Wednesday, October 5. Present:—Colonel Bladen, Mr. Plumer, Mr. Keene.

North Carolina.

The Secretary laid before the Board two Journals of the Council of North Carolina, transmitted by the Governor to Colonel Bladen, one from the 21st of September, to the 2nd October, 1741, the other from the 4th to the 7th of May, 1742.

Jamaica.

The draught of a letter to his Grace the Duke of Newcastle, for transmitting a copy of one from Mr. Trelawney, Governor of Jamaica, having been prepared, as ordered by the preceding minute, was agreed to, transcribed and signed.

Barbados.

The draught of a letter to his Grace the Duke of Newcastle, for transmitting an extract of one from Sir Thomas Robinson, Governor of Barbados, having been prepared, as ordered by the minutes of the 21st of last month, was agreed to, transcribed and signed.

New Jersey.

Read a letter to the Board, from Mr. Morris, Governor of New Jersey, dated at Kingsbury, June 10th, 1743, giving an account that he has called a new Assembly, and transmitting the following public papers, viz.:—
Extracts from the minutes of Assembly of New Jersey, of the 16th of October, 1742, with some notes and observations thereupon, together with the Governor's speech on dissolving them.
Minutes of Council during the Presidentship of Lewis Morris, Esquire, viz., from the 7th July, 1731, to the 7th August, 1732.
Minutes of Council during the Government of William Cosby, Esquire, viz., from the 7th of August, 1732, to the 22nd August, 1735.
Minutes of Council during the Presidentship of John Hamilton, Esquire, viz., from the 2nd May, 1737, to the 24th June, 1738.
Minutes of Council, from the 1st July, 1741, to the 24th May, 1743.
Printed minutes and notes of the Assembly of New Jersey, from the 16th October, to the 25th of November, 1742.

Massachusets.

Read an Order of the Lords of the Committee of Council, dated 24th of July, 1743, referring to this Board, thirty seven Acts, passed in the province of the Massachusets Bay in June and July, and September, 1740, January, 1741–2, and in April, June, July and November, 1742.

Read also an Order of the Lords of the Committee of Council, dated the 15th of September, 1743, referring to this Board twenty Acts, passed in the province of the Massachusets Bay, in January, 1742–3.

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.

Pennsylvania.

Read a letter to the Secretary of this Board from Mr. Richard Peters, Secretary of Pennsylvania, dated at Philadelphia, June 21st, 1743, transmitting two lists of the names [of] all the foreign protestants in that province, who have, within the last year, been naturalized there, pursuant to the tenor of an Act of Parliament, made in the 13th year of his present Majesty, Cap. 7, Sect. 5.

Virginia.

Read a letter from Mr. Nelson, Junior, Deputy Secretary of Virginia, to the Secretary of this Board, dated June 1st, 1743, inclosing a certificate of the naturalization of James Mary, a Frenchman, being the only person in that Colony who has claimed the benefit of the Act of Parliament, 13 George II, Cap. 7, Sect. 5.

Maryland.

Read a letter from Mr. Jennings, Secretary of Maryland, to the Board, dated at Annapolis, July 4th, 1743, inclosing a list of the names of all persons who have (between the 1st June, 1742, and the 1st of June, 1743), been qualified in the Provincial Court of Maryland, in pursuance of an Act of Parliament for naturalizing foreign protestants, passed in the 13th year of his present Majesty, Cap. 7, Sect. 5.

Bahamas.

Read a letter (a duplicate) from Mr. Tinker, Governor of the Bahama Islands, to the Board, dated January 17th, 1742–3, at New Providence, transmitting the several following publick papers (duplicates likewise, the originals not yet received), viz.:—
The Treasurer's accounts, from Christmas, 1741, to Midsummer, 1742.
The Treasurer's accounts, from Midsummer, 1742, to Christmas following.
Journals of the Council, from Lady Day to Christmas, 1742.
Eight Naval Office lists of ships, entered and cleared at New Providence, between the 25th of March, 1742, and the 25th December following.

Read another letter, also from Mr. Tinker, to the Board, dated at New Providence, July 11th, 1743, acquainting them with the state of the fortifications, and the want of money to finish them.

Order that an extract of as much of the said letter, as relates to the said fortifications, be transmitted to his Grace the Duke of Newcastle, and a letter to his Grace, for inclosing the same, was agreed to and signed.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands, dated at Antigua, June 29th, 1743, transmitting two duplicate Acts, and the following publick papers, viz.:—

Minutes of the Assembly there, for the same quarter.
Nevis.
Minutes of Assembly, from the 24th of March, 1742–3, to the 24th May, 1743.

Read another letter from General Mathew, dated at Antigua, August 2nd, 1743, transmitting the several following public papers, viz.:—

Minutes of Council, from the 30th of October, 1742, to the 28th April, 1743.

Massachusets.

Read a letter from Mr. Shirley, Governor of the Massachusets Bay, dated at Boston, June 29th, 1743, explaining a former letter of his about paper money in his Government, and giving a state of its present currency.

Read another letter from Mr. Shirley dated at Boston, July 1743, transmitting An Act to explain the Act to ascertain the Value of Money and of the Bills of Credit, passed in June last, and containing his reasons for passing it; as likewise his reasons for not passing a Bill for retrenching the charge of that Province, arising from the bounty, given by a former Act for killing Crows, Blackbirds etc.

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law, and that he be desired to attend the Board to-morrow morning, in order to have some discourse with him upon the subject of An Act for establishing the Tenures of Land in Georgia and reducing the Quit Rents thereof.

Virginia.

Read a letter from Colonel Gooch, Lieutenant Governor of Virginia, to the Board, dated the 22nd August, 1743, transmitting the following publick papers, viz.:—
Colonel Gooch's answer to queries from the Board of Trade, relating to the present state of Virginia.
Account of his Majesty's Revenue of 2s. per hogshead, etc., arising in Virginia, from the 25th October, 1742, to the 25th April, 1743.
Account of his Majesty's quit rents, etc., from the 25th April, 1743, arising within the Colony of Virginia.
