In some papers received by the Treasury Lords out of Ireland they find mention that several of the present Farmers of the Revenue there have formerly under their hands disclaimed any right to the 80,000l. which was payable by the Earl of Ranelagh and his partners and that the same appears by letters dated 1678, Mar. 29, from the Lord Lieut. and Council there to you with several papers enclosed relating thereto. Send the said letters and papers to my Lords. Ibid, pp. 51, 52.
Same to the Customs Commissioners. Sir William Hooker has attended the Treasury Lords by direction of the Lord Mayor and Alderman [of London] to acquaint my Lords that they conceive the bridge at the New Inn at Milton near Gravesend will be unserviceable to the King and that the city has formerly had a trial at law with Mr. Fortrey concerning same. My Lords desired said Hooker to speak with you about said bridge and to give you his reasons why same is unserviceable. Ibid, p. 51.

Nov. 7. Same to same not to detain at Dover a box which a servant of Lord Ossory's is bringing from beyond sea. Ibid, p. 51.
Same to Mr. Duncombe to pay into the Exchequer (besides the money directed for the Sweep Stakes) 3,000l. to pay tickets of [the men of] the prize ships and 812l. to satisfy Mr. Hubland's bill of exchange drawn by Admiral Herbert. Also to forthwith pay 200l. to Mr. Burton for [Crown] lawsuits taking his acquittance to discharge the Exchequer and deducting the fees. Ibid, p. 52.
William Blathwaite to Sir Richard Dutton [Governor of Barbados]. Mr. Chaplin has given me so short warning of the departure of the ship that I have only time to send you the enclosed assignment of the late Farmers of the Four and a Half per cent. with a letter from the Treasury Lords concerning it. Their Lordships are further expecting a true state of the Revenue of Barbados. Memorandum the letter from the King to Sir Rich. Dutton concerning the arrear in Barbados dated 1682, July 14, is entered in the Book of the Four and a Half per cent. duty, p. 127. Out Letters (Plantations Auditor) I, p. 104.
Nov. 9. Henry Guy to the Solicitor General to proceed to perfect the conveyances of the houses and ground near Hyde Park without requiring any general covenants or warrant[ie]s from the poor people concerned, but to see that Sir William Pultney and Mr. Lightfoot be ingaged to the value of 1,200l. (which is their part of the purchase money) to indemnify the King against all claimants for three years' time, wherewith the Treasury Lords are satisfied. Out Letters (General) VII, p. 52.
Same to Mr. Graham to send to Lord Chief Justice North all the Receivers of Popish Recusants' forfeitures that are concerned in the Western Circuit. His Lordship has something to say to them relating to his Majesty's service. Ibid.

Nov. 10. Articles of Agreement between Anthony, Visct. Falkland, Treasurer of the Navy, Sir Richard Haddock, Sir John Tippetts, Sir John Narborough, Sir Phinees Pett and James Sotherne, Navy Commissioners, on behalf of the King all of the one part, and Joseph Ward, citizen and haberdasher of London, of the other part, for the building by said Ward at his own cost before 1683, Sept. 29, of one house or edifice, which is intended to be an Office for the service of his Majesty's Navy, six houses which are intended for reception of Principal Officers and Commissioners of the Navy, one office to be a Ticket Office, six coach houses for the said Navy Commissioners, a porter's lodge and other conveniences as in a plan thereof, upon the toft and ground belonging to his Majesty in or near Seething Lane, whereon the Navy Office lately stood, which was demolished by fire: the said Navy Office to have a good stone doorcase with columns and an open pediment over it etc., to be two stories high with arched vaults: good Kentish bricks etc.: a garret over the middle room of the second story to be of convenient height for making offices for lodging of papers etc. etc.: and similar details of dimensions, walls, scatlings, paving etc. for the other items, as above: the buildings to be placed so high above the ground as that there may be a sufficient current for the water into Crutched Friars and Seething Lane, the coach houses to be built with convenient lodging rooms over them and tiled with plain tiles "as also a publique necessary house": a garden wall 10 feet high. In consideration of such building the King doth intend to grant to said Ward a lease of the toft and ground before mentioned for 61 years from 1683, Michaelmas, at a peppercorn rent with a covenant on said Ward's part that he will within 21 days after 1683, Michaelmas, demise the said premises to said Falkland et al. ut supra, for 59¾ years at a yearly rent of 560l.: but the said rent to cease on the payment to said Ward (after 91 days' notice) of 7,000l. or to be proportionately abated (at the rate of 8 per cent.) in case of payment of any parts (of not less than 1,000l. a time) of said 7,000l. Nov. 13. Treasury [warrant to the Customs Commissioners by way of] subscription for the execution of an order of the King in Council dated Whitehall, Oct. 25 last, for the said Commissioners to permit the East India Company to transport, by free cocquet within a year 1,000cwt. of brass guns of several sizes and 500cwt. of iron guns, said Company having petitioned for same "in regard of the occasion they shall have of great and small guns in several places within the limits of their charter": all notwithstanding the late proclamation of 1681, Nov. 9, prohibiting such export. The Company is first to give security not to dispose of the said guns any otherwise than for their own use and occasions abovementioned. Out Letters (Customs) VIII, p. 169.

Treasury warrant for the execution of a money order of 1678, July 24, for 200l. to John, Bishop of Chester, for one year to 1678, Lady day, for the four King's preachers in Lancashire. Order Book XXXIX, p. 42.
Report to the King from the Treasury Lords on the petition of James, Earl of Arran, and Theophilus Oglethorpe for the personal estate of James Forbes, late rector of Duloe, co. Cornwall, an intestate bastard. The King's Proctor informs us that on a Commission out of the Prerogative Court of Canterbury, said estate appears to him to be so escheated. The Judge of said Court may be ordered to grant to the petitioners letters to administer said estate for your Majesty. Warrants not Relating to Money IX, pp. 145–6.
Prefixing: (a) said petition. The King has promised them a grant of said estate and they have made some progress in establishing the King's right thereto, but are obstructed by Andrew Forbes, clerk, of Aberdeen, next of kin and pretended heir. The greater part of the estate was riotously and illegally seized by Jno. Buller and is in danger to be embezzled.
(b) Reference dated Whitehall, 1682, Sept. 25, to the Treasury Lords of said petition.
(c) Revocation dated Sept. 25, by Sir George Nicholson of Kemnay, Scotland, attorney to said Andrew Forbes, of all caveats, supersedeas etc. it being sufficiently assured by certificate under the seal of the City of Aberdeen that said James Forbes was a bastard and had neither wife nor child alive.
Nov. 13. Treasury warrant to the Surveyor General of Crown Lands for a constat or particular of the lands of Abraham Hayman, late of Bideford, deceased, merchant, escheated to the King for want of heir general or special: and to rate same in order to a grant thereof to Dame Joane Howard, her heirs and assigns, to be holden in fee farm at the rent of 20l. per an. payable to the King. Prefixing: copy of the return of Commission of Inquisition taken at Great Torrington, co. Devon, May 31 last: said return being signed by Sir Jno. Rolle (of Stevenston, co. Devon), Ed. Lovett (of Tavistock), Jo. Hatche (of Hatch) (Commissioners) and John Ley, Rich. Smith, Tho. Skitch, Marke Townsend, Jno. Parker, William Davy, Nich. Somer, Fra. Hearle, Rich. Balche, Jno. Crocker, Jno. Bowden, William Powe (Jury): (the Commission being dated Feb. 13 last and issued to said Rolle, Sir Tho. Berry, of Northam, Samuel Rolles, of Heanton, and said Lovett and Hatch). Find that Hayman died Dec. 31 last at Bideford without heir and seized of the manor of Newton St. Petrock, co. Devon, of the annual value of 10l.; and of a messuage called Limpscott, in the parish of Bradworthy, of the value of 50l. per an.; and of part of a tenement in the parish of Bradworthy, now or late in the tenure of _ Pridham; and of two other tenements in Bradworthy and five other tenements in the parish of Fremington, of the yearly value of 35l.; and of three messuages in Bideford, in the tenure of John Markes, _ Gerringe and John Clifton; and of the moiety of a tenement in the parish of Northam, co. Devon, of the yearly value of 6l.; and of divers other messuages in the parishes of Northam and two other messuages in Milstreet, in Bideford; and of three closes in Bideford, late in the tenure of Sara Hayman, deceased, late wife of said Abraham Hayman; and of two cellars in Bideford, in the tenure of George Middleton and Elizabeth Jope; and of the reversion of a tenement in the parish of Littleham; and goods, moneys and debts to the amount of 4,000l.

Same to the Master of the Great Wardrobe for an account of all sums due to the merchants, tradesmen and artificers serving [to and] in said Office, the names, dates and for what service and also the liveries payable out of said Office and to whom. Ibid.
Nov. 13. Henry Guy to Mr. Duncombe. The Treasury Lords having ordered you to pay 1,000l. into the Exchequer this week for secret service, do now direct you to pay in 500l. more for the same. Do not fail to pay in the whole 1,500l. this week, it being for special uses that cannot stay. Out Letters (General) VII, p. 53.
Same to the Navy Treasurer to make use for the present of the 3,500l. (directed to you the 11th inst.) towards payment of the Sweep Stakes which now lies at his Majesty's charge. The Treasury Lords will supply it again speedily for the use it was before designed for [viz. the Navy's weekly money]. Ibid.
Same to Mr. Brisban [at the Admiralty]. The ships intended for the service of Ireland and Tangier are the Happy Return, Faulcon, Dover, Dartmouth, Larke, and Portsmouth yacht, but the establishment is not yet signed by the King. Ibid, p. 54.
Same to the Auditor and other officers of the [Receipt of the] Exchequer to prepare in writing all discoverable precedents and other evidence concerning the course of the Exchequer in striking tallies and particularly in the case of the bankers, to the end the King's counsel may be instructed in the case to be heard Wednesday next against Sir Robt. Howard [Auditor of the Receipt]. Have this ready for Mr. Burton by to-morrow morning. Ibid.
Same to the Attorney General. There have been some differences in Ireland between Sir James Shaen and his partners, Farmers of the Revenue, Ireland, and some Irish merchants, particularly one Fletcher, and the matter is brought over into England by writ of error. Said Shaen and the Solicitor General are to attend you with all the papers. Take all the care you can for the Farmers, because the affair very much imports the King's service. Same to the Auditor of the Receipt for a certificate how much money has been paid to the Master of the Great Wardrobe from 1675, Michaelmas, to 1682, Michaelmas, either in specie or by levying tallies, and out of what funds. Ibid.

Same to the Lord Chancellor to meet the Treasury Lords on Monday for the hearing Alderman Breedon and the late Farmers of [the Revenue of] Ireland as to their account. (The like notice to the Duke of Ormonde and the Earl of Ranelagh; and to Major Huntington to give like notice to said Breedon and partners.) Ibid.
Same to Mr. Hewer to pay 40s. to Edward Miles, one of the poor Tangier soldiers, in case he be not one of the 33 lately ordered by the Treasury Lords to be paid "and provided he is not yet admitted into the place of a beadsman at Rochester." Ibid.
Nov. 14. Henry Guy to Secretary Conway and to the Lord Chancellor and Secretary Jenkins to enter a caveat in their office against a pardon to William Madder, who is a prisoner in Lancaster gaol for abusing the King's coin. Out Letters (General) VII, p. 55.
Same to Mr. Burton. What answer have you given to the plea put in by Mr. Marbury, one of Mr. Banister's sureties, upon the extents sent out against him? Ibid.
Same to the Solicitor General to proceed to perfect the conveyances of the house and ground near Hyde Park without covenants or warranties from the poor people but to engage Sir William Pulteney in 600l. (his part of the purchase money) to indemnify the King against all claimants for three years. Ibid.
Same to Mr. Brisbane [at the Admiralty] forwarding a complaint of the Customs officers against the Commanders of the King's ships for refusing search to be made in them for merchants' goods, according to the Act of Parliament. The Treasury Lords desire the Admiralty Lords to order the Commanders to permit such search in future. Ibid.

Royal warrant dispensing with the services of John Tompson as Register of Excise (which office was by a great seal dated 1679, Aug. 23, granted to said Tompson and Edward Noell), so long as said Tompson shall continue in the employment of agent or solicitor to the Commissioners of the Revenue in Ireland, to which office he is constituted or is intended to be speedily constituted: hereby granting him licence of absence in that behalf with reasonable time afterwards for his return from thence. In his absence the said office of Excise to be exercised by said Noell singly. Ibid, pp. 72–3.
Nov. 15. Royal warrant to the Auditors of Imprests to yearly charge upon the account of Cha. Fox, the Paymaster of the Forces, 6,666l. 13s. 4d. to be added to the imprests charge out of the Exchequer so that the said Paymaster may account for same: all by reason that on the establishment of the Forces which began 1679–80, Jan. 1, the King directed the said Paymaster to make a deduction of 12d. per £ paid by him to the said Forces and that one-third thereof should be applied to the fees of the Exchequer and to bear the charge of his office without accompt and the other two-thirds should be by him applied for the pay of the Forces upon accompt in lessening the assignment of money for the establishment "which thereby we intended should not exceed the yearly sum of 200,000l.": on which yarly sum the said deduction is 10,000l., two-thirds of which make the said sum of 6,666l. 13s. 4d.
