Journal, January 1743

Tuesday, January 11. Present:—Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Keene.

Virginia.

Mr. Leheup, agent for the province of Virginia, attending, acquainted the Board that, by the death of Colonel William Randolph, there was a vacancy in the Council there; whereupon the Board was pleased to direct the draught of a representation to his Majesty, to be prepared, recommending Lewis Burwell, junior, Esquire, to succeed him in that station, and the same having been accordingly prepared, was agreed to and signed.

Wednesday, January 12. Present:—Colonel Bladen, Mr. Brudenell, Mr. Plumer.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, to the Board, dated October 16th, 1742, transmitting the following publick papers, viz.:—
Minutes of Council, beginning the 22nd December, 1741, ending the 4th of June, 1742.
Minutes of Council and Assembly, beginning the 23rd November, 1741, ending the 4th June, 1742.
Eight Acts, passed in May and June, 1742.

Ordered that the eight Acts, mentioned therein, be sent to Mr. Fane, for his opinion thereon, in point of law.

New Hampshire.

The Board had again under consideration the New Hampshire Acts, mentioned in the minutes of the 22nd December last, and made some further progress therein.

Thursday, January 13. Present:—Colonel Bladen, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene.

Massachusets.

Read two letters from Mr. Shirley, Governor of the Massachusets Bay, to the Board, one dated at Boston, October 25th, 1742, giving an account of a dispute that had been subsisting for 15 months between the late Governor and the House of Representations, concerning the method of granting money for the maintenance of his Majesty's fortifications at Castle William and the sea port towns, as also of what he has done thereupon. The other, dated at Boston, the 16th of the November following, relating to the late Acts of Emissions, and desiring leave to issue a further sum of £7 or 8000, for repairs of fortifications, as also a discretionary power in time of war, for raising such further sum, as may be judged necessary.

Friday, January 14. Present:—Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Keene.

New Hampshire.

The Board had again under consideration the New Hampshire Acts, mentioned in the minutes of the 12th instant, and made some further progress therein.

Tuesday, January 18. Present:—Lord Monson, Mr. Brudenell, Mr. Ashe, Mr. Plumer, Mr. Keene.

Plantations General.

The Secretary read a letter to him from Mr. Wood, Secretary of the Customs, dated the 17th instant, signifying the desire of the Commissioners of the Customs to have a list of the Naval Officers in his Majesty's Plantations in America, with their respective places of residence, as also a collection of the printed laws passed in the Plantations.

Ordered that the said list be prepared and transmitted to the Commissioners of the Customs, together with a collection of the laws.

Wednesday, January 19. Present:—Lord Monson, Mr. Brudenell, Mr. Plumer, Mr. Keene, Mr. Ashe.

Nova Scotia.

Read a letter to the Secretary from Captain Burrish, of the Dover, dated in the Downs, December 22nd, 1742, inclosing his answer to the heads of enquiry (sent him in March last), concerning the fishery at Cançeau, with a scheme of the French fishery at Cape Breton.

Antigua.

Mr. Yeamans, agent for the Island of Antigua, attending, requested the Board that they would please to recommend him to his Majesty, to supply the vacancy in the Council of Antigua, made by the death of Valentine Morris, Esquire, as likewise that he may be restored to the rank he held in the said Council at the time when he resigned, as it was in consideration of his Majesty's service that he then made his resignation; and then the Board, after some discourse had with Mr. Yeamans, agreed to postpone the further consideration of this matter to another opportunity.

Friday, January 21. Present:—Lord Monson, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene, Mr. Herbert.

Trade.

Spanish Losses.

Mr. John Sharpe, solicitor to the Treasury, attending, informed the Board that he was directed by his Grace the Duke of Newcastle to desire that Mr. Attorney General might be furnished from this office with a copy of the list of the several persons relating to the losses, which his Majesty's subjects have sustained by the Spaniards, and which were proved and sent to his Majesty's Commissaries in Spain, in the years 1730, 1731, and 1732.

Ordered that a copy of the said list be prepared for Mr. Attorney General accordingly.

New Hampshire.

The Board took again into consideration the New Hampshire Acts, mentioned in the minutes of the 14th instant, and made a further progress therein.

Tuesday, January 25. Present:—Lord Monson, Colonel Bladen, Mr. Ashe, Mr. Brudenell, Mr. Plumer, Mr. Keene.

St. Christophers.

Mr. Fleming, Lieutenant Governor of the Leeward Islands, having laid before the Board a letter to him from Mr. Mills, one of the Council of St. Christophers, signifying that he intends to return no more to the West Indies, and is desirous to resign his seat there, the Board was pleased to order the draught of a representation to be prepared, recommending Samuel Crooke, Esquire, to supply the vacancy.

Wednesday, January 26. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Keene.

St. Christophers.

The draught of the representation to his Majesty, mentioned in the minutes of yesterday, having been prepared, was laid before the Board, agreed to, transcribed and signed.

New Hampshire.

The Board had again under consideration the New Hampshire Acts, mentioned in the minutes of the 21st instant, and made a further progress in the draught of a representation thereupon.

Thursday, January 27. Present:—Mr. Ashe, Mr. Plumer, Mr. Keene.

Plantations General.

A list of the Naval Officers in his Majesty's Plantations in America, having been prepared, as ordered by the minutes of the 18th instant, the same was laid before the Board, and ordered to be sent in a letter to the Secretary of the Customs, together with a collection of the printed laws passed in the Plantations, for the service of the Commissioners of his Majesty's Customs, as desired by Mr. Wood's letter of the 17th instant.
