Henry Guy to the Auditor of the Receipt to issue 14,000l. to Charles Bertie on any unsatisfied order in his name as Treasurer of the Ordnance to be issued out of contributions for annuities on the Tonnage Act next and immediately after 200,000l. shall be completely paid in thereupon said sum being to be paid by said Treasurer to Sir Joseph Herne for 200 tons of saltpetre to be furnished by him for the Ordnance. Of the said sum 9.333l. 6s. 8d. is to be placed to the account of sea service of the Ordnance and 4,666l. 13s. 4d. to the account of land service. I have read to my Lords yours of the 10th inst., together with a memorial from the Principal Officers of the Ordnance, relating to the purchase of a house at Portsmouth for the use of the Ordnance. Henry Guy to the Earl of Ranelagh, enclosing an estimate as below made by Mr. John Murray of the charge of the encampment intended on Hounslow Heath. Please pay this money out of the first money that comes to your hands this week and also please pay Mr. Murray for 18 months on his allowance of 10s. a day. Disposition Book XII, p. 103.

Treasury warrant to the Customs Commissioners to employ John Lloyd as a landwaiter at Liverpool loco Samuell Somaster, who has relinquished same. Out Letters (Customs) XIII, p. 105.
Treasury reference to same of the petition of John Mauger of Jersey, merchant, shewing that a privateer of that island took a French ship called the Lewis and condemned her as prize and sent her with her goods for London to be sold, being turpentine oil, play[s]ter of Paris and oranges and 56 ton of Jersey pebble stone for ballast, for which the Customs officers demand 10s. per ton for tonnage and 6d. per ton Custom and the officers of Trinity House demand 5s. per ton [French duty] as an unfree ship: therefore praying to be used as other coasters are. Reference Book VII, p. 60.
The Treasury Lords to the Lords Justices Ireland, to report on the enclosed several informations [missing] taken upon oath before Sir John Houblon, containing an account of an undue practice of Mr. Christopher Carleton, one of the Revenue Commissioners, Ireland, in carrying on a trade with France and passing goods without paying Customs for same. Out Letters (Ireland) VI, p. 433.
Same to same to report on the enclosed petition [missing] of Sarah, Countess of Thomond, concerning a debt of 400l. due to the late Earl, her husband, from Lord [Bourke of] Brittas, a forfeiting person, for an arrear of rent, for which said Earl obtained a verdict in 1688. Ibid.
July 13. Royal warrant, under the Queen's sign manual, to the Navy Commissioners to deliver up Capt. Christopher Billop's bond as follows. During the first Dutch war under Charles II some ships were taken up (for that service) belonging to said Billop's father-in-law, for which Navy bills were made out, but not paid at the end of the war and there being then several prize ships ordered to be sold Billop contracted for three and produced said bills in payment, but the then Navy Commissioners having a privy seal for the payment of their salaries out of the said prize moneys, Billop was utterly defeated of his purchase after being at great charges in going to Portsmouth and other places to view the vessels. Further, the Clerk of the Acts of the Navy stopped from petitioner what was due for his own service till he had resigned his title to those ships and had given bond to indemnify the King from damages of a second sale thereof. On which matter the present Navy Commissioners have reported that at the second sale the said ships were sold at 204l. less [than what at the first sale] Capt. Billop was to have given for them, for which the said bond makes him liable, and also for the charge of keeping them from 1674, May 31, to the time of their re-sale. The present discharge is to be in view of the hardship of the case and in consideration of his many faithful services to their Majesties.
Royal sign manual for 2,100l. to Sir Leonard Robinson, kt., Chamberlain of the city of London, without account: to be distributed among the distressed French Protestants in England as royal bounty according to directions to be received from time to time from the Commissioners appointed for the Care and Inspection of the said poor. (Money warrant dated July 14 hereon.) (Money order dated July 16 hereon.) Royal warrant, under the Queen's sign manual, to Charles Fox and Lord Coningsby, Paymasters General of the Forces, Ireland, to state and adjust to 1691, Dec. 31, the accounts of the Regiments still remaining in Ireland as in the annexed list [missing] in the same way in which, by the sign manual of 1692–3, March 15, the accounts of the Regiments that served in Ireland and were then in England or Flanders were to be stated and closed. Same to the Clerk of the Signet for a privy seal for 1,000,000l. to Edward Russell, Treasurer of the Navy, as imprest for the service of the Navy and Victualling. (Money warrant dated July 19 hereon. Same to the Attorney or Solicitor General for a great seal for a grant to Charles Hopson of the office of Purveyor to the Works loco Joseph Ratcliff, lately deceased with the fee of 8d. a day payable half- yearly. King's Warrant Book XVII, p. 470.
July 13. Royal warrant, under the Queen's sign manual, to the Attorney or Solicitor General for a great seal for a grant to Charles, Duke of St. Albans, and Diana his wife or the survivor, of an annuity or yearly rent of 2,000l. from June 24 last: to be payable as follows, viz. 500l. per an. out of the Crown lands in North and South Wales, to be paid quarterly 500l. per an. out of [the Alienation Office or] fines on writs of covenant and writs of entré and the remaining 1,000l. per an. out of First Fruits and Tenths. Further, hereby 500l. is to be forthwith paid to then in proportions out of the said revenues as above all in consideration of the good services of said Duke and of the Earl of Oxford, father of the said Diana, and for the better support of the said Duke and his wife. (The patent hereon bears date Aug. 14.)
Same to same for a same to determine the late Commission for Hackney Coaches to Henry Villiers, Richard Gee, Henry Ashurst and Walter Overbury, with Anthony Meeke as their Register, and in place thereof for a new Commission to the said four and to Henry Killigrew as such Commissioners, with said Meeke as their Secretary or Register with powers and with salaries as formerly, payable from June 24 last. Same to same for a same for a discharge to John Bence and Edmund Bence as follows. Sir Alexander Bence and John Bence were partners in the indenture (here detailed) of 1671, Aug. 4, between the Crown and the Earl of Ranelagh et al. for the receiving and managing and paying the revenue in Ireland to 1675, Dec. 25, on which indenture writs of scire facias issued out of the Exchequer in Ireland and judgment was thereon obtained 1683, May 25, against said Earl and six others, detailed, for 76,752l. 18s.d. And further by bond of 1676. May 29, said Earl and five others became bound in 30,000l. for their due accounting under the said indenture on which bond scire facias issued out of the Exchequer, Ireland, and judgment was thereon obtained in Easter term, 35 Car. II, for 30,000l. And further by patent of 1684, Sept., Charles II covenanted with said Earl not to levy on the estates of John Bence or five others, detailed, more than two-thirds, and in other proportions, detailed, on the estates of other of said contractors separately and respectively for said debt and said bond [see supra, Calendar of Treasury Books, Vol. VII, pp. 1330–2]. And further Richard Grahme et al. paid 14,254l. 15s. 5¼ 1/8d. into the Exchequer under an indenture with James II dated 1687, Aug. 5, for the purchase of the like arrear due to the Crown on the farm of the great branches of the revenue, Ireland. And further by indenture [dated August, 1688, supra, Calendar of Treasury Books, Vol. VIII, pp. 2036–8] James II released the heirs of George Dashwood from all liability under the abovesaid judgments in consideration of the payment of 6,944l. 4s. 8d. It is hereby declared that John Bence of Thorington, co. Sussex [Suffolk] (executor of said John Bence, who was executor of said Sir Alexander Bence), and Edmund Ibid, pp. 475–82.
Bence of Bengall [Benhall], co. Suffolk (now surviving executor of said Sir Alexander) are discharged with all the heirs etc. of said Sir Alexander and said John from the covenants, debt, bond and judgments as above.
July 13. Royal warrant, under the Queen's sign manual, to the Attorney or Solicitor General for a privy seal to release and discharge Richard Patrickson of Cumberland, his heirs etc., and estate etc., from the penalty of his surety bond for William Benson, ut supra, p. 694. Henry Guy to William Blathwaite. The [Principal] Officers of the Ordnance have made a fresh application on behalf of their clerks, gunners, labourers etc., of under 100l. per an. salary for repayment of their assessments to several taxes since the accession: producing in support thereof Treasury discharges to officers and clerks of the Navy of under 60l. per an. salary and officers and clerks of the Excise of under 100l. per an. salary. I am directed by the Treasury Lords to transmit herewith an account of what is charged to the said taxes on salaries [in the Office of Ordnance] not exceeding 100l. per an. and 60l. per an. “under which latter qualification are all the fireworkers, firemasters, bombardiers and gunners who have none of them above 36l. per an. and some but 18l. per an., and all actually employed abroad in their Majesties' service.” Please lay same before the King for his pleasure therein. Same to the Honble. Andrew Newport, esq., at Eaton upon Severn, to be left at Tanbridge [? Tenbury] in Shropshire. Upon the last hearing about Mr. Chetwind (at which you were present) my Lords wrote to Mr. Grey to appoint another deputy in his place. Mr. Grey has replied that if at his return to England he finds anything made out against Chetwind that he cannot defend he will willingly comply with my Lords' advice. If you or those gentlemen have anything further to charge Chetwind with my Lord will appoint a time to hear same. Ibid, p. 273.

Same to the Surveyor General of Crown Lands of the petition of Charles Bocland, esq., for extension of lease of the capital messuage of the manor of West Harptree, co. Somerset, parcel of the Duchy of Cornwall. Ibid.
Royal warrant, under the Queen's sign manual, to the Lords Justices, Ireland, to give order for collecting the rents of the forfeited estates of Richard Barnewall and Mathew Barnwall in Ireland and for same to be paid to the Receiver General, Ireland, who is to keep a distinct account thereof until so much be received thereof as will satisfy the bonds of 100l. with 10 per cent. interest from 1688–9, Jan., and to pay same from time to time to John Colquit on the debt due to him from them on which judgment was obtained in the Common Pleas [Ireland] in Hilary term, 1688, till said principal and interest be fully satisfied. Same to same for a patent to pass the great seal of Ireland for remitting, exonerating and releasing to Rudolph Kien, his heirs etc., so much of the rent reserved upon the custodiam granted him by the King's warrant of Nov. 16 last, supra, p. 392, of the forfeited estate of Ignatius Byrford in co. In the margin This letter was exemplified and new signed by the Queen 1694, Sept. 18. because the former was in the pacquet boat taken by the French.
Same to same for a patent to pass the great seal of Ireland to grant to Narcissus Marsh, Archbishop of Dublin, and his successor Archbishops for ever of all the lands intended by the royal letter of 1693, Oct. 12, supra, pp. 363–5, to be granted to Francis, late Archbishop, for completing the augmentation of the revenue of that see and under terms as therein it appearing by a letter from the Lords Justices of June 14 last that the said royal letter of 1693, Oct. 12, did not come to their hands until after the death of the said Archbishop Francis, wherefore this fresh present warrant is necessary. Treasury reference to Charles Chetwind, Deputy Auditor of Wales, of the memorial of John Haughton, shewing that, with the approbation of the Earl of Macclesfield, he was appointed to take care of the Castle of Ludlow and their Majesties' goods therein, but since the said Earl's death nobody has been appointed to take care of same therefore praying to be so appointed. Same to Sir Humphry Edwyn. You have lately entered upon and taken possession of a piece of ground belonging to their Majesties in Scotland Yard in Whitehall under pretence of a grant to John Hall. July 17. Henry Guy to [Auditor] Sir Joseph Seymour to take no proceedings on the reference of William Bodinson's petition, supra, p. 706, for the office of Receiver of Crown Revenues, co. Same to the Customs Commissioners to restore Benj. Webster to his former place as a Customs officer, he having been suspended on your memorial of May 12 last concerning the logwood which was run at Christchurch. Ibid.

Please attend my Lords on Thursday about your letter containing the opinion of the Judges on divers doubtful points in the Paper Duty Act, which opinion was communicated to you and the Solicitor General by the Lord Keeper. Same to the Earl of Romney. My Lords have agreed with Sir Joseph Heme for 200 tons of brown saltpetre at 70l. per ton and have directed 14,000l. to the Treasurer of the Ordnance to answer same. You are to order payment thereof on the storekeeper's certificate of the delivery. You are to place the item to account as to two thirds (9,333l. 6s. 8d.) to sea service [of the Office of Ordnance] and as to one third (4,666l. 13s. 4d.) to land service [of same]. Ibid.
The Treasury Lords to William Bentley, late Mayor of Leicester, to forthwith pay into the Exchequer the 130l. in your hands lately belonging to Jervaise Cartwright, a convicted and attainted Popish priest. Out Letters (Customs) XIV, p. 278.
Same to the Lords Justices, Ireland. The late Treasury Lords, by letter dated 1693, April 10, supra, p. 164, desired the then Lord Lieutenant to advance six months' pension to Col. Henry Luttrell to enable him to enter the service of the Republic of Venice. The Lord Lieutenant departed before the order was complied with. Luttrell has petitioned the Queen for fresh directions herein, but the Paymasters [of the Forces, Ireland] now insist on a new order from you in the matter. The Queen being pleased to gratify him, you are to give the necessary order for paying the said half year. Out Letters (Ireland) VI, p. 438.
July 18. Treasury reference to the Surveyor General of Crown Lands of the petition of Abell Browne for a new lease of a farm of which he is tenant, being part of the manor of Hendon. Reference Book VII, p. 61.

July 19. Treasury warrant to the Receipt for tallies on the Hereditary and Temporary Excise for 2,100l. to Sir Leonard Robinson in repayment of so much lent by him the 17th inst. on credit thereof [see supra, p. 702]. Money Book XII, p. 222.

Prefixing report by S. Travers, Surveyor General of Crown Lands, on said Tailer's petition. The tenement was valued by the Parliament's survey at 25l. per an., but I am informed by Mr. Long, the steward, that the last tenant let it at 20l. per an., being the rackt value, and this sum has been put in charge (by the care of petitioner) and accounted for to the Crown for 2½ years to Michaelmas last, but allowances have been annually made thereout for repairs and taxes. At the usual rate of 10 years' purchase the estate may be valued at 182l. 15s. 0d., reserving the old rent of 34s. 6d.
July 20. Report to the Queen from the Treasury Lords (as by the order of reference from the Privy Council of May 17 last) on the petition of Lionell Copley, son of Col. Lionell Copley, deceased, late Governor of Maryland, on behalf of himself, his brother and sister. Petitioner sets forth that there are certain profits and benefits payable to the Governor of Maryland from all merchant ships that depart thence, and which are all the advantages the said Governor hath for the execution of his said office that his father lived in the execution of his said government for the greatest part of the last year and until some time after the arrival of the last fleet of merchant ships bound for Maryland but it being late in the year before the said fleet departed thence and they being long in coming; petitioner's father happened to die before same departed, by reason whereof petitioners are like to be deprived of the benefits which would have accrued to him had he lived some little time longer that the said profits are stopped in the hands of George Plaiter, Collector of Maryland, besides 588l. 11s. 8d. stopped in the hands of Peter Paggin upon that account until it be determined by the King in Council as to whom same belongs to of right, although the goods and merchandizes put on board the said ships were all of them entered in the name of petitioner's said father: that a considerable part of the said profits were freely given to the said father by the inhabitants of that place over and above what is usually claimed by the respective Governors thereof and so cannot properly belong to any person succeeding him: further that there is a certain sum of money allowed to petitioner's father by the King, part whereof was stopped in the hands of Mr. Knight, Receiver General of the Customs therefore praying that all the said sums in the hands of Plaiter and Paggen and Knight may be paid to petitioners. We have referred said petition to Mr. Knight. He reported June 30 last that by certificate from John Povey it appears that three fourths of the moiety of the impost of 2s. per hogshead upon all tobacco exported out of Maryland is appropriated for the use and support of that Government, which by an extract of Col. Copley's instructions [from the King] he was to receive to his own use that by a Supplementary Act of the Assembly of Maryland for a settlement of a further annual revenue upon the Governor within that Province it is enacted that from 1692, Oct, 10, another impost of 3d. per hogshead [of tobacco] exported either in cask or bulk be set for three years certain but Col. Copley dying after the ships were entered in Maryland and two months before the ships last cleared there the moiety of the said 2s. per hogshead and the said additional impost of 3d. per hogshead was collected by said Plaiter and the bills for said duties are detained in his hands pending instructions for returning the same [to England]. As to the [second item], bills lately transmitted to Mr. Pagen amounting to 188l. 11s. 8d. have been received and paid over to Lord Baltimore [see supra, pp. 601–2], who was certified by Mr. Blathwayt as rightly entitled thereto.
Upon the whole matter we think that Mr. Plater should be directed to return over [to England] the bills for the said duties collected by him and then the petitioners may make their application to be relieved out of same.
July 20. Treasury warrant to the Excise Commissioners to discharge the seizure of the brewing vessels etc. of Dorothy Penne, widow, mortgagee of the Mris. Katherine Wheatley's brewhouse in Fleet Ditch the said Wheatley being indebted 280l. for Excise, having prevailed with her [Penne's] son-in-law, Anthony Deligney, to be surety, and thereupon 200l. of debts seized towards the Crown debt of 280l., said Penne being to save Deligney harmless for the remaining 80l.; and the said Penne having (upon the said Wheatley's going off from the said trade) let the brewhouse to Mris. Elizabeth Smith, who incurred a further debt of 261l. 7s.d. for Excise, whereupon the said utensils are seized and appraised at 142l. 1s. 9d. the case being very hard upon said Penne. No further proceedings are to be had against said Deligney, who has a wife and seven children and is in a mean condition. Warrants not Relating to Money XIV, p. 337.
Royal warrant, under the Queen's sign manual, to the Lords Justices, Ireland, to pay Dorothy and Charles Hubblethorne the arrears from 1692–3, Jan. 1, on 100l. per an. on account of the 200l. per an. granted by Charles II 1674, Sept. 10, by patent under the great seal of Ireland to Dorothy, widow of Col. John Hubblethorne (who was killed in service at sea) and to Charles her son the said Charles having been wounded in the face under Duke Schomberg at the attack of Limerick and his speech thereby impeded and his recovery very tedious and costly, and his mother and he having lost all their fortune by the common calamity of the country and not being restored to the said pension in the present establishment of Ireland, but the Queen being pleased to gratify said Dorothy's petition so far as may consist with the present necessities of affairs. The said 100l. per an. is to be inserted on the civil list of the establishment of Ireland and to be payable from June 24 last to be paid out of custodiams: until further signification of royal pleasure.
