Tuesday, December 5. Present:—Colonel Bladen, Mr. Plummer, Sir. A. Croft.

Ordered that the Secretary write a letter to Mr. Oxenford of the Customs, desiring his attendance at this Board to-morrow morning between eleven and twelve.

Read a letter from his Majesty's Commissioners of the Customs at Dublin, transmitting an account of the imports and exports between Flanders and Ireland for ten years last past, to this present year 1738, in answer to a letter from this Board of the 4th October last.

The Board had this day under their consideration the memorial of grievances delivered in by the Imperial Commissaries at Antwerp, mentioned in the minutes of June 20th; and a rough draught of a report upon that subject was read, and some progress was made therein.

Wednesday, December 6. Present:—Colonel Bladen, Mr. Plummer.

Leeward Islands.

Nevis.

Mr. William Coleman, of London, merchant, attending, produced an administration taken by himself with the will of Mr. Timothy Hare, deceased, who was administrator to John Goodwin, late of Nevis, deceased, a sufferer by the French invasion of that Island; whereupon the Board delivered to him the Debenture No. 238, for £25 6s. 8d.

Mr. Oxenford attending, as desired, the Board had again some discourse with him, relative to the duties laid upon the merchandises of the Austrian Netherlands, and made a further progress therein.

Barbados.

The Board having some time since sent to Mr. Colleton, he attended, and acquainting them that having an intention of returning soon to Barbados, and resuming his Seat, as Councillor, there, his affairs which brought him hither being settled, he begged the indulgence of three months, when he would give his definite answer, to which the Board were pleased to give their consent.

Virginia.

New York.

The two letters to Mr. Gooch and Mr. Clarke, mentioned in the minutes of November 29th last, were agreed to, and signed.

Newfoundland.

Read a letter from Capt. Vanbrugh, Governor of Newfoundland, dated in Lisbon River, November 6th, 1738, transmitting the following papers:
Answers to the Governor's Instructions.
Fishing scheme for the year 1738.
Remains of Ordnance Stores at Placentia, 21st July, 1738.

Read the observations, delivered in at the Board by Mr. Jackson and Mr. Heames, of themselves and several merchants trading to Naples and Sicily, relating to the three papers delivered to Lord Harrington by Don Thomas Geraldino, and transmitted by his Lordship to this Board, as mentioned in the minutes of October 3rd last; and their lordships ordered a draught of a representation to his Majesty, upon the subject of these papers, to be prepared.

Bermudas.

The draught of a representation to his Majesty recommending to his royal confirmation three Acts, transmitted to this Board by Alured Popple, Esq., Governor of Bermudas, relative to his salary, was agreed to.

Wednesday, December 13. Present:—Lord Monson, Colonel Bladen, Mr. Plummer.

Rhode Island.

New England.

Read an order of the Lords of the Committee of Council, dated December 1st, 1738, to consider and report the names of proper persons for Commissioners to settle the eastern Bounds of Rhode Island; read likewise a petition of the Governor and Company of Rhode Island to the Lords Commissioners of Trade, relating to Commissioners' names for marking the lines between Rhode Island and the Massachusets Bay; and their lordships were pleased to direct that letters should be writ to Mr. Paris, Solicitor for the agent of Rhode Island, and to Mr. Wilks, agent of the Massachusets, to acquaint them that the present purpose of the Board was to name the five eldest members of his Majesty's Councils of each of the provinces of New York, New Jersey and Nova Scotia to be the Commissioners for settling the said boundaries, and likewise to desire their attendances at the Board on Wednesday next [the 20th], when their lordships would hear what they might have further to offer upon this subject.

The Board had again under consideration the rough draught of a report upon the subject of the memorial of grievances, mentioned in the minutes of the 5th instant, and made some progress therein.

Thursday, December 14. Present:—Lord Monson, Colonel Bladen, Mr. Plummer.

Bermudas.

The representation to his Majesty, relative to three Acts transmitted to this Board by Alured Popple, Esq., Governor of Bermudas, mentioned in the minutes of Thursday last, was agreed to, and signed.

Read a letter to the Secretary from Mr. Carkesse, Secretary to the Commissioners of the Customs, transmitting a copy of the Custom house Leidger of Imports and Exports for the year 1732.

Read an order of the Lords of the Committee of Council, dated December 1st, 1738, referring to this Board an account of the East India Company's Exports from London, between Michaelmas, 1737, and Michaelmas, 1738, and the Board directed that the same should be compared with the preceding ones not yet reported upon, and that a report upon the whole be prepared.

Massachusets.

Read an order of the Lords of the Committee of Council, dated December 1st, 1738, referring to this Board eleven Acts, passed in the province of the Massachusets Bay, in January, 1737/8, and their lordships directed the Secretary to send the said Acts to Mr. Fane, to desire his opinion thereon.

South Carolina.

Read the case of John Hammerton, Esq., Register and Secretary of the province of South Carolina, and the Board having considered the same, ordered the Secretary to write a letter to Mr. Fane, desiring his attendance on Tuesday next [the 19th].

The rough draught, mentioned in yesterday's minutes, was again taken into consideration by the Board, and a further progress made therein.

Sicily.

The representation to his Majesty upon the subject of the papers delivered to Lord Harrington by Don Thomas Geraldino, and by him transmitted to this Board, as mentioned in the minutes of the 7th instant, was agreed to, and signed; as also a letter to the Lord Harrington, enclosing the same.

A further progress was made in the consideration of the draught of the representation, mentioned in the minutes of yesterday.

Tuesday, December 18. Present:—Lord Monson, Colonel Bladen, Mr. Plummer.

Leeward Islands.

Read a letter to the Secretary from Mr. Yeamans, agent for Antigua, giving an account of the several species of silver money and of gold, passing current in the Leeward Islands, with their weight, real proclamation and current value; and their lordships were pleased to desire Mr. Yeamans, then present, to attend the Board to-morrow.

The Board had again under consideration the draught of the representation, mentioned in the minutes of yesterday, and agreed to the same; and further directed the Secretary to write a letter to Mr. Oxenford of the Customs, desiring his attendance to-morrow before eleven.

Wednesday, December 19. Present:—Lord Monson, Colonel Bladen, Mr. Plummer.

Rhode Island.

Massachusets.

Mr. Partridge, agent of Rhode Island, attending, with his Solicitor, Mr. Paris, and Mr. Wilks, agent for the Massachusets, attending, as they had been desired, by the minutes of Wednesday last, their lordships were pleased to name the following fifteen gentlemen to be Commissioners for settling the bounds between Rhode Island and Massachusets Bay, vizt:

Dr. Cadwalader Colden, Abraham Van Horn, Philip Livingston, Archibald Kennedy and James de Lancey, Esqrs.
New Jersey:—
John Hamilton, John Wells, John Reading, Cornelius Van Horn and William Provost, Esqrs.
Nova Scotia:—
William Skene, William Shirreffe, Henry Cope, Erasmus James Philips and Otho Hamilton Esqrs.
to which appointment both parties unanimously agreed.

Leeward Islands.

Mr. Yeamans attending, as directed by the minutes of yesterday, the Board had some discourse with him upon the subject of his letter, mentioned in yesterday's minutes.

Mr. Oxenford attending, the Board had some discourse with him, relative to the Flemish duties.

The representation on the subject of the memorial of grievances, delivered in by the Imperial Commissaries at Antwerp, mentioned in the minutes of June 20th, was signed, as was likewise a letter to Lord Harrington, enclosing the same.

South Carolina.

Mr. Fane attending, the Board had some discourse with him upon the subject of Mr. Hammerton's case, and their lordships directed that the papers relating to it, should be sent to him for his opinion thereon, and that Mr. Hammerton should be desired to attend Mr. Fane upon the said affair.

The report to the Lords of the Committee of Council, in consequence of an order from them, dated December 1st, 1738, as mentioned in the minutes of the 13th instant, to consider and report the names of proper persons for Commissioners, to settle the eastern bounds of Rhode Island, was agreed to, and signed.
