Same to Mr. Blathwayt of the petition of John Rayner, Attorney and Advocate General of her Majesty's Province of New York, setting forth his services in asserting her Majesty's title to certain quit rents &c. [on lands] in the said Province which may be very proper for the Palatines sent over there; and referring the reward for his said extra-ordinary services to the Lord Treasurer's consideration "and that there being no Surveyor General appointed in those parts [which is] to her Majesty's disadvantage he proposes that he may be employed in that business." June 14. Royal warrant dated St. James's to John Howe, Paymaster of Guards and Garrisons, to apply savings on the Establishment of the Forces under his pay for any time before 1709 Dec. 22, to the Royal Hospital at Chelsea, to wit for the necessary charges thereof for the year 1709 and for this present year 1710: all by reason that it has been represented that the fund set apart for the support of said Hospital and of the outpensioners qualified to be provided for therein is not sufficient to answer the charge thereof by reason of the great number of non-commissioned Officers and soldiers who in this time of war are daily certified as qualified and accordingly admitted into the said Hospital or allowed pensions for their support. William Lowndes to Mr. Walpole as Secretary at War to prepare a royal warrant for paying 175l. to Don Francisco Partella as royal bounty for his early services in Spain for the interest of Charles III.: to be paid out of the subsidy to said King: and is to enable said Partella to go into the service of the Confederates in Flanders. Out Letters (General) XIX, p. 196.
Same to the Postmasters General to order the masters of the Lisbon packet boats to take on board eight fatts of small clothing (shoes, stockings, shirts) to be carried back to Lisbon; they having been put on board the Dover man of war at Lisbon to be carried to Oporto but were blown by that port and are arrived at Falmouth. Treasury reference to the Stamps Commissioners of the petitions of Charles Pratt, warehousekeeper of unstamped parchment, paper &c., shewing that he has faithfully discharged that trust ever since the first establishment of that [Stamp] Office but is now desirous to live in the country with his family: therefore praying leave to resign to Charles Howland junr. Warrant by Treasurer Godolphin to the Customs Commissioners in Scotland, to deliver to the Commissioners for Victualling the Navy 11,596 bushels of French salt (part of the 62,039 bushels of foreign salt paid for as under the Act of 7 Anne, c. 11, and being the only part of the said salt which is fit for the use of the Victualling, the remainder being mostly Spanish and Portugal salt); and to sell and dispose of the remainder at the best price on security to export it abroad. The acquittances to be given to your officers by the Victualling Commissioners for the said 11,596 bushels are to be sent to me to enable me to surcharge the said Commissioners in the Victualling account. The receipts from the sale of the remainder are to be remitted to the Exchequer, London, by the Receiver General of Customs in Scotland, distinct and separate from his other receipts. Money warrant for 25l. to Francis Windham, one of the verderers of Dean Forest: without account: to be distributed amongst the underkeepers of said forest in such proportions as he shall think fit as a reward for their service in arresting John Imm, John Legus, John Thomas and John Tompkins for carrying of guns and killing of deer in said forest. Same to Robert Walpole as Secretary at War to prepare a royal warrant to appoint John Hopson, son of Sir Charles Hopson, lately deceased, to succeed his said father in the office of Surveyor of Repairs in St. James's Park and the Tilt Yard, but not to have the salary of 2s. 6d. a day hitherto inserted in the Establishment of the Guards and Garrisons: "since the said Surveyor [? the Surveyor General of Works] does all the work and is paid for it." June 16. Same to the Attorney and Solicitor General to report on the enclosed petition of Mr. Martin et al. concerning the recovery of part of the Additional Duties on tobacco and other goods granted to her Majesty in Ireland in 1697 [by the Irish Act 9 Wm. III., c. 29]. The Lord Treasurer desires you to consider whether the judgment given by the Barons of the Exchequer in Ireland in that case (which very much depends on the manner of passing Acts in Ireland) was well founded in point of law. Prefixing: (a) Order of the Queen in Council dated Kensington 15 June inst. to permit the ship Gillyflower (lately arrived in Newcastle from Gothenburg) to discharge her lading of iron and deals, her crew being in perfect health and she having not been near any infected place: all on the petition of Henry Norris and others concerned in the said ship. Out Letters (Customs) XV, p. 302.
The like on the like Order in Council for the ship Constantia, a Swedish bottom, Peter Lemne master, to discharge her lading of iron and wood from Riga for the Navy, she having laded at Riga in November last and wintered at Maelerland and arrived at Gothenburg about the latter end of March, which place she left on April 27 and came to Portsmouth May 20 last and all her crew in perfect health. The like on the like Order in Council for the ship St. Peter of Gottenburg, Oluff Anderson master, she having laded masts, iron, deals, pitch and tar at Gottenburg in Oct. 1709 and sailed thence April 27 last directly for England and arrived at Standgate Creek May 16 where she has been under quarantine at Sheerness ever since and all her crew in perfect health. Warrant by Treasurer Godolphin to the Clerk of the Pipe for a lease to Charles, Duke of Richmond, of a piece or parcel of ground on the south side of the Privy Garden in Whitehall on part of which are some ancient buildings or offices "and the remainder consists of a yard or area before the said buildings, of a garden walled in and some passages and waste grounds" all abutting south on a wood yard in the tenure of one Taylor and west in its several angles upon the house and ground now in the possession of the late Scotch Secretary and north on the Privy Garden and east on the house and ground possessed by Sir Philip Meadows and others. In the margin. a later Treasury confirmation dated 1710–11 Feb. 28 hereof.

William Lowndes to the Customs Commissioners in Scotland, to send to the Lord Treasurer an account of the exports and imports to and from North Britain since the Union: and to do the like in future half yearly: the Commissioners for Trade having desired such an account to enable them to lay before her Majesty a state of the trade of this kingdom with Sweden. Treasury reference to the Barons of the Exchequer in Scotland, of the petition of Alexander Ross, under-clerk to the Court of Justiciary in Scotland, shewing that the Queen granted his predecessor 40l. per an. for said office, and to continue to his successors and that same has been constantly paid till the commencement of the Union, but since that time he has received no more than 10l.: therefore prays payment of the remainder and that he may be inserted in the Civil List [of Scotland] to be paid among the rest of the officers for the time to come. The Lord Treasurer conceives that he has made ample provision for the Forces in Spain out of the public fonds of this year, namely by the money which he has caused to be remitted from Lisbon to Barcelona by means of bills of exchange and likewise by the bills of exchange drawn on Mr. Brydges from Barcelona (paid and to be paid) and likewise by the bills drawn by you for corn and by the 20,000l. a month which you have procured on a contract. His Lordship desires you to take care that your bills for the time to come do not in any case exceed the said 20,000l. a month which is to be paid according to the said contract for the service of Spain. William Lowndes to the Transports Commissioners to report on the enclosed papers [missing] from the Commissioners for settling the poor Palatines, relating to a demurrage demand of 7,556l. from the proprietors of several ships that carried the number of Palatines to New York. Are they entitled to demurrage by their charter party? Out Letters (General) XIX, p. 198.
Same to the Lord Advocate of Scotland. Notwithstanding the great charge of managing the Customs in Scotland (which has been taken notice of by the Commissioners of the Equivalent and others) yet it is feared that the number of officers is insufficent to guard the revenue by reason of the many ports and places allowed for landing and lading goods. Please consider whether by the Act of Union [6 Anne, c. 11] and the Act for Settling the Exchequer Court in Scotland [6 Anne, c. 53] the Queen has power to reduce the number of ports and places for landing or lading goods (A similar letter to the Attorney General and Solicitor General of England to report their opinion whether under the said Acts it be in the Queen's power to take away or restrain the privileges of landing or lading of merchandises in any the ports of Scotland.) Same to the Excise Commissioners [Scotland]. The Lord Treasurer has had several recommendations in behalf of Mr. Powry to be Surveyor of the Candle Duty. If you have occasion to make new officers for that Duty please employ him. Out Letters (North Britain) II, p. 186.
