Royal letter to Lord Howard [Governor of Virginia] to give warrant [to the Receiver of the Revenues of Virginia] to pay 300l. to Nicholas Spencer, esq., as a reward for his services 1683, June 2, to 1683–4, Feb. 10, during the time of his being President of the Council in Virginia: same to be paid out of quit rents arising to the King in said colony. June 14. Royal warrant to the Clerk of the Signet for a privy seal for payment to the executors of Joseph Ashe, gent., as the surviving patentee in the office of Surveyor of the Navigation Act (which office was granted 1660–1, Feb. 20, to Sir John Shaw, kt., since deceased and said Ashe also now lately deceased) of all the arrears grown due up to the time of the death of said Ashe on the fees of 100l. per an. and 500l. per an. granted to them with said office: the said moneys to be nevertheless subject to the trusts declared in a deed dated 1661, July 1, by said Ashe or by the last will of said Sir John Shaw. Further, by a great seal dated 1669, July 26, Charles II granted to Robert Townsend, gent., the office of Collector Inwards, London port, with the annuity or yearly rent of 466l. 13s. 4d. in reversion of said Sir John Shaw, then in the said office; and by a great seal dated 1675, July 9, granted to John Shaw, esq. (now Sir John Shaw, bart.), and Charles Shaw, esq., sons of the said Sir John Shaw, senr., the same office of Collector Inwards, London port, with the like annuity or yearly rent in reversion of said Sir John Shaw, senr., and of said Townsend. It is hereby to be ordered that all sums grown due thereon to said Townsend up to the present or to grow due hereafter be paid to said Townsend subject nevertheless to the trusts declared by said Townsend in a deed dated 1669–70, Feb. 15, or by the will of said Sir John Shaw, senr. From the death or surrender of said Townsend the said annuity is hereby to be paid to said Sir John Shaw, junr., and his brother, Charles Shaw, or the survivor of them as by the said patent of 1675, July 9.
Same to same for a same for the payment similarly to John Crispe, Thomas Crispe and Sir Nicholas Crispe, bart., of the arrears incurred up to the present on the annuity, annual fee or pension of 276l. 13s. 4d. for the office of Collector Outwards, London port, as granted 1665, Oct. 30, to said John, Thomas and Nicholas (now Sir Nicholas) in reversion of Sir John Wolstenholme, who was then in said office and is since dead: and likewise for the payment of said annuity or fee in future to them: but subject to the trusts declared by them in a deed dated 1665, Dec. 1, and by the will of Sir Nicholas Crispe, deceased. Same to same for a same for a grant to John Evelyn and Mary his wife (as executrix of Sir Richard Browne) of the full sum of 6,000l. to their own use without account: there being a greater sum due to them upon the account of the entertainment and extraordinaries of the said Browne as Resident for Charles I with the French King. The said 6,000l. is hereby to be paid out of ipsum or debt charged upon William Prettiman, Remembrancer of First Fruits and Estalled Tenths on his account of that revenue up to 1686, Christmas, as stated by Brooke Bridges, one of the Auditors of Imprests. Power is hereby to be given to the said John and Mary Evelyn to sue for and recover said 6,000l. from said Prettiman and to give acquittances for same etc. Ibid, pp. 134–5.
June 14. Royal warrant to the Attorney General for a privy seal to discharge the fee of 1,095l. due from Sir Thomas Stanley of Alderley, co. Chester, for the baronetcy conferred on his grandfather, Sir Thomas Stanley, deceased, by Charles II. (For the Treasury warrant for discharge see infra under date 1677–8, Mar. 1. Treasury order confirming the late Treasurer Rochester's warrant of Dec. 13 last, supra, p. 1062, for payment of the arrears of the Tangier officers, soldiers, gunners, carpenters and others. But whereas by the 6th article of the said warrant payment is only to be made to such as shall personally appear or to the relatives of those who are dead, it is now the King's pleasure (on consideration of a late address from the Colonels and Captains of the respective regiments and Troops of the said Garrison of Tangier) that the pay of the noncommission officers and soldiers of each Company and Troop be made good to the Captains of each thereof according to the muster rolls. A certificate of your payments in accordance herewith is to be made to us, the Treasury Lords. Ibid, pp. 170–1.

Preston [Master of the Great Wardrobe] to report on the enclosed petition [missing] of Sir William Gostlin, praying payment of 1,205l. 3s. 3d. for fringes etc. by him furnished into the Great Wardrobe. Windsor Castle. Same to the Customs Commissioners. The Treasury Lords have signed a warrant for the principal officers of the Mint and Mr. Duncombe to see the silver, gold etc. which belongs to his Majesty for his tenth part of same on board the James and Mary. When this warrant is delivered your officers who are on board securing that treasure are to be taken off. Ibid, p. 126.
Windsor Castle. Treasury reference to Richard Graham and Phillip Burton of the petition of John Potter to the King, shewing that in Michaelmas term, 1679, an information was exhibited against John Platt, James Sheene, Thomas Shewell and the petitioner for a conspiracy or misdemeanour prosecuted by Seath Garrett "and was thereupon fined the sum of 500 marks"; petitioner being wholly ignorant of the crime and having been long a prisoner in the King's Bench prays for remission of said fine. Reference Book V. p. 94.
Same to the Navy Commissioners of the petition of Geo. Shott for payment of 44l. 4s. 10d. for a quantity of white oakam (ocam) which in 1671 he delivered into the stores at Deptford; petitioner being reduced to a low condition and not able to subsist without payment of the said money. Ibid, p. 96.
Same to Mr. Graham and Mr. Burton of the petition of Tho. Carew to the King, shewing that he is bound in 40l. to prosecute one Tho. Collison of Lincolnshire for speaking seditious words against the King, about which petitioner has already been at great charges at one assizes: therefore praying an allowance for said charges or that said recognizance may be taken off the file. Ibid.
Same to Mr. Hewer of the petition of Barbara Nolden, widow of Ernestus Nolden, late master carpenter at Tangier, shewing that by Lord Dartmouth's warrant her husband was to be allowed 5s. a day, but Mr. Hewer will only pay her after the rate of 3s. a day: therefore prays to be paid according to said warrant. Ibid.
Same to same of the petition of Sergt. Tho. Gardner, shewing that there are divers sums of money due to his wife for washing officers' linen at Tangier, "as appears by bills entered in Mr. Hewer's office," but Hewer refuses to pay same without the original bills; but petitioner being commanded into the West his clothes with the said bills were taken by the rebels: therefore prays an order for payment of said money. Same to the Attorney or Solicitor General of the petition of Adam Colclough, offering an expedient for the better regulation of levying his Majesty's casual revenue within the counties of Middlesex and Surrey and for discovery of how far the inferior officers therein concerned do defraud the King and oppress the subject. Treasury warrant to the Warden, the Master Worker and the Comptroller of the Mint and to Charles Duncombe, esq., to repair to the ship James and Mary, Capt. Phipps commander, now lying near Deptford, and to weigh all the gold, silver, and other treasure taken up out of the sea near Hispaniola and brought home on the said ship; and to demand and receive for his Majesty's use one full tenth part thereof in specie and to convey the said tenth part to the Mint and there to secure same for the King till further order. June 16. Henry Guy to the Customs Commissioners to send an officer to the Prince of Denmark's lodgings in the Cockpit to visit his goods in order to their transport to Denmark, Customs free. Out Letters (General) XI, p. 127.

Same to the Customs Commissioners to report concerning the 13 packets of lace belonging to Peter Dauphin and seized by Cha. Wells: as by the enclosed paper [missing]. Ibid, p. 128.
Same to Major General Werden, the Cofferer of the Household, Sir Jno. Werden, Sir Benj. Bathurst, Sir Nicho. Butler and Mr. Graham to consider the enclosed report [missing] of Mr. Aldworth's and the papers annexed [missing] concerning the debt owing upon bond by the King to the executors of Alderman Francis Meynell. Treasury reference to Mr. Thomas, Receiver and Paymaster of the Band of Gentlemen Pensioners, of the petition of Geo. Farrington, shewing that there is due to him from the late King to 1684, Christmas, 531l. 3s. 4d., but the abovesaid Mr. Thomas "doth say the Exchequer hath given me 75l. too much, which moneys Mr. Thomas has received and is remaining in his hands and denies payment without an order": therefore praying payment of his money, "what is so given." Same to the Customs Commissioners of the petition of Richd. Sheldon, shewing that he was given the place of surveyor, waiter and searcher at York, was lately removed to Hull, but has some concerns in London and desires the first vacant landwaiter's place there. Ibid, p. 96.
Same to Richard Graham and Philip Burton of the petition of Sir Tho. Duppa, shewing that as subcollector of the Tenths of the clergy for the diocese of Exeter he employed one Philip Atherton to receive and return same to London; that Atherton paid 350l. thereof to one Butler, a reputed merchant [a merchant of repute] in Exeter to be by him paid in London, but Butler failing, petitioner procured an extent and seized several of his goods, but one Bogan, a merchant, claimed title to them by virtue of a bill of sale: therefore petitioner prays to be allowed said 350l. in his account, he having used his utmost endeavours to secure same. Same to Mr. Hewer of the petition of Mary Bennett and several others, praying speedy payment of 828l. 16s. 8¾d. due to them from the Office of Ordnance for money disbursed and stores delivered for the use of the late garrison of Tangier; petitioners being reduced to extreme necessity. Ibid.
Treasury warrant to [Mr. John Fisher,] the Deputy Surveyor General of Crown Lands, for ratal of a particular of the tithes of Hooton Pagnell, Clayton, Frickley and Shippons, co. Yorks, with a view to a lease thereof to Ann Byerley and Ann Byerley, her daughter, administratrix of Richard Hutton, deceased, viz. for 31 years from Lady day last on the like terms as in the lease intended to Richard Hutton, esq. Warrants not Relating to Money XII, pp. 96–7.
Prefixing: (a) note of said petition from said Byerleys, ut supra, p. 1331. (b) Report, dated May 3 last, by said John Fisher on said petition. Hutton surrendered his nine years' interest 1683, Nov. 22, with a view to a fresh lease, but died before the perfecting thereof; whereby petitioners, his administratrix, are deprived of legal interest therein. They have paid the rents to Lady day last. A lease may be reasonably granted them on the terms intended to Hutton, who was a great sufferer for his loyalty, and his father slain in the service of Charles I.

By royal letter of 1686, May 11, the King directed the Earl of Clarendon, then Lord Lieutenant, to cause 1,354l. 1s. 10d. to be returned to England (together with the exchange allowance thereon not exceeding 10 per cent.) as in satisfaction of the like sum expended here [in London] in refitting and repairing several quantities of repairable arms brought over from Ireland; which money the officers of the [English] Ordnance want in order to supply the use that money is intended for. Treasury reference to Edwd. Griffin [Treasurer of the Chamber] of the petition of Eliz. Banister, shewing that James Banister, one of the late King's violins, was indebted 17l. 1s. 7d. to petitioner's husband with almost two years' interest; therefore praying that the arrear of 30l. owing to said James Banister in the Treasurer of the Chamber's Office may be stopped till said debt be paid, petitioner being in want of common sub[si]stence. Same to the Excise Commissioners to order the officers under you to make out a state of an account of what has been paid to the bankers et al. for their perpetual interest on the Hereditary Excise since his [present] Majesty's accession; "as also in what method and proportions it was paid in the reign of his late Majesty." The Treasury Lords to the Lord Chancellor. We deputed George Morley to attend in the Alienation Office (Office of Compositions on Alienations) [as a Master in Chancery] to take the oaths of the King's subjects and to sign the Writs of Covenant and Writs of Entre, ut supra, p. 1344. It is necessary for his better qualification that he should be admitted "as one of the Masters in Chancery only to perform this service." We are informed you make some doubt of giving him that character. We send this to acquaint you that in constituting this deputy we have proceeded according to the constant usage that hath been practised time out of mind and conformable to that power which, as we conceive, doth belong to us [as Farmers of the Alienation Office]. To satisfy you we enclose you a copy of the like deputation made 50 years since by the then Bishop of London and Lord Treasurer, and the Lord Cottington, then Chancellor of the Exchequer. Another was signed by the Earl of Southampton, Lord Treasurer, and the Chancellor of the Exchequer in 1660. A third was signed by the Duke of Albemarle and the other Treasury Lords in 1668, and we believe no instance can be given to the contrary. As to the right of the King, it is an office which concerns the revenue; we are farmers thereof by patent under the great seal and the enabling Morley to administer oaths only for the better ascertaining that revenue is a matter wherein the revenue is concerned. We therefore hope you will cause him to be made one of the Masters of Chancery to attend in the said Office only. Ibid, pp. 129–30.

Somerset of the last Eighteen Months' and Six Months' Assessments; shewing that he paid to Serjeant Ramsey, one of the Agents for Arrears of Taxes, 100l., which was paid into the Exchequer; that afterwards he paid another 100l. to said Ramsey, who presently thereafter died without having paid it in, but in order to avoid process petitioner paid it over again: therefore prays to be reimbursed same out of the money now due to said Serjt. June 18. Treasury reference to Mr. Fillingham et al. of the petition of Robt. Smith and Richd. Hole, shewing that they obtained a warrant from Treasurer Rochester to the sheriff of Somerset to pay them 63l. 3s. 6½d. out of the profits of his bailiwick, being so much expended for his Majesty's service: that upon making up said sheriff's accounts it appears that there are other charges upon the profits of that county and amounting to near as much as the sheriff's whole debit to the King; therefore pray payment of their said sum some other way.
