Royal warrant to the Treasury Lords to give warrant to the Earl of Gainsborough, Warden of New Forest, Hants, Sir Richard Beach, Thomas Bilson, Thomas Agar, Surveyor of Woods, Trent South, Francis Dickins, Woodward of New Forest, Edward Lee, Isaac Betts, the King's builder in Portsmouth yard, and to the assistant builder there, to fell 300 of the best oaks, 100 dead top oaks and 100 beaches, to be chosen by the officers of the Navy as most fitting for the works in said yard, and to deliver the timber thereof to the Purveyors of the Navy to be applied as shall be directed by the Navy Commissioners. The offal to be sold to the best advantage, and an account hereof to be rendered to the Auditor of co. Southants before Michaelmas term, 1685. (Treasury warrant dated Nov. 24 hereon accordingly. Treasury reference to the Customs Commissioners of the petition of the Mayor and burgesses of Lyme Regis, co. Dorset, for a grant of 100l. a year for 21 years towards the repair of the cobb or pier there, the former like grant having expired in 1677, and they having since spent all their stock and become indebted to preserve it in repair. Yet it is in great decay. Reference Book II, p. 128.
Treasury reference to the Customs Commissioners of the petition of Bartho. Nicholls for a landwaiter's place, London port, having been bred a merchant and having served five years as a landwaiter for the Excise in London port; and then put out as supernumerary. Reference Book II, p. 129.
Nov. 22. Entry of the Treasury Lords' signature of the docquet of an in custodiam lease under the Exchequer seal to Nicholas Field of divers lands and tenements in Dodderhill, co. Worcester, parcel of the lands of Thomas Crompe, outlaw: at a rent of 7s. 11d. per an. and fine of 15s. 10d. Warrants not Relating to Money X, p. 3.
Same of the docquet of a lease to Mary Hellowes, widow, of the tenement called the "Sign of King Henry" in New Windsor, with several parcels of land for 14½ years in reversion from 1701, Lady day, at 4l. 5s. 4d. per an. and fine of 40s., ut supra, p. 1340. Ibid.
Treasury reference to the Customs Commissioners of the petition of Mr. Prowse, agent and solicitor in the Customs for 13 years: being in years and indisposed prays leave to resign to John Lloyd. Reference Book II, p. 129.
Same to same of the petition of John Penhalurick, who was collector of Falmouth from 1679, Michaelmas, to 1682, Midsummer, when he was removed to be collector of Poole, where he continued till Lady day, 1684, during which time said port was twice visited by William Culliford and once by Sir Richard Temple, who found no cause to charge any crime against him: but on April 18 last he was suspended by Giles Lytcott on a suspicion that he was in arrear on his collection, although his receipts are satisfied and his account stated. Yet he was imprisoned five weeks, his goods seized and his place given to another. Prays an allowance of divers expenses so as to enable him to obtain some other employment. Ibid, pp. 129–30.
Same to William Hewer of the petition of [those of] the late inhabitants of Tangier, who trusted the garrison for above three years, praying to be paid their whole debts due from the officers "on bills at once; otherwise if they should receive it by little payments it would do them no good." Norfolk (as by a favourable reference dated Nov. 5 inst. from the King), praying a grant of the fine of 200l. set in Oct. last by the sessions at Walsingham on William Carr, of South Creake, co. Same to William Hewer of the petition of James Waring for the debt of 44l. 5s. 11½d. due to him from Diego Nartes, a Frenchman, late an inhabitant of Tangier, to be paid out of the first money said Hewer shall receive from said Nartes. Ibid.
Same to the Customs Commissioners of the petition of Thomas Wolstenholme, riding surveyor of the ports of Lyme and Weymouth, praying to be made customer of Bridgwater loco Mr. Sands. Ibid, p. 132.

Same to same of Robert Cuthbert's petition for payment of what he is allowed for his houses demolished at Tangier. If he make out the truth of his petition he is to be paid on assigning or depositing debts due to him to the value of what he owes the King. Ibid.
Same to same of the petition of Eliz. Franklyn for payment of 39l. due to her for maintenance of the child of Tho. Willmot, late a gunner in Tangier, from Sept. 1672, to 17 Aug., 1684, at 2s. 6d. a week. Ibid.
Same to same of the petition of John Renche et al. four (eight) Tangier soldiers (as by a reference thereof from the King in Council of the 14th inst.); petitioners shewing that on their arrival in England in June, 1680, Mr. Hewer was ordered to pay them 8l. per an. which he continued till Midsummer last and then declared he was not to pay them any further, whereby petitioners are like to perish, being uncapable of labour by their wounds and loss of limbs. Treasury warrant to the Excise Commissioners to pay 18l. 16s. 11¼d. to John Cholmly, brewer, as an allowance upon certain 6s. beer which he served into his Majesty's buttery [in Aug. and Sept., 1680] and for which he was charged as for strong beer by the Excise officers the said sum being the excess of the duty of strong beer over that of small beer. Similarly to stop out of Lieut. Dunn's pay the 96l. 12s. 0d. due to Henry Hordesnel, his Majesty's late Recorder at Tangier, for the diet of said Dunn and his servant in Tangier for two years and seven weeks.
The Treasury Lords to the Duke of Ormonde [Lord Lieutenant of Ireland]. It is the King's pleasure that John Keating, Lord Chief Justice of Common Pleas, Ireland, be paid 100l. for the last circuit which he did not go by reason that his presence in Dublin was necessary in connection with the Commission for Defective Titles. Nov. 24. Treasury warrant to the Surveyor General of Crown Lands for a particular of a parcel of waste and common ground in the manor of Fordington, co. Dorset, called the Ermitage Common, containing 300 acres: with a view to a lease thereof to Capt. John Street. Warrants not Relating to Money X, pp. 4–5.
Prefixing: report dated Oct. 24 last from John Fisher in the absence of the Surveyor General of Crown Lands, on said Street's petition for same. The premises were formerly enclosed and granted in lease by Charles I to John White, 1635, April 9, for 21 years at 20l. and enjoyed by him and the rent paid till the rebellion, when the fences were thrown down by the inhabitants and poor people of the parish and the lands laid waste. In 1665 a new lease was granted to Serjt. Stephens and John Neale with a covenant to enclose at their own cost within three years. This lease was surrendered 1672, Dec. 23, and a new one granted to Thomas Carter of Clerkenwell, and Philadelphia his wife for 31 years at 20l. rent with the like covenant. Said Thomas Carter died soon after and Capt. Street, petitioner herein, purchased his interest, paid dear for it and has been at great charges in asserting the King's title and recovering and enclosing same. In 1660 Sir Richard Prideaux valued the premises at 50l. per an. but it will hardly yield so much without much outlay.
Treasury reference to William Hewer of the petition of John Smyth (as by a reference of the 7th inst. from the King in Council) petitioner praying payment of 42l. 4s. 0d. due to him for his services in the works and fortifications at Tangier. Reference Book II, p. 133.
Same to Sir Richard Mason, Bartholomew Fillingham and Tho. Hall of a letter as follows, together with a draft Commission to Tho. Twitty to collect the arrears of the Royal Aid, Additional Supply and the One Month's and Eleven Months' Assessments in co. Worcester. Ibid, p. 134.
Prefixing: letter dated Oct. last from T[homas] Street, F[rancis] Russell, [Sir Roland] Berkly and Ed. Dinckley [Dingley] [Commissioners for the Royal Aid for co. Worcester] to the Treasury Lords. We have issued our warrants for collecting the abovesaid arrears and the payment thereof to Thomas Twitty. He has received some and we hope the rest will be paid.
Nov. 24. Treasury reference to Anthony Stephens of the petition of John Chudleigh, purser of the Bonadventure, shewing that in 1671–4, he was purser of the Algier and Sweepstakes, and the balance due to him on account thereof is 606l. 13s. 0d.: prays to be paid being now in need of money to provide necessaries as purser of the Bonadventure. Same to William Hewer of the petition of Francis Welborne as by a reference dated the 7th inst. thereof from the King in Council. Ibid, p. 135.
Same to the Customs Commissioners of the petition of Sir Peter Colliton and Jacob Lucy (as by a reference dated the 19th inst. thereof from the King in Council) concerning a seizure of seven brass guns shipped for Barbados. Ibid.
Same to Richard Graham and Philip Burton of the petition of Jno. Richardson, shewing that in pursuance of his Majesty's proclamation [of 1678, Nov. 12] for discovering Jesuits' estates he has spent four years in that service and has discovered 14 houses in Queen Street worth 160l. per an. or 3,200l. in value, two houses at Holborn Conduit worth 700l., a mortgage at Fleet Bridge of 200l. and a mortgage of 700l. on Mr. Wray's estate: therefore prays a grant of the three quarters' rent now due from the houses in Queen Street. Same to Richard Graham of the petition of Venables Lynd, Receiver of forfeitures of Popish Recusants in Westminster and St. Giles, for an allowance for his pains and charges therein, having by the sheriff's remissness been forced to get several persons levied by special bailiffs of his own appointment; petitioner having further no [seizures of] two-thirds [of Recusants' lands] in his district which in the case of the other Receivers of Recusants' Forfeitures is highly valued as a certain income. Same to Sir Richard Mason and Bartholomew Fillingham of the proposal and petition of Capt. Richd. Gwinn, shewing that he was surety for Jno. Vaughan, [Receiver] for the Hearthmoney of Monmouth, Brecon and Radnor, on which account there is a debt of 770l. 4s. 4d. (of which the Treasury Lords were inclined to remit 270l. to Vaughan) and was also himself Receiver of Hearthmoney for Glamorgan, Carmarthen, Pembroke and Cardigan, on which account there was a debt of 96l. 16s. 3d. On these debts extent issued in 1675 against Vaughan, and thereon 79l. 10s. 0d. was levied in 1676 by Morgan Jones, sheriff of Carmarthen, 127l. 4s. 4d. in 1680 by Sir Rice Williams, sheriff of ditto, 60l. in 1681 by Jno. Williams, sheriff of ditto, 84l. 18s. 11d. in 1682 by Jno. [William] Balle, sheriff of ditto, 91l. 10s. 0d. in 1683 by Walter Vaughan, sheriff of ditto, or in all 433l. which sums were paid to Bevis Lloyd, Receiver for South Wales. Said Vaughan was further allowed 270l. on his account, but said allowance was not perfected owing to his failure in paying his remain Petitioner prays that said 270l. may be allowed and that the balance of 154l. 0s. 7d. be allowed to petitioner for his losses as Receiver of the Royal Aid, Additional Aid, Poll and several other taxes, the King having released Sir Henry Vaughan, one of said Vaughan's sureties, and Mr. Mansell, another of said sureties, being dead, "so that the whole burthen falls upon myself and I now forced to sell my lands and all I have to satisfy Mr. Jobson's privy seal for 1,372l. 3s. 4d. Otherwise [I pray] that your Lordships will be pleased to take the said 154l. 7s. 0d. out of my Bank money [i.e. money of my receipts lodged with bankers and lost by the stoppage of the Exchequer] being all that I have towards satisfaction of the said debt": prays that process against him may stop and that Jno. Vaughan's surety bonds may be delivered to petitioner. Ibid, pp. 142–3.
Nov. 24. Henry Guy to the Auditors of Imprests to prepare for declaration Mr. Bertie's account for the year ended June 30 last as Treasurer of the Ordnance. Out Letters (General) VII, p. 450.
Same to the [late Farmers or] Managers of the Hearthmoney. Mr. Aldworth delivered to the Treasury Lords above three months since his certificate of the produce of the Hearthmoney for the half year ended 1682, Sept. 29. He has gone through the account for the succeeding half year, but found some differences in the amount of the revenue in several Hundreds of divers counties and sent you particulars thereof three months since for the first seven half years of your management and did desire all the books [in your possession] for those places. Send him said books with all speed and attend the Treasury Lords hereon to-morrow. Ibid.
Same to the Customs Commissioners. The King has appointed Col. Kirke as Governor of Massachusetts Bay and other adjacent provinces in New England. The Treasury Lords desire you to draft instructions, as from his Majesty to said Governor, relating to trade and navigation. Also return the Treasury Lords your opinion on the following clause concerning trade and engrossing of commodities. Discourse with Mr. Blathwayte herein. Ibid.
Appending: (a) draft of a clause of instruction to the Governor of New England. You are to suppress the engrossing of commodities tending to the prejudice of that freedom which commerce and trade ought to have and to settle such orders and regulations therein with the advice of our Council [of Massachusetts] as may be acceptable to the generality of the inhabitants.
Nov. 24. Henry Guy to the Mint Commissioners. The Treasury Lords are informed that a mint has hitherto been kept up and employed at Boston in New England for coining of money different in value and alloy from that of England and that it is now in his Majesty's power to continue or set aside the further exercise of such a mint. You are to consider this matter and report to my Lords. You will do well to discourse with Mr. Blathwayte herein. Out Letters (General) VII, p. 451.
Same to the Attorney General to give warrant to the Clerk of the Petty Bag for preparing a commission to pass the great seal to Sir Edward Nevill, kt. and bart., Francis Sandys and Francis Stringer, esqrs., Thomas Dickinson, Edward Southworth, Henry Halfhead and Henry Meires, gent., to enquire into and seize the estates in co. Notts of Richard Nelthorpe, lately attained of high treason. Ibid.
Same to the Auditor of the Receipt. The 50l. remaining in the Exchequer for Mris. Godolphin cannot be paid to her executors by reason there is no will proved. You are to issue it to me for secret service. It is intended to be by me paid to Mris. Cecilia Swan as royal bounty. You are to make memorials in your books that without further directions from the Treasury Lords no payment is to be made to the executors of Mris. Godolphin out of the said arrears. Nov. 25. Treasury reference to the Customs Commissioners of the petition of George Evans for a place as tidesman in fee, London, being recommended by Dr. Onley, Major Arnold and others of the parish of St. Margarets, Westminster. Reference Book II, p. 136.
Same to same of the petition of Humphry Jones, a tidesurveyor, London port, shewing that having information of a great quantity of pictures "being goods prohibited by the law to be imported into this kingdom by way of merchandise," he seized the same as forfeited to the king and exhibited an information in the Exchequer and took out writ of appraisement which goods are since claimed by the Earl of Exeter as imported upon his own proper use and an application has been made for the discharge of the seizure. Petitioner submits thereto, but prays to be reimbursed the 30l. charges he has been at herein. Ibid.
Same to the Navy Commissioners of the petition of Edwd. Dummer for payment of 55l. 6s. 6d. wages and 95l. 4s. 0d. expenses for 23 months' time spent in a voyage to the Straits. Ibid, p. 137.
Same to the Commissioners for the office of Master of the Horse of the petition of John Greene, keeper of the Mews, (as by a reference dated May 13 from the King thereof); petitioner shewing that he gave 800l. for the place of Keeper of the Great Mews, that the keeping the stables and place about them in the said Mews is a continual charge and that the officer had 24l. per an. for doing the same and lodging there: that petitioner has performed said duty these 10 years without salary and the Guards being quartered in his lodgings (which he let for 50l. a year) the tenant refuses to pay the rent which is the greatest profits of his place: therefore prays 246l. for his salary and some order for his said rent. Nov. 25. Treasury reference to Mr. Hewer of the petition of Eliz. Wood, widow of Henry Wood, who served in Sir James Leslie's Company at Tangier for many years and died at sea when coming home after the demolishing of said place: prays payment of the two years' pay due to her said husband; she being in great want. Reference Book II, p. 138.
Same to the Mint Commissioners of the petition of Thomas Hall, chief clerk of the Mint, for the place of Clerk of the Papers [to the Mint]. Ibid, p. 139.
Same to William Hewer of the petition of Tho. Davenport, Gerald Grace and Robert Culpus (as by a reference dated the 19th inst. from the King): petitioners shewing that they served under Capt. Guy and said Grace under Capt. Row and had seven months' pay due when they left Tangier, which was afterwards paid to [said] Captains, who unjustly detained same as also the royal charity of 3s. a week paid to the petitioners' fellow soldiers for relief: that said Davenport, though wounded and disabled by 19 years' service, never received one penny thereof and is forced to go to prison for debts contracted to keep him alive; and said Grace and Culpus who served there 22 years and had their discharges have been forced to contract like debts. Same to Mr. Blathwayte, enclosing two papers [missing] (1) the defence of Capt. Ralph Fetherstonhalgh to a complaint of Sir Thomas Lynch by letter dated 1683–4, Feb. 25; (2) a letter from the Earl of Carlisle on his [Fetherstonhalgh's] behalf. Present a state of this matter to my Lords. Ibid.
The Treasury Lords to the Duke of Ormonde [Lord Lieutenant of Ireland]. We have had under consideration the accounts of the several Regiments and Companies which returned with Lord Dartmouth from Tangier. Please certify us the time when the Scotch Regiment and likewise the four Independent Companies were imbarqued in Ireland in order to their going thither [to Tangier] and also what money has been issued to them on account of pay since that time. Also send us the Irish Receiver General's account of poundage received by him on payments made by him during his time in that office "to the end we may have a prospect how his accounts will stand with the King as to the money advanced by him." Report to the King from the Treasury Lords on the memorial of the Danish Envoy concerning the seizure of the Hope of Yarmouth, Robert Shrouton, junr., master, laden at Copenhagen by a Danish merchant with deals, pitch and tar. The goods and ship in question were seized by the Surveyor of the Navigation Act for arriving in the Thames manned with six foreigners and three English. By reason of the ignorance of the proprietor of the goods we advise that said goods may be restored, on satisfaction to the officer who seized, but as to the ship that said officer may be at liberty to pursue his seizure at law. Nov. 25. Warrant from the Treasury Lords to the Surveyor General of Crown Lands for a particular of the office of steward of the several manors in South Wales in order to a grant thereof to Hector Phillips and William Hooker in trust for John Vaughan. Warrants not Relating to Money X, p. 7.
Prefixing: report dated Aug. 12 last and Nov. 12 inst. from John Fisher [in the absence of the Surveyor General] on said Vaughan's petition for same. Said office was granted to Edward Vaughan, petitioner's father, 1674–5, Feb. 4. There is no fee payable by the Crown for said office and the profits are inconsiderable, but it has been long in petitioner's family. The grant to Edward Vaughan included the lordship of Hannyniock.
Same to same for a particular of 5½ acres of land and a ruined messuage in Bonialva, ut supra, p. 1166, in order to a lease thereof to Mary Ross for two lives in reversion of Thomas in French, or for three lives on French's surrender: with power to John Griffith, deputy to the Surveyor General, to fell spare oaks and elms in the said tenement or in Axford's tenement in the same manor for the reparation of said tenements and the mills in the said manor. The number of trees felled is to be certified to the Treasury Lords. Ibid, pp. 8–9.
Prefixing: report ut supra dated July 12 last. The tenement herein was late in the tenure of Thomas French, "sometimes Baches or Gaches and was formerly part of Kekewich's tenement." It was valued at 4l. 5s. 0d. per an. in the Parliamentary survey, but the full value is 3l. above the rent of 6s. Petitioner purchased from Thomasin, wife of said Thomas French.

Royal warrant to the Clerk of the Signet for a privy seal accepting the deed of surrender executed the 12th inst. by Sir John Kirke of the patent dated 1663, Aug. 29, which granted to Francis Young (since deceased) and to said Kirke, by the name of John Kirke, all those parcels of land called Prentall, Ranke, Howley, Le Blackside and divers other lands therein, having been then lately enclosed from the forest of Macclesfield, co. Chester, all for 31 years at a rent of 6l. 13s. 4d. per an.: the said Kirke having lately represented to the King that neither said Young nor he have ever made any benefit of said lease and has therefore desired a release therefrom: upon which representation John Fisher, deputy to the Surveyor General of Crown Lands, has certified that said Kirke and Young commenced suits at law against several persons that had made the said encroachments but could never recover one acre thereof and lost their charges therein. Report to the King from the Treasury Lords on the petition of the mayor and burgesses of Lyme Regis, co. Dorset, as by the order of reference of Nov. 13 last from the King. Petitioners pray for a grant of 100l. per an. for 21 years for repairing or finishing the pier or cobb erected in the sea near that town. The Customs Commissioners have reported to us, the 1st inst. that they have seen the former grant from your Majesty for the like purposes and which expired in 1677: they have also seen an account from 1660 to 1670 from the mayors of the town, said account amounting to 2,858l. 5s. 2½d. and a certificate under the hands of Sir Courtney Poole, Sir Copplestone Bamfield and other gentlemen of the country, testifying that upon view of the cobb and sea works of said town they find same have been judiciously managed and the accounts fairly and regularly kept, and that if the annuity be continued it would much improve the Customs and be a great support to the trade of those Western ports. Further, it is certified by Capt. Gregory Alford, Surveyor of Customs for said county, and Robert Jones, customer and collector of said port, that said cobb is at present very much out of repair notwithstanding the Corporation has expended near 700l. since the determination of the royal bounty and that without the continuance of such bounty it will inevitably fall to ruin which would drive the trade of that port into by-creeks and corners to the great prejudice of the Customs. We are hereupon of opinion that said annuity may be granted for said term out of the Customs of said town, but with a proviso for revocation and for laying out the money for the said uses and for accounting for the same. Same to Hen. Ayloffe, King's Remembrancer. By the present rules of the Exchequer Court the coast books are to be returned upon oath into the Exchequer at the end of every year, viz. on or before Nov. 1, being eleven months after the end of the year accounted for in said books. This length of time makes it in some cases very inconvenient. It is hereby ordered that for the future the coast books be sent out of the Exchequer to all the ports twice every year, one for Christmas to Midsummer, the other from Midsummer to Christmas, and they are to be returned into the Exchequer within six months after the expiration thereof, together with the bonds relating thereto, except bonds for lead, tin and coal for which particular provision is already made by the rules of the [Exchequer] Court. The Treasury Lords direct that instead of the muster taken 1683, Oct. 1, by the muster master you are to state the pay account of said garrison from the number of soldiers so given in by each officer to Lord Dartmouth upon Oct. 16, "which is to commence from the first." Royal letter to Col. Molesworth, the Lieutenant Governor, and Council in Jamaica. Some time past we received notice from Sir Thomas Lynch, late Governor in Chief of Jamaica, that several goods piratically taken from our allies had been seized at Jamaica, whereof 962l. 8s. 2d. has been already remitted to us. We have now received certain information that great quantities of other goods and sums of money piratically taken or belonging to pirates, have been brought into Jamaica and are now remaining there and no enquiry or process taken for the seizure and confiscation thereof, and no account thereof given to us. Such inquiry is altogether necessary both for the future discouragement of piracy and for the proper discovering and making good to us all that belongs to us. You are therefore hereby to make strict enquiry where any such goods and moneys are now to be found and are to give all encouragement to discoverers thereof in order to legal prosecution thereof. You are to give us an exact account of your proceedings herein and are to forthwith remit to Henry Guy all goods or moneys which shall be so recovered for our use and particularly what is remaining of the confiscation made of the goods and money of George Spurr.
