December 1–26, 1712

Dec. 1. 1. James Pym, secretary to the Committee of the South Sea Company, to Mr Attorney General. Draws attention to an error in an account of the public stock, made up by the Lord Treasurer in pursuance of the Act of Parliament, in order that it might be rectified in the commission for taking further subscriptions, &c. Dated South Sea House, 1 Dec. 1712.
Also “An account showing how the stock in the South Sea Company for the use of the public doth arise.” 4½ pages.
Dec. 2. 2. Officers of Ordnance to the Lord High Treasurer, as to the charges of the trains in Flanders, Spain, &c. Dated 2 Dec. 1712.
Enclosed are a copy of their letter of 15 Aug. last on that subject, an account of the yearly charge of the trains abroad, and duplicates of the establishments belonging to the trains in Spain, Flanders, Jamaica, New York, New England and Annapolis, and Barbadoes. 10 pages.

3. H. Bythell to the Lord High Treasurer. Sends a schedule or list of all accounts, bags, and boxes of vouchers, inrolment books, and other matters, which remained in Mr Maynwaring's office at the time of his decease.
Also a list of the vouchers for Mr Brydges' and Mr Howe's accounts remaining in the same office.

4. Petition to the Lord High Treasurer from George Canvall, for himself and other proprietors of orders made out for lottery tickets in the lottery for 1,500,000l., for the year 1711, complaining that they were kept out of their money, altho' it had lain at the Exchequer for their accounts since the 29th of Sept.

Dec 2. 5. Officers of Ordnance to Charles Eversfield, Esq. Pray for an order from the Lord Treasurer for 2,689l. 17s. 8d. due from the South Sea Co., and for 20,000l. to pay their artificers. Dated 2 Dec. 1712.

Report of the Comrs for Taxes to the Lord High Treasurer on the petition of George Hosier, Esq., late Receiver General of land tax and window tax in the county of Salop, praying stay of process: advising against the same. He had seldom had less than 14,000l. or 15,000l. of the public money in his hands, for which he might rather be charged 12 per cent. interest, than be entitled to allowances. Dated 3 Dec. 1712.

Dec 3. 7. Lord Dartmouth to the Lord High Treasurer. Asks directions to be given for bringing to the Tower the lion which the Bey of Tunis had sent to her Majesty. Dated Whitehall, 3 Dec. 1712.

Dec. 4. 8. “A proposition to reduce the expense upon the Civil List, so as to make the same commensurate to the produce of the Civil List funds, and to prevent the increase of the present debt thereupon.” Dated 4 Dec. 1712. 2½ pages.
Dec 4. 9. S. de Medina to the Lord High Treasurer. Prays an order for the payment of the balance of his account, to prevent the ruin that threatened him. His losses in the year 1709 amounted to 80,000l., which broke his back. By some mischance he did not receive 240,000 guilders left in Mr Sweet's hands, and this had only lately been brought to light by Mr Auditor Harley. All his valuable goods in the Hague had been taken in execution, and he was not safe to show his face in London. Dated 4 Xber 1712. 1 page.

Dec. 4. 11. Comrs for sick and wounded Seamen to the Lord High Treasurer, as to the goods, utensils, and medicines at Jamaica, Lisbon, and Kinsale, where the service of their office had ceased. Dated 4 Dec. 1712. 2½ pages.
Dec. 4. 12. Certificate of Lord Halifax of the amount due to the Governor and Co. of the Bank of England on their allowance of 45,000l. per ann., for circulating Exchequer bills, &c. Dated Exchequer, 4 Dec. 1712.

13. Petition of Thomas Jenkin, patent searcher of the port of Chichester, to the Lord High Treasurer. Had received allowances of incidents of which he had since been deprived. Prayed to be made surveyor of the port or to continue the incidents.

Dec. 6. 14. J. Burchett to the secretaries of the Lord High Treasurer. Prays for 50,000l. to be imprested to Sir Roger Mosten, paymaster of marine regiments, to pay the men about to be reduced, &c. Dated Admiralty Office, 6 Dec. 1712. 1 page.
Dec. 6. 15. Printed copy of an Act of Common Council of the city of London for regulating the tackle house and ticket porters, and touching the public beams [? for weighing] belonging to the city of London. Made 6 Dec. 1712. 4 pages.

16. Copy of royal warrant to Edward Nicholas, Esq., to pay to Mons. L'Estang 200l. and any other sums to be imprested to the said Edward for the use of the Society of French Gentlewomen at the Hague. Dated 17 Aug. 1703. With a note at the foot that the society had notified the death of M. L'Estang and desired M. Jacob de Blagny might receive the pension. 1 page.
In the Warrant Book, Vol. XVIII., on 8 Dec. 1712, is the warrant appointing the latter for that purpose.
Dec. 8. 17. Report of the Auditor (Harley) to the Lord High Treasurer on the petition of the Deputy Chamberlains. 2s in every 1,000l. had been usually allowed for joining tallies, &c., and there had been paid into the receipt of the Exchequer 1,208,292l. 13s. 5d., on which 120l. 16s. 7d. were due. Dated 8 Dec. 1712.

Dec. 8. 18. Report of Sir W. Wyndham to the Lord High Treasurer on a memorial of Lieut.-General Seymour, praying for payment of 800l. for “trophy money,” for the Queen's own regiment of foot, from the beginning of the reign. In the year 1702 the office of Great Wardrobe delivered for the use of the regiment 12 colours, with ensign, stave, &c. At the Union there was a warrant for a new set of colours, and there was a warrant for two years' trophy money to General Webb on 7 Aug. last. Dated Whitehall, 8 Dec. 1712.
Minuted:—“Orderd out of the 500,000li for Civil List; but the Queen will not be at this charge for the future.” 2 pages.
Dec. 8. 19. Report of Lord Ormond to the Lord High Treasurer. Dr Richard Stevens, an eminent physician of Dublin, had bequeathed an estate of about 600l. per ann. to erect and endow a hospital in that city. Had been applied to by the trustees for putting the will into execution, to procure from her Majesty the grant of a small spot of ground belonging to her Majesty in Phœnix Park, which ground Thomas Proby, a trustee, held by lease, and was willing to give up for that purpose. Sending his lordship the petition to be laid before her Majesty. As this was the first benefaction of the kind given in Ireland, and would be a very great benefit for the poor, and an ornament to the city, it would be an act of grace to confer the same. Dated London, 8 Dec. 1712.

The petition of the trustees, an estimate for building the hospital for 50 sick persons (3,800l.), copy of the lease, plan of part of Phœnix Park, and copy of the warrant for the grant of the lease. 9 pages.

Luke Lillingston to William Lowndes, Esq., concerning 159l. due to him upon the 200l. per ann. allowed to him until otherwise provided for, and concerning 57l. 10s. 8d. charged on him for the fortifying of Roscrae about 22 years since. The workmen were paid the full sum, and worked very hard, for the horse and men quartered there expected to be surprised and taken prisoners, or to be destroyed by the enemy and “rapparees.” If he must repay the money, would pay it out of the 159l. if ordered. Dated 9 Dec. 1712. 1 page.
Dec. 12. 21. Copy of the letters patent appointing Henry Neale, Esq., surveyor of the island of Minorca and the ports thereto belonging. Dated 12 Dec. 1712. 2 pages.
Dec. 12. 22. Comrs of the Navy to Mr Lowndes. Had caused to be prepared, (1) a list of ships paid off; (2) list of ships lost and taken; (3) an abstract of other payments made for recalls, &c.; (4) an abstract of the whole; and (5) list of ships to be laid up and paid off. Dated Navy Office, 12 Dec. 1712.

Dec. 18. 24. Thomas Hawes to Mr John Godsalve “at the Hill house at Chatham.” Hearing that the “Falkland” was being paid off, encloses the necessary papers for the servants' wages. Dated 18 Dec. 1712.
On the fly leaf is a copy of an authorization to pay the wages of Lieut. Dalby Thomas, addressed by Admiral Byng and two others to the Comrs of the Navy. 2 pages.
Dec. 19. 25. Memorial of Sir W. Wyndham to the Lord High Treasurer, relating to the forces at Port Mahon. Annexed a state of the five regiments of Phillips, Royal Fusileers, Whetham, Elliott, and Molesworth, in the Island of Minorca. Had already proposed to reduce the said regiments as well as all others in her Majesty's service to the lowest establishment of 725 men and officers in a regiment, equal to those now in Britain. If his Lp approved the scheme there would be 1,965 supernumeraries, who would form three more regiments and leave about 300 men for recruits for Minorca. Dated Whitehall, 19 Dec. 1712.

Dec. 22. 27. Estimate of all her Majesty's forces (exclusive of those employed in foreign garrisons and plantations) with the charge thereof from the 22d of December 1712 to the 23d day of June 1713, both inclusive, according to their present establishment. 2 pages.
Dec. 22. 28. A state of the disposition of the sum of 475,385l. 7s.d. voted by Parliament for the service of the war in Spain, including the garrison of Gibraltar, for the year ending the 22d of December 1712. 2 pages.

29. Memorial of Peirce Griffyth, gent., to the Lord High Treasurer, praying payment of his bills [for 3,500l.] which he drew for the hospital built at Port Mahon by order of Sir John Jennings, the government having 200 seamen therein.

Dec. 23. 30. “Draught of a warrant to the Goverr, &c. of the South Sea Compa to transfer to Capt. Savery 3,134l. 13s.d. in So Sea Stock, to pay interest of 69,659l. 3s. 10¼d., the debt of the Office for Sick and Wounded to Lady Day 1711.” Signed and approved of by the Attorney General, 23 Dec. 1712. 1 page.
Dec. 23. 31. Comrs of the Navy to Mr Lowndes. Enclosing a list of her Majesty's ships in sea pay at home and abroad, to be laid before the Lord High Treasurer. Dated Navy Office, 23 Dec. 1712.

Dec. 23. 32. Secretary-at-War (Wyndham) to the Lord High Treasurer. Sends copy of a memorial (previously sent) relating to the contracts made by the Duke of Ormond for furnishing the forces in Flanders with forage for the winter season; with an account of what was payable by way of advance upon the contracts. Dated Whitehall, 23 Dec. 1712.

Dec. 23. 33. Duke of Ormonde to the Lord High Treasurer. Had received from the Lords Justices of Ireland the enclosed report on the petition of Francis Peirobe, John Gerbet, and Peter Cavallier, captains in Col. Cavallier's late regiment, who had been placed on the list of pensioners in Ireland as lieutenants only. The truth of their allegations was proved. Dated London, 23 Dec. 1712.

Dec 24. 34. “An accompt of what is due to officers certify'd to be entitled to half-pay by the Secretary-at-War, from the respective days of their disbandment, or to which they were subsisted, to the 24th of December 1712 inclusive.” 1½ pages.
