July 16. Royal warrant dated Windsor Castle to the Treasurer of the Navy to pay the fine of 1333l. 6s. 8d. for the new lease of the Navy Pay Office in Broad Street and the tenement adjoining called the Falcon alehouse and another tenement also adjoining late in the occupation of Dr. Marshall deceased : all in accordance with the agreement with Philadelphia Rider widow and Barnham Rider Esq. for a lease thereof for 21 years at 160l. per an. and said fine. Royal sign manual for 500l. to Peter Hume to be paid over to Thomas Rymer, Historiographer Royal, and Aunsham Churchill bookseller according to the articles of agreement of June 14 last between said Hume on the Queen's behalf of the first part and said Rymer of the second part and Churchill of the third part for transscribing and printing 250 copies of a third volume of Leagues and Treaties extracted from ancient records. Same to Mr. St. John to prepare a royal warrant for taking off the respits of 37l. 8s. 4d. and 81l. 6s. 0d. on Col. Hamilton's Regiment.
Appending : report by the Comptrollers of Army Accounts on the petition of the late Lord Lucas and on the petition of Col. Hans Hamilton on behalf of the Officers of the Regiment now under said Hamilton. The respite of 81l. 6s. 0d. on the servants of the several Officers is contrary to the practice of the Army, as the Officers appeared at the respective musters. The respite of 37l. 0s. 8d. represents the difference between the Paymaster's roll and those sent to us and is occasioned only by filling up the docquet to the prejudice of Capt. Spragg and Capt. Statham. It may be allowed. "But in regard the Officer of any Troop or Company commanding in chief is by law to sign the muster roll we humbly offer it as a rule for the future that no such Officer ought to complain of any injury done to him in a muster roll which he himself hath subscribed." Treasurer Godolphin's decisions on this report are written in the margin. The first marginal note is as follows "Mr. St. John to inquire of the Commissary to show why he made these respits and if no cause be shewn, the respits [are] to be taken off." Ibid., pp. 105-6.
Same to the Navy Commissioners. The Lord Treasurer has considered the Excise Commissioners' report concerning bills drawn on the Navy Treasurer by Lords Lieutenants for sums drawn for conduct and impress moneys that are not properly vouched as is required by the Comptroller of the Navy, although really advanced and paid by the Excise collectors, amounting to 372l. 19s. 6d. He thinks same ought to be satisfied. Please make forth bills according to the method of your Office for paying same.

Same to the Transports Commissioners of the petition of Charles Hobby shewing that the Friendship sloop of Boston in New England was in April last impressed for her Majesty's service by Lieut. Same to the Attorney General to acknowledge satisfaction upon record of the fine of 500l. set upon Thomas Warren, a prisoner in Newgate and formerly an officer of Excise at Bow in Middlesex, and concerned with Joseph Hartwell in frauds in connection with Excise Duties on drink brewed at the brewhouse of one Prisca Coburne a widow, a common brewer of great trade at Bow co. Middlesex : he being unable to pay same and having three children and a wife subsisted by the parish, his said wife being a miserable object having her leg and thigh cut off. Ibid., pp. 442-3.

Same to the Victualling Commissioners of the petition of Isaac Holford shewing that he made several contracts with the Victualling Commissioners for oxen and hogs and has performed same, his contracts being so reasonable that several thousand pounds have been saved to the Government, but the Commissioners have stopped warrants in their hands for 1050l. on pretence that his last contract has not been complied with : therefore praying delivery of said warrants. Same to the Attorney General of the petition of Alexander Johnstowne shewing that he had a grant from the late King of the forfeited estate of Sir Roger Strickland, but is molested therein on pretence the Crown had not a right to any grant thereof : therefore praying the assistance of the Crown to support his title thereto. Same to Mr. Borret of Thomas Walder's petition shewing that he is possessed of 3900l. of Bankers' annuities, mortgaged by Richard Taylor, late Paymaster of the Million Lottery Tickets, to Mr. Cole and Mr. Hooper for 1600l. principal money : therefore offering to purchase the said 3900l. at the rate of 46 per cent. provided the equity of redemption may be made over to him. Treasury reference to the Agents for Taxes of the petition of Antho. Springet for a poundage allowance on what he has paid into the Exchequer as joint Receiver General with French Bromfeild of Land Tax and Subsidy anno 1703 for co. Sussex, the said Bromfeild being afterwards stopped in the receipt thereof by the Lord Treasurer for some remissness and petitioner having thereupon received the whole [collection] except 12,152l. 7s. 6d. which was received by Bromfeild before his stop.
