Royal letters patent appointing John Lord Belasyse, Sidney Lord Godolphin, Henry Lord Dover, Sir John Ernle (Chancellor of the Exchequer) and Sir Stephen fox to be Commissioners for the office of Treasurer of the Exchequer; with full power "immediately from henceforth from time to time during the vacancy of the said office or place of Treasurer of our Exchequer to confirm and approve of all those orders and warrants which have been already signed by our late Treasurer [Rochester] and are remaining unexecuted and which unto you shall seem reasonable and for our service and to cause the same to be duly executed": and also to perform and execute all other acts and things pertaining to said office and which may or ought to be performed by the Treasurer of our Exchequer apart [from] or jointly with the Under Treasurer of the Exchequer: all as amply, etc. as any Lord Treasurer heretofore. And the Lord Chancellor, Lord Keeper and all other persons concerned are hereby to give allowance of all things so to be done by you, the said Commissioners, as above. King's Warrant Book XII, p. 1.
Jan. 6. Henry Guy to Mr. Kent [the Customs Cashier]. Bring to the Treasury Lords your weekly certificates of the Customs every Tuesday morning by nine of the clock. (The like letter to Mr. Duncomb for the weekly certificates of the Excise and Hearthmoney.) (The like letter to Mr. Lilly for the weekly certificate of the Post Office.) Jan. 7. Same to the Auditor of the Receipt to issue to me [Guy] for secret service, by way of advance, the 1,000l. which the Treasury Lords have directed Alderman Duncomb to pay into the Exchequer. The warrants for the regular issue of said sum shall be sent you as soon as they are passed. Disposition Book VI, p. 1.
Jan. 8. Henry Guy to the Customs Commissioners to deliver, Customs free and unopened, at the Queen's backstairs a little box arrived in the Custom House for the Queen. Out Letters (General) XI, p. 2.
Same to the Auditor of the Receipt to send to the Treasury Lords forthwith a list of the several servants of the late King Charles II, who are yet to receive arrears at the Exchequer pursuant to the order in Council of April 16 last and for which the late Treasurer Rochester signed warrants which remain not fully executed; with a statement of the sums due to each upon those warrants out of the imposition on tobacco and sugars. Jan. 10. Same to Visct. Preston [Master of the Great Wardrobe] for a list of the several servants of the late King, who had warrants from Treasurer Rochester for payment of arrears in your Office [of the Wardrobe] pursuant to the order of Council and out of the imposition on tobacco, etc. as above. Privy seal for 777l. to the Kings, Heralds and Pursuivants at Arms for services by them performed and their fees, robes and largesses on the following occasions, viz. 40l. on the interment of Charles II on 14 Feb., 1684–5; 100l. on the Coronation of James II 1685, April 13; 167l. for several scarlet robes at the said Coronation; 40l. on the King's assuming his seat as Sovereign of the Garter 1685, July 22; 430l. for largesses upon the creation of 86 noblemen and noblewomen as in the annexed schedule at 5l. each: all without account, the King "having resolved in Council the 26th of Nov. last that the said several sums should be paid to the said Officers at Arms and then made an order to that purpose; and it appearing by an affidavit which hath been made by Francis Sandford, Lancaster Herald, and Gregory King, Rouge Dragon Pursuivant, that no part of the largesse for any of the said 86 creations hath been paid to the Kings, Heralds and Pursuivants at Arms." Henry Guy to the Auditor of the Receipt to issue to the Treasurer of the Navy (in part of 400,000l. for the year's naval service beginning at Lady day last) the 6,000l. which Mr. Toll has agreed to lend into the Exchequer on the credit of the linen duty and tobacco duty. Disposition Book VI, p. 3.
Jan. 13. Henry Guy to Mr. Stephens [Cashier to the Navy Treasurer]. The Treasury Lords have directed 14,000l. to be issued to the Navy Treasurer and 5,000l. to be advanced to him, making 19,000l. besides the 7,000l. on the paper of weekly disposition [of the present week, supra p. 1144]. The said 14,000l. is to be on account of the abovesaid 400,000l. and the 5,000l. is for stores. Disposition Book VI, p. 3.
Same to Sir Christopher Wren to join the Auditors of Imprests et al. in adjusting the accounts of Philip Packer, deceased, late Paymaster of the Works. Out Letters (General) XI, p. 5.
Same to the Excise Commissioners. The Treasury Lords have considered your proposal for relief of aged and disabled officers of the Excise. Is the 3d. per £ deduction, which you propose, to be deducted out of all salaries in the [Excise] quarterly bills, and especially out of your own salary? Ibid.
Same to the Earl of Ranelagh for an account of all the debts and arrears owing to the Forces distinguishing those accrued under the late King from those accrued under his present Majesty. Ibid.

Appending: (a) a paper of proposals by Robert Brent, Essex Strode, John Cressett, Robert Nott and Tho. Herbert; shewing that they have long designed the bringing in a revenue unto his Majesty by licensing the Hackney coachmen and in order to it have procured the Grand Jury of Middlesex to present all supernumerary Hackney coachmen, above the number of 400, to be nuisances; whereby it is in his Majesty's power to suppress them. The proposers have also by their industry prevailed with the 400 Hackney coachmen formerly licensed by Act of Parliament to subscribe an instrument whereby they voluntarily oblige themselves to pay yearly 5l. to the King for his licence as formerly and to be under such regulations as shall be thought fit. The proposers therefore pray to be entrusted with the management of this affair under direction of the Treasury Lords; and that the King would by proclamation or otherwise suppress all supernumerary Hackney coachmen in or about the cities of London and Westminster and the suburbs thereof above the said 400 so to be licensed as above.
