Dec. 1. Royal warrant under the King's sign maual, dated Kensington, to the Attorney or Solicitor General for a great seal to determine the patent which constituted John Baber gent as Solicitor for the prosecution of all causes before the Grand Commissioners of Excise and the Commissioners of Appeals in Excise with the salary of 200l. per an.; and likewise to determine the instrument dated 1689 May 28 whereby the Treasury Lords constituted George Parry of Lyons Inn, Co. Middlesex, Esq as Solicitor for the Revenues of Excise with the salary of 150l. per an.: it being the King's pleasure that the said two officers shall be united and officiated by one person. They are therefore by the herein great seal, to be granted to George Townsend gent: to be executed by him or deputy during pleasure: with the salary of 200l. per an. for himself and his clerks as from Sept. 29 last; it being the King's intention that the other salary of 150l. per an. shall cease. Dec. 1. Royal warrant under the King's sign manual, for a great seal for a grant to Richard Hutchinson of the office of Receiver General and Cashier of Customs, he having been thereto constituted by an instrument of Nov. 2 last under the hands of the Treasury Lords: his salary to be 1000l. per an. as from the said Nov. 2. Same to the Clerk of the Signet for a privy seal for an annuity or yearly pension of 500l. per an. to Henry Foubert "for the support and maintenance of our Royal Academy which is now under the care, inspection and government" of the said Foubert: to date from Lady day last: to be payable out of the rent or profit of the Royal Oak Lottery or any other lotteries allowed and exercised in this kingdom, or payable out of the Receipt of the Exchequer if such rent or profit happen to be paid into the Receipt. Treasury warrant to the Auditor of the Receipt to issue 10000l. in Exchequer Bills to the Earl of Orford on the unsatisfied order in his name as Treasurer of the Navy: as imprest: and is intended for wages to seamen. Disposition Book XIV, p. 133.
William Lowndes to same to issue 500l. to me [Lowndes] on the order in my name for secret service: to be issued out of money paid or to be paid into the Exchequer by the Excise Commissioners on account of fines and penalties on brewers and distillers or out of any other disposeable money in the Exchequer. Same to the Customs Commissioners to report on the enclosed letter [missing] from the Duke of Shrewsbury relating to all English merchant ships being provided with passes according to the treaty with Algiers. Out Letters (General), XV, p. 400.
Same to same to take off the suspension on Mr. Ellesdon, an officer on the coast of Kent, who was suspended on a complaint for not assisting Mr. Henry Baker in the prosecution of the owlers in Romney Marsh. Ibid, p. 402.
Treasury reference to same of the petition of Andrew Taylor for the vacant riding surveyorship in Romney Marsh; he having been employed for some time in the Mint and the number of officers being reduced now [to the number] as they were formerly, whereby he is destitute of employment. Royal warrant under the King's sign manual dated Kensington to the Lords Justices, Ireland for a lease to be passed to Thomas Cook merchant, of lands as follows forfeited by Dennis O'Bryon: to be for 27 years from date hereof: at the quit and crown rents payable thereout and a further 10l. per an. de incremento; the said Cook having petitioned shewing that he is in possession (by custodiam) as his inheritance (by purchase), of the towns and lands of Dungillane Co. Cork containing 4½ plowlands mostly unprofitable and mountainous; that one Dennis (Donnogh) O'Bryon formerly gave him great disturbances therein under a pretended lease from Dominick late Visct. Sarsfield of Killmallock in 1636 for 89 years, but O'Bryon was outlawed for high treason in the late rebellion (as is certified 1697 May 5 by James Tisdale, deputy clerk of the Crown for the King's Bench, Ireland) whereby the said pretended right, if any, is forfeited to the Crown; wherefore Cook prayed a grant thereof for 30 years from May 1 last at 10l. per an. above the quit rent: on which petition the Solicitor General, Ireland has reported confirming the facts and setting out the arrears due to the Crown.

Dec. 3. William Lowndes to the Excise Commissioners to take security from Thomas Hall as Receiver General and Cashier of Excise loco Bartholomew Burton Esq. Out Letters (General) XV, p. 399.
Treasury warrant to the Surveyor General of Crown Lands for a particular of a tenement within the manor of Shippon Co. Berks., parcel of the Duchy of Cornwall, in order to a lease thereof to George Cuthbert for 99 years terminable on 3 lives at a fine of 20l. and the ancient reserve rent of 1l. 2s. 11d. per an.
Prefixing: said Surveyor's report on said Cuthbert's petition for same. In 1662 John Thatcher and his brother Thomas had their lives added in reversion of John Thatcher their grandfather in the premises; the increase rent of 10l. per an. was bought off in 1676 by John Thatcher the grandson for his own life only: in 1693 he surrendered his copyhold estate (for life with widowhood incident) and obtained a lease for 99 years terminable on the lives of Ann his wife and John their son. On 27 June 1695 he petitioned for a change of lives but his wife died before the report thereon and he himself died in November. Cuthbert is the mortgagee and paid his solicitor Gilbert Earl 50l. on the 1st Oct. 1695 to procure a fresh lease and to meet the arrears and a further 70l. was paid to said Earl by Mr. Hart as solicitor for Thatcher. I think the fine may be reduced to 50l. Warrants not Relating to Money XV, p. 417–9.

Royal letters patent granting to William Van Huls Esq. the office or place of Court Post (post or carryer of all our letters and despatches between our Court or Palace of Residence and the first post stage or post office of our Postmaster General) loco Sir Thomas Dereham Kt.: for life: with the usual allowance of 10s. a day payable quarterly by the Postmaster General. Treasury order to the Receipt for the renewal of two lost [loan] money orders No. 1297 and 1348 for 400l. each to George Dodington in repayment of so much lent by him 1695 July 13 on the Duties on marriages &c.: said orders having been assigned by said Dodington to John Hooker. William Lowndes to the Auditor of the Receipt to issue to Mr. Henry Baker [for Crown Law Suits] the moneys which are or shall come into the Exchequer by the convictions of owlers. Disposition Book XIV, p. 135.
Same to the Victualling Commissioners. I have laid before my Lords your memorial of Nov. 25 last relating to bills of exchange drawn from Ireland for moneys furnished for buying provisions "for the Navy there" [buying provisions there for the Navy] by order of the Lords Justices [England], which bills are now in the hands of Mr. Edward Pauncefort. You are to pay same out of the salt tallies in your hands [paying same] with the allowance of 15 per cent. and you are to abate 10 per cent. for the exchange [between England and Ireland]. Ibid.
Dec. 4. Treasury warrant to the Customs Commissioners to employ Christopher Attwell as waiter and searcher and to command the boatmen at Combwich in Bridgwater port loco Richard Man dismissed for speaking words of disaffection to his Majesty as the said Commissioners inform my Lords:
fit persons to be presented as a landwaiter at Dartmouth to be added to the single landwaiter there at 40l. per an.; and as a riding officer at 60l. per an. for the inspection of the coast between Plymouth and Exeter, to have his residence at or near Dartmouth; and as a riding surveyor (as formerly) at 60l. per an. for the coast of Dorset to have also the inspection of part of the coast of Devon as far as Exmouth: these additions being now necessary by reason that the trade with France is open: all as proposed by the Customs Commissioners in their memorial of the 23 November last. Treasury reference to same of the petition of Richard Breton, customer of Sandwich port, praying that the 100l. granted him by the Treasury Lords during the war for his personal attendance in the collection of the Customs at Dover may be continued to him in consideration of his additional charge and trouble occasioned by the late Acts of Parliament [granting new Customs]. Treasury reference to the Transport Commissioners of the petition of Thomas Wotton and Robert Fowle shewing that Col. Kendall, late Governor of Barbados, drew a bill of exchange on the Navy Treasurer dated 1693 July 8 for paying to Geo. Knowling & Co., owners of the ship George, or their order 206l. for 2 months' and 2 days' service of the said ship as a transport ship in the expedition against the French in those parts; which bill is endorsed to petitioners; and the Treasury Lords have long since ordered payment of the moneys due on the said [the like] bills; therefore they pray payment of the said 206l. in like manner. Ibid.
Dec. 7. William Lowndes to the Auditor of the Receipt to issue 525l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of the loans in new money on credit of the Exchequer in General; and is for three weeks' subsistence to a Battalion of the Scots Guards lately arrived at Hull. Treasury reference to the Agents for Taxes of the petition of Edmond Moore praying to be appointed an officer for surveying the Duty for glass windows &c. either for the Liberty of Westminster or for Co. Southampton, these two places being vacant. Reference Book VII, p. 246.
Same to the Excise Commissioners of the petition of William Whitwell of Northampton gent praying to be remitted the 50l. penalty laid on him for selling malt after April 20 last contrary to an Act of the last Session, "petitioner not knowing but the malt in question was delivered long before that time to one Mr. Steward whom he had sold the same to, petitioner being in town about business and the malt being delivered by his servant without his knowledge." Dec. 8. Royal warrant under the King's sign manual to the Attorney or Solicitor General for a great seal to determine the grant to John Knight of the Office of Comptroller of First Fruits and Tenths with the salary of 150l. per an.: and in lieu thereof to grant the said office and salary to John Baber gent. King's Warrant Book XIX, p. 437.
Same to the Clerk of the Signet for a privy seal for an allowance of 5l. per an. each to the four verderers and [to the] clerk of Sherwood Forest Co. Notts as in lieu of a tree claimed by each of them as a fee annually due to them within the said forest in respect of their office. The said allowances are hereby to be paid by Treasury warrant on the Receiver or collector of the revenue of Tenths in the diocese of York and is to be paid to Thomas Hewitt, Surveyor General of Woods Trent north, on April 24 yearly to be by him distributed to the said verderers and clerk.
