PRAYERS.

Bedford Ministers.

ORDERED, That it be referred to the Committee for plundered Ministers, to consider of some Way and Means of putting good Ministers, in the County of Bedford, into the Place and Room of ill-affected Ministers in that County: and that they give Power to some Gentlemen of the said County, to examine the Delinquency of such Ministers, and to certify them unto that Committee.

Western Affairs.

Ordered, That the Letter from Plymouth, of the 27th of October, from Colonel Woodlowe, to my Lord General, relating the State of the Western Affairs, since the taking of Dartmouth, be referred to the Committee of Lords and Commons appointed to take into Consideration the Preservation of the Town of Plymouth.

Publick Accounts.

Resolved, &c. That all the Members and Officers of this House, that have either received or issued any Monies, or other Goods, or are chargeable for any Monies, or other Goods, that have or ought to have been disposed for the Service of the Publick, are liable to give an Account, and shall give up their Account, when they are thereunto required.

Resolved, &c. That the Lords shall be desired to make the like Order for their Members and Assistants.

Resolved, &c. That the Officers of the Armies, and all other Persons that have received or issued any Monies or Goods, or are chargeable for any Monies or Goods, that have or ought to have been disposed for the Service of the Publick, shall give up their Accounts, being thereunto required.

Resolved, &c. That there shall be a Committee appointed to take and receive the Accounts of all Persons whatsoever, that are chargeable for any Monies, or other Goods, received or issued for the Service of the Publick.

Resolved, &c. That no Member or Officer of this House shall be of this Committee.

Resolved, &c. That the Lords be desired, that the like Order be made for the Members and Assistants of their House.

Resolved, &c. That all Persons shall be excluded from this Committee that are liable to give Account, according to the former Vote.

Resolved, &c. That this Committee for Accounts shall be one intire Committee.

Resolved, &c. That this Committee for Accounts shall have Power to nominate several Persons, in the several Counties, to be subordinate unto them, to take and prepare the Accounts in the several Counties, and to return them unto this Committee.

Resolved, &c. That this Committee for Accounts shall have Power to call all Accountants before them, and to require them to make up and give in their Accounts, and to tender an Oath to all Accountants, for the making true and perfect Accounts.

Resolved, &c. That this Committee for Accounts, and all employed under them, and all Officers employed upon this Service, shall take an Oath, to proceed faithfully in calling all Accountants to Account, and in doing their Duties, in this Service, according to the Trust reposed in them, and committed unto them, by this Ordinance.

Mr. Solicitor, Serjeant Wilde, Sir Nevil Poole, Sir Arthur Hesilrig, Mr. Prideaux, Mr. Maynard, Sir Peter Wentworth, Sir Ben. Rudyard, Mr. Wallop, Mr. Whitehead, Mr. Pury, Sir Thomas Jervoice, Mr. Rolle, Mr. Browne, Mr. Spurstoe, Mr. Lisle, Lord Ruthen, Mr. Holles, Mr. Green, Mr. Pelham, Mr. Hill, Mr. Trenchard;

This Committee, or any Four of them, are to meet, to bring in an Ordinance for constituting a Committee for Accounts, upon the Votes passed the House: And are to prepare the Form of an Oath, to be administered unto the Accountants, and to the Committees; to think of a compulsory Way to force Accountants to appear before them, and to bring in their Accounts; and to think of a convenient Number of Persons, and to present the Number to the House, for the putting this Ordinance in Execution: And are to meet this Afternoon, at Three of Clock, in the Court of Wards: And the Care of this Business is especially referred to Mr. Serjeant Wilde, and Mr. Prideaux: And they have Power to send for Parties, Witnesses, Papers, Records, &c.

Exchange of Prisoners.

Upon the Petition of Margaret, the Wife of Colonel Tho. Rainsborough; it was

Resolved, &c. That this House doth approve of the Exchange of Captain Kettleby, Prisoner to the Parliament here at London, for Colonel Tho. Rainsborough, now Prisoner to the Earl of Newcastle, and taken at the Siege at Hull.

Adjournment.

The Question being put, whether the House shall be adjourned till Tuesday;

Officers Petition.

Ordered, That the Petition of divers Officers of Sir Wm. Waller's late Brigade, whose Names are subscribed, be referred to the Consideration of the Committee for Gloucester.

Military Affairs.

Mr. Lisle reports from the Committee appointed to attend my Lord General, concerning the sending of some Supplies to Sir Wm. Waller, That my Lord General conceived, that the Enemy had drawn most of his Force towards Northamptonshire; and, to make good That, a Letter was shewed, from Major Skippon, from Newporte Pannell, which sets forth, that there are some Eight or Ten Regiments of Horse, and Three thousand Foot, besides some commanded Foot, about Towcester.

He likewise reported his Excellency's Answer concerning Portsmouth; "that he would have the House settle a constant Pay for that Garison, and he would keep it in his own Hands, and put in a sufficient Deputy: In the mean time, he would have the Committee, formerly appointed for that Town, to take the Care of it."

Ordered, That the Committee, formerly appointed for Portesmouth, shall continue, and take care of that Town as formerly: And my Lord General desired to grant them a new Commission, together with the Addition of Sir Tho. Jervoise, Mr. Button, and Mr. Lisle.
