter from Lord Harrington of June 16th inst., enclosing copies of 2 letters from Mr. Tuffnell, one of His Majesty's Commissarys at Antwerp, with several papers containing complaints, made by the Imperial Commissaries, in points of Commerce, against England and Holland, and their lordships taking the said matter into consideration, agreed to proceed thereon with all convenient speed.

Wednesday, June 21. Present:—Lord Monson, Col. Bladen, Mr. Plummer.

Barbados.

The draught of a representation to His Majesty, enclosing the draught of an additional instruction to James Dottin, Esqr., President of the Council and Commander in Chief in Barbados, in pursuance of an order in Council, mentioned in the minutes of the 14th inst., was agreed to, and signed.

Miscellanies.

The Secretary laid before the Board an account of the incident charges of this office from Christmas, 1737, to Lady Day, 1738, amounting to £299 14s. 9d., and a letter to the Lords of the Treasury, desiring payment thereof, and of the salary due to the Secretary and under officers for the same time, was agreed to, and signed.

Plantations General.

The draught of a report, in pursuance of an order of the Committee of Council, dated May 27 last, referring the memorial of Mr. Henry McCulloch, and mentioned in the minutes of the 30th, was agreed to, and signed.

New England.

The memorial of Col. Dunbar, together with accounts of his expenses in the settlements made by him at and near Frederick's Fort, was read; and he being present, the Board had some discourse with him, and appointed him to attend again to-morrow, on the same subject.

South Carolina.

Georgia.

The draught of a representation, enclosing the draught of an instruction to the Governor of South Carolina, in pursuance of an order of Council, mentioned in the minutes of the 7th inst., was agreed to, and signed, as was likewise the draught of a representation, enclosing the draughts of an instruction, recommended to the Trustees of the Colony of Georgia in pursuance of the aforesaid order of Council.

Bermuda.

Read a letter from Mr. Auchinleck, President of the Council and Commander in Chief of Bermuda, dated May 8th, 1738, transmitting several public papers, with minutes of Assembly in Nov., 1737, and March, 1737/8, and six Acts, passed in March, 1738; and the Board directed the said Acts should be sent to Mr. Fane, for his opinion thereon.

Antigua.

The draught of the representation, mentioned in the minutes of yesterday, was read and agreed to, was signed.

Thursday, June 22. Present:—Lord Monson, Col. Bladen, Mr. Plummer.

South Carolina.

The draught of a report, in pursuance of an order of Council, dated May 27th, 1738, and mentioned in the minutes of the 30th, referring the petition of John Cartwright, Esqr., for the grant of 200,000 acres of land in South Carolina, was agreed to, and signed.

New England.

Col. Dunbar attending, as by the appointment of yesterday, with Mr. Henry Tripsack, Lieut. in General Philip's Regiment, and Mr. George Mitchel, Deputy Surveyor, the Board had some further discourse with him on the subject of his memorial; and the said gentleman confirming the truth of his petition, referred to this Board by an order of the Committee of Council, dated 27th of May last, as far as related to the settlements by him said to be made, the Board took the case of the petitioner into consideration, and ordered a report to be prepared.

Plantations General.

Read a letter from Mr. Wood, to the Board, dated the 21st instant, enclosing a proposal for remedying the present mischiefs and inconveniences attending the Commerce of the Plantations, from the practice of issuing paper money and raising of the coin.

Friday, June 23. Present:—Lord Monson, Col. Bladen, Mr. Plummer, Mr. Herbert.

New England.

Read the memorial of Col. Dunbar, Surveyor General of His Majesty's Woods in North America, for a reserve of land for a nursery of masts etc. for the Royal Navy, and the Board postponed the consideration of it to another opportunity.

South Carolina.

The Board had under consideration an Act, passed in South Carolina, May 29th, 1737, entituled, An Act for stamping, emitting and making current the sum of 210 thousand pounds in paper Bills of Credit, and for ascertaining and preserving the future value thereof etc., and after some time spent therein, agreed to reconsider it on Tuesday next.

Tuesday, June 27. Present:—Lord Monson, Col. Bladen, Mr. Brudenell, Mr. Plummer.

South Carolina.

The Board took again into consideration the Act of South Carolina, mentioned in the minutes of Friday last, and ordered the draught of a report to be prepared upon the subject of the said Act.

Pennsylvania.

Antigua.

Read a letter from Col. Byam, Lieut. Governor of Antigua, to the Board, dated May 5th, 1738, enclosing a Bond executed before him at Antigua, 14th April, 1738, by Col. George Thomas, for his observing the Acts of Trade and Navigation as Deputy Governor of Pennsylvania, in pursuance of an Order of Council, dated the 15th February last.

Trade.

Flanders.

The Board had under their consideration the paper, containing complaints made by the Imperial Commissaries in points of Commerce against England, and made some progress therein.

Thursday, June 29. Present:—Lord Monson, Col. Bladen, Mr. Plummer.

Trade.

Antwerp.

The Board had again under consideration the memorial of grievances delivered by the Imperial Commissaries at the Conferences at Antwerp, and ordered the same to be translated, and a copy sent to Mr. Oxenford of the Customs, and that he should be desired to make his observations thereon, and communicate them to this Board.

Massachusetts.

The Board ordered that a Bill, passed by the Council and Representatives of the Massachusets Bay, in December, 1737, for emitting £60,000 redeemable by silver and gold, be sent to Mr. Fane, for his opinion thereon.
