[Write] to the Board of Ordnance to be here in the afternoon.
[Write] to the Navy Commissioners and the Auditors of Imprests to be here on Monday morning and to Mr. Twitty to be here then about the business of the Navy Treasurer's account.
[Order for] 10721l. 8s. 0d. to be issued to the Earl of Ranelagh "on the certificate of the clearings from 26th May to 25 July 1699 inclusive": to be issued out of loans in the Exchequer.
and for 9080l. 10s. 2d. to same for 2 weeks' subsistence [to the Forces] to Aug. 13 next as by the said Earl's memorial.
Mr. Corbet and Mr. Dodington come in, and Mr. Abbot. He [? Abbot] says there is no assignment in their [? the Army Paymaster's] Office for any clothing of Mordant's Regiment [of Marines] and he does not know there is anything due for their clothing or believe there is anything due on that account: so the offreckonings of right belong to the men. But Mr. Abbot is to speak with Mr. Pennington and Mr. Pauncefoot and if he is satisfied in this particular my Lords will order that 1682l. 6s. 2d. for the clearing of the said Regiment from 1698 August 1 to 1699 May 20 be issued to the Earl of Orford [as late Treasurer of the Navy] out of loans in the Exchequer: and is to be part of the 600,000l. [appropriated] for the Disbanding.
[Order for] 3000l. to be issued to the said Earl of Orford to pay off the Messenger advice boat; and 5000l. to complete the payment of the ships at Plymouth: to be issued out of loans [in the Exchequer].
and for 5000l. more for bills of exchange and imprests.
[order for the issue of] 300l. to Serjeant Ryley without account, being [so much by him] expended in executing the Commission in New Forest.

[Order for] 100l. to be paid to Mr. Bernard Grenville as of [the King's] bounty.
[Order for] 100l. to be paid presently [forthwith] to the use of Visct. Falkland.
Sir Thomas Littleton, Mr. Aud[itor of Imprests] and the Navy Commissioners attend with Mr. Twitty et al. Sir Thomas Littleton's proposal about his accounting [for his time of being Treasurer of the Navy] is read. The former objections of the Navy Board to the method proposed are read. The answer formerly made by the Auditors of Imprests is read. The replication of the Navy Board formerly made is read; and the rejoiners now made by the Auditors [of Imprests] are read.
The points are that the books for [seamen's] wages be made up yearly, whereby the accounts may be passed yearly: that the Treasurer be allowed yearly all the money he pays by way of imprest without tarrying till the imprests are cleared; and that he be allowed the money he pays by way of imprest to the Cashier of the Victualling and that the Commissioners of the Victualling or the Cashier [thereof] do pass a distinct account of the Victualling.

Write to the Agents [for Taxes] to inspect the accounts of the Taxes and see whether the auditors have lessened any duplicates [of the assessments] by certificates of particular Commissioners [of Assessments].
[Order for] 300l. to be paid to Serjeant Ryly.
[Order for] 293l. to the Treasurer of the Chamber for Mr. Herbert.
[Order for] 500l. to Mr. H. Baker [for Crown Law charges].
[Order for] 133l. 15s. 0d. to the Parliamentary Commissioners [of Forfeitures] in Ireland, "or their order for turning their 3000l. tallies into money is to be paid by a tally on the surplus of the Customs."
[Order for] a privy seal [to direct] that the Treasurer of the Navy shall pass his accounts yearly.
[Order for] 50,000l. to the Earl of Orford [as late] Treasurer of the Navy: for [seamen's] wages: to be issued out of loans on the Land Tax.
[Ordered that] 20l. out of any applicable arrears is to be paid to Lieut. Nedler to fetch him out of gaol: to be paid to his wife.
A caveat to be entered that the Earl of Peterborough be heard before any grant be made of the rent of Dauntsey.
A letter [of direction to be sent] for 150l. to Mr. Rymer on his order.

August 24,

The warrant for Sir John Morden is read and ordered to be sent to the King.
[Ordered that] Mr. Beauvoir is to have leave of absence for 6 weeks, he taking care his office be supplied [by a substitute].
The warrants for transferring fees out of the revenue of [the Honor and Castle of] Windsor into the Exchequer is read [and is ordered] to be sent to the King [for his signature.]
Likewise the warrant for 300l. to the Speaker [of the House of Commons], upon his allowance.
[Ordered that] 9080l. 10s. 2d. for 2 weeks' subsistence [to the Forces] to Sept. 14 next and 10576l. 1s. 11d. for half pay to the disbanded officers to June 24 last, according to Mr. Abbot's memorial of this day, are to be paid [issued to the Earl of Ranelagh] out of loans on the Land Tax.
Mr. Edwyn (Edwin) to have 500l. to be paid next week (struck through) on the next list for liberates.
[Order for] 25241l. to be paid [issued to the Navy Treasurer] for wages to ships [and for] 600l. to discharge caulkers [in the Yards] on the head of wages, being part of the [appropriated] 500,000l.: to be paid out of loans on the Land Tax.
Dr. Watson, late bishop of St. David comes in and says he appealed two days after the sentence and his Counsel told him all proceedings are stopped by it. He shews the commission of appeal dated 9 August. My Lords will advise with the Attorney General on this point.
Mr. Clerk says he acquainted the Attorney General with the appeal. [Write] to the Attorney and Solicitor General to be here on Tuesday morning next.
[Write to] the Gentlemen of the Bank to be here next Tuesday morning and to the Attorney General to be here then.
[Order for the issue to the Navy Treasurer of] 5000l. out of loans on the Land Tax; to be for the Victualling in general.
Send to the Exchequer the new state of Mr. Packer's debts made by Mr. Twitty and Mr. Thrale; with direction that such of them as do not exceed 100l. be first paid and the rest by proportions weekly out of the 200l. a week; which [arrangement] Mr. Packer consents to.
[Send] a letter to the Auditor to prepare for declaration the accounts of Mr. Packer deceased [as formerly Paymaster] of the Works.
[Write] to Mr. Mordaunt to be here next Thursday morning.
[Write] to the Auditors of Imprests and [the] several Auditors of the [Crown Land] Revenues to certify to my Lords what fees they demand and take either from the King or the subject for the passing of all accounts.
Sir Tho. Cook's papers to be looked out against next meeting.

Sir Charles Hedges cannot give any opinion in the case of the bishop of St. David's because he is one of the Delegates.
[Write] to the Navy Commissioners to be here on Tuesday morning.
[Write] to the Customs Commissioners to be here on Tuesday afternoon.
My Lords will lay before the Lords Justices [of England] all the papers concerning the method of the Navy [Treasurer's] accounts.
The Agents [for Taxes attend] about the Receivers. Send to them the certificates [as to the state of the said Receivers' accounts] and direct them to inform my Lords who have qualified themselves to continue as Receivers by complying with the clause in the Act for the Land Tax and which of them have not, and to present fit persons in the room of those disqualified.
The [Principal] Officers of the Ordnance [attend]. They desire that some of the money or tallies in Mr. Bertie's hands may be applied to necessary uses of the Ordnance. [Write] to Mr. Mordant that the whole business of the [Ordnance] Office is at a stand and desire him to be here next Tuesday morning.
The Attorney General is of opinion that the appeal in the case of the Bishop of St. Davids is a suspension of all things until the appeal is determined; so that no seizure can be [made] till the sentence of the Delegates.
Dr. Oxenden says some appeals do suspend the jurisdiction of the judge a quo; others do not. In the former case the party desires an inhibition; which is on the part of the bishop and till that is done the sentence is not suspended.
'Brook' ti[tulo] Deprivation 12 "if a parson be deprived and appeals, no avoidance during the appeal." 'Dyer' 240; 3 'Cro' 679.

Bishop Bonner was deprived and Ridley made bishop.
The Solicitor General thinks this matter will be decided by the Canon Law so that if this appeal does not suspend the judgment of that law, then there may be a seizure: otherwise not.
Send to Mr. Johnson for a true copy of the appropriating clause in the Bill for the Duties on paper which was lost last Session.
The Attorney and Solicitor General are of opinion that the sum demanded by the Bank for their deficiency must be paid out of the overplus of the Customs.
The Gentlemen of the Bank come in. [They are to attend again] on Tuesday next.
[Order for] 1682l. 6s. 2d. for clearing Mordant's Regiment [for clothing] according to the Minute of 1st August supra p. 1.
[Order for] 1432l. 1s. 10d., for the half pay of the two old Marine Regiments, to be issued to the Earl of Ranelagh out of loans on the Land Tax; according to the Navy Board's certificate of June 21 last. Ibid., p. 170.
