Tuesday, October 1. Present:— Mr. Plumer, Mr. Leveson Gower.

South Carolina.

Mr. Fury, agent for the province of South Carolina, attending (as desired by the minutes of the 19th of last month), together with Colonel Fenwicke, one of the Council of that province; after some discourse had with them upon the subject of the petition of the legislature of South Carolina to his Majesty, referred to this Board by the Duke of Newcastle's letter (mentioned in the last minutes), they were desired to put their thoughts upon that subject into writing, which they promised to do, and that they would lay the same before the Board in a short time.

Bahamas.

Read a letter from Mr. Tinker, Governor of the Bahama Islands, to the Board, dated at New Providence, the 22nd June, 1745, acknowledging the receipt of the Board's letter of the 2nd of August, 1744, and giving an account of his having, at his own expence, put the fortifications in a posture of defence.

Ordered that Mr. Snow, Secretary of the Bahama Islands, be acquainted that the Board desire to have some discourse with him on Thursday morning next, relating to the present state of those Islands.

Trade.

Read a copy of the College of Physicians' resolution, dated 27th August, 1745, relating to the goodness of Mr. Lowndes' salt in curing flesh for the Navy in long voyages, laid before the Board, at his desire.

Bahamas.

Mr. Snow, Secretary of the Bahama Islands, attending, as desired by the minutes of the 2nd instant, the Board had some discourse with him on the present state of those Islands.

New York.

Read a letter from Mr. Clinton, Governor of New York, to the Board, dated January 19th, 1744–5, giving an account of his having received the warrants for the appointment of Messrs. Warren, Murray and Moore to be of the Council, and of the two latter having been sworn in. Read likewise two other letters, dated July 25th, 1745, giving an account of the state of the province, and transmitting the following papers, viz.:—
Copy of a letter from Captain Horton, Commanding Officer of General Oglethorp's Regiment, dated at Frederica, 12thGeneral Oglethorp's Regiment, dated at Frederica, 12th February, 1744, acknowledging the receipt of Governor Clinton's letter, and advising that the Governor of New Orleans was stirring up the Chickasaw Indians to destroy the English traders.
Governor Clinton's speech to the Council and Assembly of New York, the 12th March, 1744–5, and the Council's address to him thereupon.
Governor Clinton's speech at the dissolution of the General Assembly of New York, the 14th of May, 1745.
His speech to the Council and Assembly of New York, the 25th of June, 1745, together with the addresses of the Council and Assembly thereupon.

Ordered that an extract of the said letter, which relates to the building of several vessels by the French upon the Lake Cadaraqui, and to the methods he proposes for putting a stop to their encroachments, as also of that, which mentions the want of an engineer, be prepared, as likewise the draught of a letter for transmitting the same to his Grace the Duke of Newcastle.

Wednesday, October 16. Present:—Colonel Bladen, Mr. Ashe, Mr. Plumer, Mr. Leveson Gower.

New York.

Extracts of the letters from Mr. Clinton, Governor of New York, having been prepared, as ordered by the preceding minute, were laid before the Board, as also the draught of a letter, for transmitting the same to his Grace the Duke of Newcastle, which was agreed to, transcribed and signed.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands to the Board, without date, transmitting the two following Acts, passed in Antigua in April, 1745.
An Act to encourage the Importation of Provision into this Island.
A Supplementary Act to an Act, entituled, An Act for regulating the Militia of this Island, and for altering and amending the same.

Ordered that the said Acts be sent to Mr. Fane, his Majesty's counsel at law, for his opinion thereupon, in point of law.

Thursday, October 17. Present:—Colonel Bladen, Mr. Plumer, Mr. Pitt.

Virginia.

The Board took into consideration Mr. Fane's report upon an Act, passed in Virginia, in October, 1744, to enable Mann Page, Esquire, to sell and dispose of certain entailed Lands to raise Money for the Payment of his Father's Debts, and Performance of his Will, and for other Purposes therein mentioned (mentioned in the minutes of the 8th of May last), and ordered the draught of a representation to his Majesty thereupon to be prepared, for confirming the same.

Tuesday, October 22. Present:—Colonel Bladen, Mr. Plumer, Mr. Leveson Gower.

Virginia.

The draught of a representation to his Majesty, proposing the confirmation of a private Act of Virginia, passed in October, 1744, mentioned in the preceding minute, having been prepared, as directed, and laid before the Board, the same was agreed to, transcribed and signed.

Thursday, October 24. Present:—Colonel Bladen, Mr. Leveson Gower.

Massachusetts.

The Secretary laid before the Board copies of 15 Acts, passed by the General Assembly at Boston, between December, 1744, and April, 1745 (certified under the seal of the province), as likewise the letter of Mr. Willard, Secretary of the Massachusets Bay, transmitting the same.

Jamaica.

Read a letter from Mr. Trelawney, Governor of Jamaica, to the Board, dated August 1st, 1745, inclosing a copy of a letter to him from Mr. Fearon, with his reasons for not accepting the honour intended him by his Majesty's mandamus, appointing him a Member of the Council in that Island.

Ordered that the draught of a representation to his Majesty be prepared, recommending William Williams, Esquire, as a person proper to supply the said vacancy.

Friday, October, 25. Present:—Colonel Bladen, Mr. Plumer, Mr. Leveson Gower.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands, to the Board, dated Antigua, July 6th, 1745, transmitting the two following Acts, passed in the Island of Montserrat, viz.:—
An Act to raise a levy for poll tax upon the Whites and Slaves, and to tax the houses in the town of Plymouth and parts adjacent. Passed 15th June, 1744–5.
An Act for the more effectual fortifying this Island. Passed 17th May, 1745,
(and inclosing his answer to the Board's queries).

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.

Jamaica.

The draught of a representation to his Majesty, recommending William Williams, Esquire, to be of the Council of Jamaica, having been prepared, as ordered by the preceding minutes, was laid before the Board, agreed to, transcribed and signed.

Tuesday, October 29. Present:—Colonel Bladen, Mr. Plumer.

Jamaica.

Read a letter from Mr. Williams, Deputy Secretary of Jamaica, to the Board, dated July 18th, 1745, inclosing a list of persons naturalized in that Island, from the 1st of June, 1744, to the 1st June, 1745.

Custom House.

A copy of the Inspector General's leidger of imports and exports for the year 1740 was laid before the Board, and a letter, from Mr. Wood, Secretary to the Customs, dated 23rd instant, to the Secretary of this Board, accompanying the same, was read.

Virginia.

Read a letter from Colonel Gooch, Lieutenant Governor of Virginia, to the Board, dated August 16th, 1745, inclosing the account of his Majesty's revenue of 2s. per hogshead arising within that Colony, from October 25th, 1744, to April 25th, 1745, and of Quit Rents, etc., from April 25th, 1744, to April 25th, 1745.
