Treasury warrant to the Navy Commissioners (to wit such of them who have the Transport service under their management) to make forth a perfect bill in the method of the Navy [Office] to be assigned on the Navy Treasurer for payment for 98l. to William Broking, merchant, for service as follows.
Prefixing: report by Tho. Colby dated Transport Office 23 June 1718 on the petition of William Brooking, merchant, praying payment of a bill of exchange drawn from Placentia 23 Sept. 1715 on the late Commissioners for Transports by Col. John Moody, then (ut supra, Calendar of Treasury Books, Vol. XXXI, p. 714), Lieut. Gov. of that Garrison and Commander in Chief of his Majesty's Forces in Newfoundland, for the transport of 49 supernumerary soldiers with some of their wives from thence to England on board the ship Two Friends, Richard Sturzacker master. It appears that the Government ordered provisions only for 40 in each of the four Independent Companies there, so there was an absolute necessity of his sending home the supernumeraries to prevent the others from starving, as was determined in a consultation of Officers. They were 42 men and seven women. The bill of exchange was signed by Capt. Alexander Douglas, under whose command they came home, and was witnessed by Thomas Hodges, Judge Advocate [there], and Lieut. Gully, who came over in the said ship, but by reason of contrary winds and their provisions being entirely expended through a tedious passage they were landed at Weymouth instead of Portsmouth 28 Oct. 1715. William Lowndes to the Secretary at War enclosing a royal sign manual [missing, see supra, Calendar of Treasury Books, Vol XXXI, p. 421] authorising the full pay of five men discontinued on the muster rolls of each Troop and Company, to wit from 25 Aug. 1716 to 24 June 1717. Please prepare a like royal warrant for continuing the like pay for the same uses and services for six months longer, viz. to 1717 Dec. 24.
Please also prepare a like warrant to authorise the Earl of Lincoln, Paymaster General of the Forces, to pay 182l. 5s. 0d. to Capt. Edward Hall for his pay as Capt. Commandant of Tinmouth [Tynemouth] Castle at 5s. a day from 1715 Sept. 27 to 1717 Sept. 24.

Please consider the reasonableness of the proportion of provisions proposed by Col. Treasury warrant to the Customs Commissioners to cause the wine as follows to be condemned in the Exchequer Court and to per mitthe re-export of the two pieces of chintz and a remnant [a piece] of Atlas.
Prefixing: report by said Commissioners dated July 14 inst. on the memorial of Monsieur Le Coq, the King of Poland's Minister, concerning said items come from Holland for his use. On examina tion of the Minister's baggage the wine appeared to be more than the quantity allowed to an Envoy by warrant of the Treasury, and being French is prohibited to be imported from Holland. We therefore propose it to be condemned in the Exchequer as was done in the case of the Marquis de Trevie, the King of Sicily's Minister. The chint and Atlas are prohibited to be worn here. We propose their re-export. The rest of his goods were delivered with aft possible civility and despatch. Out Letters (Customs) XVII, pp. 106–7.

[? as Treasurer of the Transport Service]; that he has paid 1,000l. into the Exchequer 1718 July 5, which with other sums levied on his estate and paid over to Mr. Micklethwaite have reduced his debt to 2,175l., out of which deducting 1s. 6d. per pound it is further reduced to 1,705l. 5s. 0d., which sum he proposed (if he may be empowered to receive his own rents) [to meet] in manner following, viz. 500l. in one month after he shall be so empowered and the rest in twelve months following.
